The District IV Advisory Board meeting was held at 6:30 p.m. at the Alford Library at 3447 S.
Meridian, Wichita, KS 67217. There were eight (8) District Advisory Board members in
attendance as well as Councilman Blubaugh. There were seven (7) City Staff, and five (5)
members of the public present.

ORDER OF BUSINESS
At 6:33 p.m. Councilman Blubaugh opened the DAB meeting and asked everyone to take their
seats and called the meeting to order. He then asked everyone to stand for the Pledge of
Allegiance, after which he asked for a motion to approve the agenda for November 6th. A
motion was made by Nick Hoheisel, 2nd by Kit Corby. The minutes for the 2017 October 2nd
meeting were then approved (motion made by Michael Gomm and 2nd by Stephanie Hartman).
Both motions passed 8/0.
STAFF REPORTS
Councilman Blubaugh then asked for a report from the Wichita Police Department. Officer
Roddy Winder of Patrol West reported that there has been an increase in auto thefts mostly due
to warming up unlocked vehicles in the cold weather. He reminded everyone NOT to do this
unless you had a remote start for your vehicle. Officer Winder then reported that the annual
Lights on St. Paul, a fundraiser for the ARC of Sedgwick County, would begin on Thanksgiving
and continue through New Year’s weekend. There will be a charge of $10 per car on Fridays and
Saturdays, and during the week a donation would be asked of each car entering the area.

Community Police Officer Vickie Kern, Patrol South, reported that 2206 W MacArthur was now
a work station for Patrol South officers and it also gave a police presence to the area. Officer
Kern then stated that citations were issued the previous Friday and Saturday nights for street
racing on West Street between K-15 and Kellogg. She reported from Officer Chris Robinson,
who could not attend tonight’s meeting, that Teen Night at the South YMCA is still going strong.
Officer Kern then ended by saying that burglars who had broken into a house in District IV had
been apprehended thanks to a neighbor using her cell phone to video tape the truck and men
involved.
Next on the agenda was a report from the Fire Department. Cpt. Jim Heath was in attendance
and reminded everyone that it was time to check and/or change the batteries in their smoke
alarms due to the recent time change. He reported that there had been a fire at a residence on
West Street due to a space heater that was on a regular extension cord. He said it was best to
never use an extension cord on an appliance that emits/radiates heat. He ended his report by
stating that the Fire Department is averaging 193 daily alarms to which they respond.
Robyn Belt, Branch Manager for the Alford Branch Library, then gave the Library report.
Robyn reports that Alford’s gate count for September was up – 8,424 visits and Alford’s
circulation count for September was 15,375 items.
November is National Novel Writing Month, or NaNoWriMo. Each Tuesday evening this month
writers will gather at Alford to work on their respective writing projects. The challenge is to
write 50,000 words to their work-in-progress by November 30th. November is also Kansas Reads
to Preschoolers month, an event that promotes reading to children from birth through age 5.
Parents, librarians, early childhood professionals, and caregivers are encouraged to read a chosen
book, this year’s title is The Napping House by Audrey Wood. During this month, the Wichita
Public Library serves thousands of preschoolers in the city through visits to schools and early
childhood facilities. Celebrations include a Pajama Party for preschoolers 6:30 p.m. Wednesday,
November 15 at the Central Library.
Ms. Belt then reminded everyone that all the Wichita Public Library locations will be closed on
Friday and Saturday, November 10 and 11, in observance of Veteran’s Day. They will reopen
on Sunday at 1 pm.

NEW BUSINESS
Dave Yearout, Principal Planner with MAPD, presented ZON2017-00043, a request for LC
Limited Commercial zoning on two lots (0.4 acre) located at the southeast corner of South
Seneca and West Mentor. (Across from the Kansas Masonic Home on Seneca Street) The subject
site is currently zoned SF-5 Single-Family Residential. The residential structures on these lots
were demolished between October 2015 and April 2016. These are the only two remaining SF-5
zoned lots on the east side of Seneca between the Kellogg overpass and Maple Street to the
north. This request will come before the City Council on November 21st.
There were no questions from the board or the public. Michael Gomm motioned to approve,
and Jason Platter made a 2nd motion. Motion carried 8/0.
The next case was ZON2017-00050, a request to Amend Protective Overlay (PO) #78 to remove
a prohibition of “outdoor storage.” Generally located north of MacArthur Road and northwest
of Kansas Highway K-42, this would provide outdoor storage in association with an established
self-storage facility, subject to listed conditions. The board was surprised that this area was
inside the City limits of Wichita since it abuts what is commonly known as “Schulte”. Mr.
Yearout with MAPD assured that this parcel was indeed inside the City limits and would be able
to provide storage for boats and campers. This item will come before the City Council on
December 5th.
Seeing that there were no more comments or questions from the board or the public, Nick
Hoheisel made a motion to approve, and Matt Lashley made a 2nd motion. Motion carried 6/0.
The last item on the agenda was Mark Stanberry with the City of Wichita Housing Department
who provided an overview of the allocation amounts received from the U.S. Department of
Housing and Urban Development (HUD). Wichita receives annual allocations of Community
Development Block Grant (CDBG), HOME Investment Partnerships (HOME) and Emergency
Solutions Grant (ESG) funds. He had handouts of a PowerPoint presentation for the DAB to
follow, and quickly spoke about home repairs, code enforcement, Community Services in the
City Manager’s Office, Housing First (that provides housing for homeless individuals), and a
program that provides a down payment for 1st time homeowners in defined areas of Wichita.
Mark Stanberry than gave an explanation of the purpose and procedures for the Grants Review
Committee (GRC) funding, and asked for a nomination(s) for the committee. Jason Platter was
interested in serving on this committee. Michael Gomm made a motion to nominate Jason
Platter, and Nick Hoheisel made the 2nd motion. Mr. Stanberry then asked Jason to fill out an
information sheet that had been provided.

At 7:04 pm, Councilman Blubaugh left the meeting in order to be at an HOA meeting. Jason
Platter took over as Chair, and commented to Mr. Stanberry regarding the Grants Review
Committee (GRC). Jason stated that often supporting prevention is a better way as opposed to
“assistance”. Jason commented that one is a “hand up”, and often the other way is a “hand out”.
Mr. Stanberry replied that this was a good point and would be happy to discuss further with Mr.
Platter.

Mr. Platter then asked if anyone on the Board had anything to report or talk about, and seeing
none, Matt Lashley motioned for the board to adjourn, and a 2nd motion was made by Nick
Hoheisel. The motion passed 8/0.

NEW BUSINESS
ZON2017-00043:

Recommended Action: Based upon information available prior to the public hearings,
planning staff recommends that the request be APPROVED subject to the property
owner dedicating seven-and-one-half feet (7.5) of right-of-way along Seneca.
