The District IV Advisory Board meeting was held at 6:30 p.m. at the Alford Library at 3447 S.
Meridian, Wichita, KS 67217; Vice Mayor Blubaugh, eight District Advisory Board members; seven
City staff, and 14 members of the public were present.

ORDER OF BUSINESS
At 6:30 p.m. Vice Mayor Blubaugh called the meeting to order. Minutes from the April 6, 2015
meeting were approved. Agenda for the current meeting was approved.
STAFF AGENDA
Lt. Bowen, Wichita Fire, reported on the fires in District IV. There were no fires in April for District
IV. The new recruit class came out last month with 16 new recruits, one of which is at Station 12 and
1-2 more in District IV. Last week was the Boot Block for Muscular Dystrophy event.
DAB? Are there guidelines for painting a fire plug? A: No, it is illegal to paint one.
Public? Is fire fully staffed? A: Yes.
Officer Robinson, Wichita Police, reported on 299 and 29 Beat. Crime has been down with a lot
less burglaries. Through January 1st to May around Osage Park in a 4-5 block radius there were only
two incidences and a 20% decrease in crime in general for that area. Crime might increase once school
lets out. The combination of SCAT and Community Policing, criminals being caught and going away
for longer are also factors. The 700-900 block of West MacArthur has been cleaned up.
DAB? What about the shooting at Aley Park? A: Nothing yet.

NEW BUSINESS

Gary Janzen, City Engineer Public Works, presented on a petition for sanitary sewer that would
serve two properties on 55th St South. On February 3, 2015, Public Works presented a previous
petition to the District Advisory Board. The recommended method of assessment was on a fractional
basis, meaning both properties would pay the same. The DAB recommendation was to delay the
project until staff could look into any other financially feasible options for the area. Following the
motion of the DAB, City staff researched the idea of extending the sewer further and discovered there
was no financial benefit to the original petition property owners and no new property owners to
circulate a larger petition. A final evaluation, which staff is now recommending, maintains the original
improvement district but includes a contribution by the City Sewer Utility due to size and depth of
the existing main, and assesses the remaining cost on a square foot basis. The homeowners of 735 W
55th St South would now pay roughly $25,000 and the homeowners of 721 W 55th St S who did not
originally want the sewer would pay roughly $10,000 with the City paying roughly $10,000.
DAB? What is the likelihood that the total cost stays at $45,000? A: Public Works is comfortable that
they’ll be under that cost. They look to the highest bidder to get their numbers.
Owners of 735 W. 55th St S and 721 W. 55th St S.: They are both ok with the new proposal.
Public? Will new owners be required to hook up to sewer? A: Technically yes, but 721 W. 55th St.
S. does not actually have a home on it so it would have to be both lots.
Motion: To recommend approval of the petition.
Result: Motion passed 8-0.
Mark Manning, Finance, presented on the proposed CIP Budget. The City of Wichita CIP outlines
infrastructure improvements forecasted for the community over the next decade. The CIP aligns with
the core priorities of protecting life and property, protecting infrastructure investment, and promoting
a growing and sustainable community. The CIP also aligns with priorities in the Comprehensive
Plan, which are: 1) maintain and replace what we have; 2) enhance what we have; and 3) expand our
current infrastructure. A draft CIP document has been prepared by staff. Adoption of the CIP by the
City Council is anticipated later in 2015. The plan will increase debt for the City, but it will be below
pre-set benchmarks. The plan does not include any changes to revenue sources and includes roughly
$2 billion in spending.
DAB? Where does federal funding go in this model? A: It flows through the CIP and is counted as
revenue. A lot of the money that pays for 135, 235, and I35 is KDOT. The County is also a factor.
DAB? How much money is the City in debt? A: Total $1 billion, but its several different kinds of
debt. The General Obligation at large debt is $80 million dollars which is the money that is paid back
with property taxes.

Public? Is there any money to complete raising railroad tracks south of Kellogg? A: Not at this time,
but the input will be taken into account.
Public? If the Council approves the CIP will they still have to approve individual projects? A: Yes,
they still have to approve every project.
Public: The same projects that were in the old CIP are in the new CIP as far as biking/walking.
Suggested that because it is such a small amount that it be increased. Noted that support for
biking/walking has increased and it should be a greater priority.
DAB? What is the plan for Aley Park? A: Met with contractors a month ago about the shelter that
was damaged in a fire. Several estimates to either repair or do something else with the building.
Couple of options: 1 is turn the indoor shelter to an outdoor shelter, 2 revamp entire building including
all necessary upgrades. Would have to be funded by sacrifices in the CIP.
DAB? How do we prevent wasted money on projects that are more for aesthetic purposes? A: Years
ago, the Council approved a measure to spend 1% of the funding to aesthetics. Some projects are
more than 1% some are less.

6. 2015-2024 Proposed Capital Improvement Program (CIP) Budget
Mark Manning, Finance, will present on the proposed CIP Budget. The City of
