The District IV Advisory Board meeting was held at 6:30 p.m. at the Alford Library at 3447 S.
Meridian, Wichita, KS 67217. There were five (5) District Advisory Board members and
Council Member Blubaugh. There were four (4) City Staff, and four (4) members of the public
present.

ORDER OF BUSINESS
At 6:30 p.m. Councilman Blubaugh called the meeting to order and led everyone in the Pledge of
Allegiance. The agenda for January 9th was then approved (motion made by Nick Hoheisel, 2nd
by Dave Kapaun), and the minutes for the 2016 November and December meetings were
approved (motion made by Don McManamey and 2nd by Kit Corby)
STAFF REPORTS
WFD Station 12 was represented by Capt. David Voss Cpt. Voss gave a brief report, and
that there were no major fires in District 4 last month. He reminded everyone to not leave
candles burning when leaving the house or retiring for the evening.
Next, Community Police Officer Rob Kempf, Patrol South, reported that 27 beat had the
following crimes in 2016: 70 residential burglaries, 85 auto thefts, 45 non-residential burglaries,
140 larcenies to auto, 9 robberies, 39 aggravated assaults, 6 sex offenses, and 2 homicides. (27
beat is from W. May Ave. to 31st St South, and McLean Blvd. to Meridian)

Community Police David Perkins, Patrol West, spoke how there were 49 auto thefts city-wide
from January 1st thru January 8th. These are mostly due to people leaving their cars running in
order to warm them up during the cold weather. In the month of December, District IV had 8
aggravated assaults (all were “known” victims), 2 residential burglaries, 4 non-residential
burglaries, 38 larcenies (combination of shoplifting and items stolen from vehicles), and 1 rape
which was a known suspect. Total larcenies were down this December from last December, and
it is assumed that the presence of horse patrol in the parking lot of Towne West cut down on
larcenies to autos. Officer Perkins reminded everyone not to leave a garage door opener in view,
and to even try and take it with you when you were not in the vehicle so that if your vehicle was
broken into, the thief(s) could not access your home.
DAB member David Kapaun stated his business was in 13 Beat (3801 W Jewel) and said that he
had batteries stolen from some of his commercial trucks. Officer Perkins replied that an
individual in Beat 17 had been caught with two vehicle batteries. Mr. Kapaun would contact
Property & Evidence to see if he could identify the batteries.
The next order of business was a presentation by the Stormwater Division of Wichita’s Public
Works Department. Interim Manager, Jim Hardesty, was on hand to present. Rebecca Fields
and the Alford Branch Library staff were unable to get the prepared PowerPoint presentation up
on the screen, but handouts of the presentation were available for everyone present.
The Stormwater Division is a “stand alone” operation, and the base rate charged to every water
customer is $2.00 a month (since 2007) and has not changed. The customer base is 40%
commercial and 60% residential, but the residential customers bring in 40% of the revenue. In
order to make charges fairer, the ERU (Equivalent Residential Unit) will be divided up into four
(4) categories based on impervious area for each property. This is figured by flyover
photography that uses laser beams (Lidar) that show what is and is not impervious on each
property. About 80% of residential customers will be affected by either a $.50 increase or a
$1.50 increase in the current base rate.
The next item on the agenda was “Updates, Issues, and Reports” from the board. Councilman
Blubaugh relayed that that he had been at Red Guard recently and that they are considering a
new trans-load facility near railroad tracks in southwest Wichita.
Matt Lashley made a motion to adjourn and Michael Gomm gave a 2nd motion.

Division Manager for Public Works & Utilities, will present results of the Stormwater
Utility’s Cost of Service Analysis, identified revenue requirements, and resulting
service levels.
