District IV Advisory Board Minutes July 11, 2016 www.wichita.gov The District IV Advisory Board meeting was held at 6:30 p.m. at the Alford Library at 3447 S. Meridian, Wichita, KS 67217. There were eight (8) District Advisory Board members, one DAB Youth Member, eight City staff, and four members of the public present. Members Present Staff Present Councilman Jeff Blubaugh WFD Cpt. A motion was made to approve the agenda by Michael Gomm and 2nd by Nick Hoheisel. Motion carried 8-0. Nick Hoheisel made the motion to approve the minutes from the May 2, 2016 meeting, and 2nd by Michael Gomm. Motion carried 8-0. Councilman Blubaugh then asked for City of Wichita staff reports, beginning with WFD. STAFF REPORTS Cpt. Jim Heath of WFD Station 12 was on hand for the WFD report. Captain Heath stated that there were four fires. Two were accidents, one was under investigation, and there was one arson. He then relayed that WFD was currently educating the public about fire pits (including chimineas). They need to be 15 ft. away from any structures and/or property lines. Cpt. Heath than handed out a list of burn restrictions. He concluded if there were any smoke complaints, the Fire Department would demand that the fire be extinguished. Councilman Blubaugh asked about injuries from fireworks over the July 4th weekend, and Cpt. Heath stated that he would have that report next month. Cpt. Heath then mentioned that his department was out more with flooding Page 1 of 3 District IV Advisory Board Minutes July 11, 2016 www.wichita.gov calls which the recent heavy rains produced. He said they rescued 6 – 7 cars that were in sudden high waters, and that 30th & Martinson was especially bad. Next on the agenda were WPD reports. Sgt. Steve Yarberry, Patrol West, reported that aggravated assaults, auto thefts, and shoplifts in June were down from May’s numbers. However, June showed more larceny and robberies than May. In fact, there were 9 reported robberies. Many of the larcenies were from a man that was apprehended. The DA’s office charged this person with 20 previous cases with a total of 27 felony counts, including identity theft. Matt Gomm asked about shoplifting reports, and asked if it was true that most stores don’t prosecute shoplifters. Sgt. Yarberry replied that there were only about 3 stores in Towne West that would prosecute shoplifters. He stated that many thefts are being committed in order to support heroin use which is sky-rocketing in Wichita, and that mostly middle-aged people were using heroin. James Kirkpatrick asked if there were more violent crimes. Yarberry replied that yes, there were 8 aggravated assaults in June. The Sargent then followed by saying Crime Trend Teams are being formed and that this is going to be the future of law enforcement. Ron Tracy then mentioned hearing about a portable meth “pot” that is possible of blowing up in your hand. (NOTE: Mr. Tracy followed up by sending an e-mail this same evening with the following information): This is the new formula for methamphetamine: a two-liter soda bottle, a few handfuls of cold pills and some noxious chemicals. He states that there were 5 aggravated assaults in the last few days, and that there were many larcenies to autos, including a Glock handgun being taken from a car. Nick Hoheisel asked about a problem at 2755 S Mosley, and Officer Kempf said that there was currently no resolution. Ron Tracy asked Officer Kempf about a homeless man living at Seneca and I-235. Officer Kempf was not aware of this person and said that he would check into it. PUBLIC AGENDA Councilman Blubaugh asked if there was anyone from the Public who wanted to speak about any issues at this time, and being there were none, he proceeded with New Business. Page 2 of 3 District IV Advisory Board Minutes July 11, 2016 www.wichita.gov NEW BUSINESS City Manager Robert Layton then presented a PowerPoint for the 2017-2018 Proposed Budget. There were hard copies of the PowerPoint given to all DAB Members as well as guests. (Although at this time Mr. Kirkpatrick left the meeting) Some of the issues that were addressed after the Social Media Town Hall was “Traffic Signal Timing”. Mgr. Layton said that $500,000 will be spent over the next 5 years to improve traffic flow, and that another concern was Animal Control and that the City plans to bring in new management for this department. For the General Fund Overview, expenditure growth is moderate, but expected to exceed revenue growth long-term (2 ½% increase). Under the General Fund Revenues, Mr. Layton pointed out that 72% of the budget was just for Police, Fire, and Public Works. Another statistic under General Fund Overview was the new pilot programs for dust control and spot street repairs that were going to cost about a quarter-million dollars. The primary concern of the City is how to fund the services that citizens want. One way is to review user and license fees to ensure that City costs are appropriately recovered (for example, the fees for false alarms were increased) The City Manager will present the budget at the July 12th City Council meeting, and will hold a Public hearing on August 2nd. On August 9th the City Council will vote on adopting the proposed budget. Nick Hoheisel asked about the continued use of Patrol South Police Officers in Old Town, and the Manager said that this is still under review for a solution. Several board members mentioned that the businesses in old town need to be paying for surveillance cameras and other services. OLD BUSINESS No old business. BOARD AGENDA Councilman Blubaugh asked if anyone on the board had anything to share, and being none Councilman Blubaugh asked that a motion be made to adjourn. The motion was made by Member Hoheisel and 2nd by Matt Lashley. Motion carried 8-0. The meeting adjourned at 7:31 pm. Page 3 of 3
