The District IV Advisory Board meeting was held at 6:30 p.m. at the Alford Library at 3447 S.
Meridian, Wichita, KS 67217. There were four (4) District Advisory Board members including
Council Member Blubaugh, three (3) City Staff, and three (3) members of the public present.

ORDER OF BUSINESS
At 6:32 p.m. the meeting was called to order by Councilman Blubaugh who led the Pledge of
Allegiance. There was no motion to approve last month’s minutes or this month’s agenda due to
lack of quorum.
STAFF REPORTS
WFD Station 12 was represented by Cpt. Jim Heath. Cpt. Heath stated that October is Fire
Prevention Month and that means the Fire Department will be checking all of the hydrants
around the City to assure that they are in working order. He also said that it is time to start
thinking about changing the batteries in smoke detectors because of the time change that occurs
on November 6th.
Community Police Officer Ronald McHenry, Patrol West Beat 17, was next and stated that
the number of auto thefts in the Patrol West area went down from 20 in August to 18 in
September. However, larcenies to autos went up from 35 in August up to 47 in September.
Burglaries decreased from 37 in August to 26 in September. WPD is currently targeting 13 Beat
which is south of Kellogg and east of Meridian. They were also concentrating on two traffic
areas, and the one at Kellogg & West Street produced 16 citations.
Patrol South was not represented this evening.

Councilman Blubaugh then proceeded with having Pastor Cliff Loesch (University Friends
Church) give his presentation for Family Promise of Greater Wichita.
Family Promise of Greater Wichita is a coalition of thirteen (13) Wichita churches that will offer
meals and overnight space for sleeping for a week each to homeless families with children. It is
estimated (via USD259) that there are 2400 children enrolled in Wichita schools that are
currently homeless. There are only two (2) other agencies in Wichita that can offer temporary
shelter for homeless families with children; St. Anthony that has 13 family rooms, and Inter-
Faith Ministries that has fifty (50) beds, but their beds are for anyone, not just families.
There are three (3) churches in District IV that are participating: Westside Christian, University
Friends, and St. Mary’s Orthodox Christian Church.
Councilman Blubaugh asked how citizens or the City of Wichita can help with this program.
Pastor Loesch replied that WPD Officer Nathan Schwiethale with H.O.T. (Homeless Outreach
Team) is on their Board of Directors, and other than through him, the other good referral is
USD259 who has a good idea as to which children are currently homeless. Any homeless family
interested in the program is screened for their eligibility. Nationally, 67% of families will
“graduate” the program, and of those 87% continue to grow. Family Promise will continue to
help and monitor these families for quite some time.
Staff, Rebecca Fields, said that she would scan in the information/handout to send to all the DAB
members as well as the invitation for the Family Promise of Greater Wichita Opening Gala that
is a fundraiser.
Next on the agenda was Nicole Hughes, founder of Enrichment for Success, who did not make
the meeting, and so Councilman Blubaugh moved on to the Board Agenda.

BOARD AGENDA
Councilman Blubaugh spoke about attending the Global Cities Summit in Washington DC last
week which was mainly centered on how American companies can export their products to
Mexico, Canada, and China.
Jason Platter mentioned that the One Spark Foundation in Wichita had been working with
residents in District 1 as they were trying to help those in low income, inner-city situations.
(FYI: the mission of the One Spark Foundation is to change the world, one Spark at a time, by
encouraging others to choose to make willing acts of kindness.)
Councilman Blubaugh then spoke about the several areas in District IV that are prone to flooding
and that he is busy monitoring these areas as staff works to fix the problems. He also took
photos of problems in Pawnee Prairie Park and sent them to Parks and the City Manager. Rob
Hartman asked about the mowers and subsequent damage at the park, and CM Blubaugh stated
that he thinks that City employees, not contractors, take care of Pawnee Prairie Park. CM
Blubaugh then said that due to the pending sale of property owned by Bombardier to Max
Aerospace that it should be possible for the Prairie Sunset Trail to expand from Goddard to
Pawnee Prairie Park.
