District IV Advisory Board Minutes August 07, 2017 www.wichita.gov The District IV Advisory Board meeting was held at 6:30 p.m. at the Alford Library at 3447 S. Meridian, Wichita, KS 67217. There were eight (8) District Advisory Board members in attendance. Councilman Blubaugh could not attend, and DAB Member Kit Corby presided. There were six (6) City Staff, and five (5) members of the public present. Matt Schulte Kathy Morgan - MAPD ORDER OF BUSINESS NOTE: Councilman Blubaugh was unable to attend and DAB Member Kit Corby ran the meeting. ***************************************************** At 6:30 p.m. DAB Member Kit Corby opened the DAB meeting and asked everyone to take their seats and called the meeting to order. She then asked everyone to stand for the Pledge of Allegiance. The agenda for August 7th was then approved (motion made by Nick Hoheisel, 2nd by Benny Boman), and the minutes for the 2017 July 10th meeting were approved (motion made by Jason Platter and 2nd by Nick Hoheisel). Both motions passed 8/0. Page 1 of 4 District IV Advisory Board Minutes August 07, 2017 www.wichita.gov STAFF REPORTS Robyn Belt, Manager of the Alford Branch Library, was allowed to speak first due to an evening commitment. Robyn reported that Alford’s Gate Count for July was 21,003 visits, and that Alford’s Circulation count for July was 19,353 items. Summer Reading program has completed. Overall, a total of 12,531 kids and teens participated. A few prizes are still available. The City of Wichita’s SayYes program continues until August 31st. Kids that check in 5 different weeks over the summer receive a school supply prize pack. Because programming was so heavy in June and July, things lighten up for August. We have one Genealogy program on Saturday, August 19th on Railroad Worker Housing. Also, Storytime is taking a break until September 18th. There is a Solar Eclipse on Monday, August 21. Wichita Public Library will hold a pre-eclipse event on Saturday, August 19 at the Children’s Room in our Central Location from 10am-3pm. There, children will learn about the solar system, how the planets rotate around the Sun, and create pin-hole viewers to view the eclipse safely. Librarians will have a table at the Pop-Up park downtown during the eclipse and will be giving away 100 free pairs of eclipse glasses. Ms. Corby then called on the Fire Department who was represented by Lt. Matt Schulte from Station 12. Lt. Schulte reports that October has the Fire Prevention Week activities that will be announced as this approaches, and that there are still free smoke detectors available through the Wichita Fire Department. Lt. Schulte reported that there were four large fires in District 4, and 2 of them were caused by arson. There were a total of 10 structure fires and Station 12 responded to 66 alarms, many of them medical needs. There was a fire set at the Enders Elementary School playground that was a total loss (3030 S Osage St). Most of the equipment was plastic base, and the playground was covered in ground rubber/tires that caused lots of smoke. He asked that everyone be diligent in reporting anyone that might have been a perpetrator in this case. Next was Officer Vicki Kern, Beat 24, of the Wichita Police Department. She reported that there have been close to 300 youth in attendance at the YMCA Saturday evening youth programs that have been organized by Officer Chris Robinson. Also, there were several arrests and confiscations of illegal gambling machines at various locations in District 4. CP Officer Roddy Winder, Beat 14, with Patrol West reminded everyone that tomorrow night, August 8th, is the Neighborhood Night Out. DAB Member Don McManamey asked Officer Winder if this is the same every year, and Officer Winder replied that it is held annually on the second Tuesday in August. Officer Winder also spoke about the large confiscation of gambling machines and that even a storage facility was raided that was holding machines. He then reported that on September 30th from 11 am – 2 pm, Patrol West will be hosting a cookout at the West YMCA. Officer Winder said that there were lots of auto thefts going on across the City and to call in 911 if you see anyone in your neighborhood getting out of a vehicle and walking up the block. Often times the stolen vehicles were simply due to the owners leaving keys in the vehicles. PUBLIC AGENDA There was no one signed up to speak on the Public Agenda, and no one wanted to speak on the open public agenda. NEW BUSINESS Kathy Morgan then took the floor to present the MAPD case, ZON2017-00005. After a briefing, there was no one present that was representing the property or protesting the application. Ms. Morgan stated that there were no protests or calls at MAPD, and no one showed up at the MAPC meeting. Nick Hoheisel motioned to approve this zoning request, and Stephanie Hartman made a 2nd motion. Motion carried 8/0. BOARD AGENDA Ms. Corby asked if anyone on the Board had anything to report or talk about, and Benny Boman complimented the South Meridian project completion and mentioned that some of the properties on Meridian that had been for sale for quite some time were being sold. Nick Hoheisel asked about the burned out house that was still standing on south Meridian, and Rebecca Fields reported that she had been staying in touch with MABCD about this house. Rebecca reported that the owners of the house/property had presented a structural engineer’s report in order to get permission to rebuild. A little work has been done, and there are permits that have been approved for work on this structure. Ms. Corby asked if water and trash service were required because there is a house in her neighborhood with neither service. Ms. Corby was informed that this is required by City ordinance. Jason Platter spoke about the Convoy of Hope event that occurred the past Saturday and that there were over 12,000 helped at this event. He assumed that this showed the need for help in the community, but other board members argued that not everyone there for free items actually needed the help. Don McManamey added that not everyone who needs help will accept help either. Guest Ray Hall spoke up and stated that more education is needed before handing out free meals to just anyone that shows up. Mr. Hall states that giving a hand up is much different than giving a hand out. Nick Hoheisel stated that human trafficking rings are using people to stand on corners (with signs) to beg for money. It was agreed by other members that you should not be giving out cash to those on the corners. There are many high schools in the area that require their students to take financial literacy classes. Ms. Corby asked for a motion to adjourn, and Matt Lashley made the motion, 2nd by Nick Hoheisel. The meeting adjourned at 7:28 pm. Page 4 of 4
