District IV Advisory Board Minutes December 05, 2016 www.wichita.gov The District IV Advisory Board meeting was held at 6:30 p.m. at the Alford Library at 3447 S. Meridian, Wichita, KS 67217. There were five (5) District Advisory Board members and Council Member Blubaugh. There were four (4) City Staff, and four (4) members of the public present. He was put on speaker phone and DAB Member David Kapaun called the meeting to order at 6:30 p.m. who led the Pledge of Allegiance. Due to the lack of quorum, there was no vote to approve the agenda or the minutes of the previous meeting. Mr. Kapaun asked for the Fire Department’s staff report. STAFF REPORTS WFD Station 12 was represented by Firefighter Matt White and Cpt. Jim Heath. Cpt. Heath stated that there were 19 fires in Wichita during November which was down from last year. He warned everyone that winter weather was headed to Wichita and to be sure and clear your vehicle windshields of all ice. In addition, if you need a new smoke detector, please contact the department at 268-4441. The Fire Department will install one for free in the correct location of your residence. Next, Community Police Officer Rob Kempf, Patrol South, reported that his beat had 5 non- residential burglaries (detached garages and sheds), 3 residential burglaries, 12 auto thefts with 1 of these thefts as an embezzlement, but larcenies to autos were down. Several of the auto thefts were due to leaving unlocked cars running in order to warm them up. This is in violation of a State statute. If a key is used in the ignition to keep an unattended car running, even if the car is locked with a 2nd key, there is still risk of a window being broken out to gain access to the car Page 1 of 2 District IV Advisory Board Minutes December 05, 2016 www.wichita.gov along with the keys, and in violation of a State statute. DAB Member Mr. Kapaun asked about the recovery rate of stolen autos, but Officer Kempf didn’t have an answer saying it varies. Community Police Officer Roddy Winder, Patrol West, spoke how there were 57 arrests made along with 17 drug seizures, and recovery of 15 stolen vehicles at motels along west Kellogg from the “big ditch” to 119th St. west. Officer Winder also mentioned the contributions being collected for the children having to live in domestic violence shelters during the holiday season. Gifts, clothing, or money could be dropped off at Patrol West until December 18th. DAB member Don McManamey asked why the Wichita Police Department was not patrolling and issuing tickets to speeders inside the construction zone on west Kellogg. Officer Winder said that he would inquire with the traffic detail at Patrol West. Councilman Blubaugh arrived during Officer Winder’s report, and he was informed by staff that Mark Stanberry with the Wichita Housing Department had been overlooked and should have been called on first, so Councilman Blubaugh called on Mark Stanberry to deliver his report. Mr. Stanberry presented the 2017-2018 One Year Action Plan for proposed allocations to CDBG (Community Services Block Grant), HOME, and ESG (Emergency Solutions Grant), and copies of a PowerPoint presentation were given to each board member. Don McManamey stated that he would like to have an acronym “legend” accompany handouts and presentations, and Mr. Stanberry replied that he understood and appreciated the suggestion. DAB Member Jason Platter asked Mr. Stanberry what the process entails to receive CDBG and ESG monies. Mark Stanberry replied that he could visit with Jason about this and Rebecca Fields stated that she would send Mr. Platter Mark’s contact information. The next order of business was the presentation for nominating a District IV representative to the Grants Review Committee (GRC) that meets three times in February. DAB Member David Kapaun agreed to serve on the GRC, filled out the nomination form, and handed it to Mr. Stanberry. Next on the agenda was Dale Miller, Planning Director, who presented ZON2016-00058, a request to amend protective overlay #35 to clarify applicability of provisions and increase signage. The agent for the applicant, Tim Austin, was in attendance. A board member asked why a protective overlay had been put on this property, and Mr. Miller responded that it was before his time and he was unsure because it had occurred sometime back in the 1980s. David Kapaun made a motion to allow and Jason Platter gave a 2nd motion. There was no other business and Councilman Blubaugh asked Rebecca Fields to find out what the process is for obtaining City Hall Quick Passes for the DAB members. Councilman Blubaugh dismissed the meeting, and Rebecca Fields reminded everyone to grab cookies and cider on their way out the door. Meeting adjourned at 7:20 pm. Page 2 of 2

(See attached staff report) Recommended Action: Provide comment regarding funding priorities for the 2017- 2018 program year Mark Stanberry will also present information and instruction for nominating a District IV representative to the Grants Review Committee (GRC). (See attached staff report) Recommended Action: DAB IV nominate a representative to the GRC. Fire Report WFD will report on any specific issues of concern in the area. Recommended Action: Receive and file. Police Report Community Police Officers will report on community policing issues in the area. Recommended Action: Receive and file. NEW BUSINESS ZON2016-00058 – Kathy Morgan, Senior Planner, will be presenting the City request to amend Protective Overlay PO #35’s provisions 1-11 on LC Limited Commercial and GC General Commercial zoned property located on the southeast corner of S Meridian and W MacArthur Road. Recommended Action: Approve, subject to the amended provisions to PO #35 OLD BUSINESS NONE BOARD AGENDA Updates, Issues, and Reports Opportunity is provided for the Council Member and District Advisory Board Members to report any activities, events, or concerns in the neighborhoods and/or Council District.
