District IV Advisory Board Minutes June 6, 2016 www.wichita.gov The District IV Advisory Board meeting was held at 6:30 p.m. at the Alford Library at 3447 S. Meridian, Wichita, KS 67217. There were six District Advisory Board members, one DAB Youth Member, seven City staff, and four members of the public present. Members Present Staff Present Benny Boman WFD Cpt. A motion was made to approve the agenda by Matt Lashley and 2nd by Don McManamey. Motion carried 6-0. Matt Lashley made the motion to approve the minutes from the May 2, 2016 meeting, and 2nd by Cory Tourville. Motion carried 6-0. Member Nick Hoheisel then asked for City of Wichita staff reports, beginning with WPD. STAFF REPORTS Officer Chris Robinson, Patrol South, Community Policing, (299 Beat) reported that the south side had 26 auto thefts, 32 vandalisms, and 1 homicide. There were also 4 burglaries reported at the South YMCA, and that over $6,000 cash was stolen from the safe just last night. He stated that juveniles are at fault (per video footage). Officer Robinson then said that ATM “readers” are becoming a problem, and that these readers copy the information from users credit cards and ATM cards that are also used at gas pumps. He said to be aware of “add-ons” to ATMs or gas pumps. He said that if you see something that has been screwed on or glued on and does not look like it is part of the original equipment, to not use it and immediately report to the management and Police. Page 1 of 4 District IV Advisory Board Minutes June 6, 2016 www.wichita.gov A citizen (guest) stated that she lived at Gold Coast Townhomes (located off 55th St S & Seneca), and that there was vandalism of lights that are around the walking paths. She also stated that there were thefts from porches and patios. Officer Robinson stated that he would let Captain Salcido know about this so perhaps an extra watch could be added to that area. Member Hoheisel asked if the Patrol South officers were still being pulled into Old Town, and Officer Robinson replied “yes”. Officer Robyn Douty, Patrol West, Community Policing, (Beat 13) reported that she will be taking on another beat, but is remaining at Patrol West. She reported that there were lots of break-ins to vehicles and that purses/wallets were being stolen and that credit cards were being used. There were currently 14 cases being investigated and that they were quite time consuming as it entailed pulling video from all of the stores where the credit cards were being used, as well as taking statements from eyewitnesses. Officer Douty further reported that there were still packages being stolen from porches on the west side. They were not sure if someone was following delivery trucks, or if they were simply walking the block looking for packages on porches. Another issue that she had recently dealt with was the destruction of egrets who had settled in the yard of a residence and had basically destroyed the yard of this residence. However, she found out that these egrets were protected by the endangered species act and that the homeowner could not hurt them in any way and would just have to deal with them somehow. Officer Douty further reported that there had been sales of drugs at the Sonic at Maple and 135th St. West and that the sales were mainly from Goddard School students. Member Cory Tourville commented that he had talked to his daughter about working at that Sonic, but she had replied that she did not want to work there because of drug problems at the Sonics. Member Nick Hoheisel then asked for a report from Cpt. Jim Heath of WFD Station 12. Captain Heath stated that there were four structure fires. Three were accidents and one was under investigation for arson. He then relayed that WFD had recently gone out on a call to 31st St South and West St. where Waste Management maintenance works on their vehicles. A large trash truck had caught on fire and he stated that the truck was a total loss of over $400,000.00! PUBLIC AGENDA Member Hoheisel asked if there was anyone from the Public who wanted to speak about any issues at this time, and being there were none, he proceeded with New Business. Page 2 of 4 District IV Advisory Board Minutes June 6, 2016 www.wichita.gov NEW BUSINESS Jess McNeely with MAPD presented CON2016-00012, a conditional use for a nightclub at the southeast corner of Harry and S. Meridian. Jess stated that the current club had been “grandfathered” and allowed to operate without any screening on the east side due to residential housing across the alley to the east. However, if a fence were now put up on the proposed nightclub’s property, the occupants of the club would not be able to get in their building due to the proximity of the property line. The alley is already very narrow. A “screen” (fence) could be offered to the residents, but there was already a chain-link fence along the east side of the alley with trees growing next to the chain-link, and therefore an established screen, mostly natural (trees), was already existing and that there would be no way to add to that by putting up a privacy fence without pulling out all of the trees and current fence which would be a major expense. Member Hoheisel asked if there was anyone present at the meeting who lived behind that club, and being none, Matt Lashley motioned to approve the request without having to add the screening. Don McManamey 2nd the motion, and it was approved 6-0 by the DAB. Next on the agenda was the presentation of the 2016-2025 Proposed Community Improvement Plan (CIP) Budget. Because Mark Manning had not yet arrived because he had to present to another DAB prior to this one, Paul Gunzelman with Public Works began the presentation. There were no handouts or PowerPoint presentation available at this time. After Mr. Gunzelman read through the one handout he had with him, Matt Lashley asked who he should call for street repairs. Mr. Gunzelman stated that he should contact Aaron Henning (Public Works – 268-4001). Mr. Gunzelman also stated that there were 17 projects identified which the Design Council would give their input on aesthetics. Rebecca Fields commented that she hoped that there would be improvements to the Kellogg and Ridge Road area due to all of the rusting of old metal railing. She thought it gave a bad impression to visitors who were coming into Wichita from the airport. Cory Tourville asked who should be contacted about the trash, brush and downed trees at the Pawnee Prairie Park which had caused the Cowskin Creek to dam up in two places, and Paul stated to contact Joe Hickle (Stormwater Engineer – 268-4307). A couple of future projects slated for District IV would be west Pawnee St. including the K- 42/W Pawnee intersection. Matt Lashley stated that the West Street and MacArthur intersection was also bad and needed repairs and updates. At this time, Mark Manning showed up and gave the DAB handouts of the CIP presentation. OLD BUSINESS No old business. Page 3 of 4 District IV Advisory Board Minutes June 6, 2016 www.wichita.gov BOARD AGENDA Becky Fields passed out her noise ordinance fliers to the board members and let them know if they were experiencing any problems with loud music, etc., that she would be willing to hand out fliers to every door within hearing distance of the noise source. Member Don McManamey then stated that he would like to make sure that one of the men on the board would stay and make sure that Becky got to her car safely each night after the board meetings. Becky replied that Cory was going to stay tonight because she had something in her car for Cory and his wife. Member Hoheisel asked that a motion be made to adjourn. The motion was made by Member McManamey and 2nd by Cory Tourville. Motion carried 6-0. The meeting adjourned at 7:35 pm. Page 4 of 4
