District IV Advisory Board Minutes for July 6, 2015 District IV Advisory Board Minutes July 6, 2015 www.wichita.gov The District IV Advisory Board meeting was held at 6:30 p.m. at the Alford Library at 3447 S. Meridian, Wichita, KS 67217; Council Member Blubaugh, seven District Advisory Board members; five City staff, and one member of the public were present. Minutes from the June 3, 2015 meeting were approved. Agenda for the current meeting was approved. STAFF AGENDA Officer McHenery, Wichita Police, reported on Patrol West. Between May and June the numbers stayed pretty steady. For District IV larcenies went from 253 to 243 and burglaries went from 44 to 42. 911 calls from the 4th of July dropped quite a bit. There is a Citizen’s Police Academy starting on August 25th and you can register at www.wichita.gov. There was also a homicide by Kellogg on Edwards, but there was already an arrest made. DAB? How many fireworks citations were issued on the 4th this year? A: Unknown at this time, but probably not many. Public? Where did the murder occur? A: On the 500 block of S. Edwards. 1 District IV Advisory Board Minutes for July 6, 2015 PUBLIC AGENDA Scheduled Items None Off Agenda items James Kilpatrick, 2101 W MacArthur Rd? Would the DAB support a tax for transit or increasing fares? They are $2 million short and there are 2 million riders so it would only take a $1 fare raise to pay for it. Council Member Jeff Blubaugh stated that he believes they should increase the fare to cover the shortfall. A DAB Member stated that the busses aren’t used enough. NEW BUSINESS Scheduled Items Elizabeth Goltry, Finance, presented the City Manager is in the process of coordinating the development of the 2016-2017 Proposed Budget. To date, a City Council workshop and two Social Media Town Hall events have helped define priorities and develop ideas to incorporate into the budget. Additional community input is being sought at District Advisory Board meetings to define final priorities and ideas that will ultimately be incorporated into the 2016-2017 Proposed Budget. Public? What is included in the transit fund? A: There are three different funds. The main one is the local portion and the other two are grant funding, one for capital costs and one for operations. The local fund mainly funds operations (fuel, staff, administration etc.). DAB? Why are court fines down? A: They just fluctuate due to enforcement. Kathy Morgan, Planning, presented on planning case ZON2015-00023, a request for Central Business District (CBD) generally located east of Seneca Street on the southwest corner of Douglas Avenue and Walnut Street. The applicant is requesting a zone change form LC Limited Commercial to CBD Central Business District on the subject site located on the southwest corner of Douglas Avenue and Walnut Street; Lot 20, Chicago now Douglas Avenue, West Wichita Addition. The site is located in (and subject to) the Delano Overlay Neighborhood District (D-O). The brick two-story downtown row store (built 1900) currently is occupied by a retail motor cycle parts sales store. The property owner is anticipating the retirement of the owner of the motorcycle parts store and a possible change in business. The CBD zoning district more effectively resolves such issues as parking and setbacks that could be triggered by a change in occupancy. This is the third application for CBD zoning in the D-O along Douglas Avenue. Previously ZON2014-00030 and ZON2013-00038 were approved by the MAPC. In the previous two zoning cases and the current request a lack of on-site parking was an issue. There were no protests for this case. Public? If the current owner leaves, will the building no longer be in compliance for parking? A: That is correct. A DAB Member reported that they have no problem with the street parking because in Delano it is just expected that you park on the street. Motion: That the District Advisory Board recommend approval of the request. Result: Motion passed 7-0. 2 District IV Advisory Board Minutes for July 6, 2015 Kathy Morgan, Planning, presented on planning case CON2015-00021, a request for Conditional Use request for Government Services generally located on the southeast of Knight Street and West Douglas Avenue (3535 W. Douglas). The applicant is requesting a Conditional Use to allow Government Services in Single-Family (SF-5) residential zoning. The City of Wichita recently purchased the armory building and wishes to relocate the Public Works Facility Maintenance operation from 500 South Topeka to 3535 West Douglas. The subject site is an un-platted 2-acre tract to the west of West Douglas Park. The property north of the site is zoned General Commercial (GC) and is developed with warehouse/office and mini-storage/self-storage. The property to the west is GC and is developed with a strip office center. Properties to the east and south are zoned SF-5 residential and has been dedicated park land since 1955. Motion: That the District Advisory Board recommend approval of the request subject to the two listed conditions. Result: Motion passed 7-0. BOARD AGENDA A DAB Member reported that Dora between Seneca and Meridian had a lot of stormwater work done recently. With the rain we just had there is no flooding on that street and there used to be lots of flooding. DAB? Are the Meridian improvements still scheduled? Council Member Jeff Blubaugh: The right of way acquisition is going on now with the project set to start this Fall. A DAB Member reported that at MacArthur and Seneca there is a big machine that broke the curb out just past the intersection. A DAB Member reported that Southwest Village Neighborhood Association just had its cleanup and they had a lot of trash taken out of the neighborhood. DAB? Will the Confederate Flag be going back up? Council Member Jeff Blubaugh: Unknown. Council Member Jeff Blubaugh reported that there has been established a Community Improvement District on West Street and the old Airport Inn is coming down with a new hotel going up. There is a lot of good potential on the Kellogg Cooridor. The old Airport Inn was sold at auction so it’s being torn down by the developer. Meeting was adjourned. The next meeting for District Advisory Board IV will be held at 6:30 p.m., August 3, 2015, at Lionel Alford Library, 3447 S. Meridian.
