The District IV Advisory Board meeting was held at 6:30 p.m. at the Alford Library at 3447 S.
Meridian, Wichita, KS 67217. There were four (4) District Advisory Board members in
attendance as well as Councilman Blubaugh. There were nine (9) City Staff, and seven (7)
members of the public present.

ORDER OF BUSINESS
At 6:33 p.m. Councilman Blubaugh opened the DAB meeting and asked everyone to take their
seats and called the meeting to order. He then asked everyone to stand for the Pledge of
Allegiance. Being that there was not a quorum (less than six board members were in attendance)
there could be no motions made or votes.
STAFF REPORTS
Councilman Blubaugh then asked for a report from the Wichita Fire Department. Lt. C.M.
Bowen of Station 12 reported that there were 15 new recruits in the Fire Department that had
visited his station. There were 4 fires in January, 1 being a hoarder that was using old power
cords. This person was deceased before they could locate him in his house. There was also the
large fire at Fleet Maintenance that resulted in 3 injuries and an estimated $2 million loss. The
fire was due to a natural gas truck that was leaking.

Councilman Blubaugh then asked for Wichita Police reports.
Community Police Officer Tejeda was filling in for Officer Perkins, Patrol West Beat 12, and
reported about the new WPD Traffic Patrol that had 8 assigned motorcycles and 7 cars. They
also were using a radar trailer to post vehicle speeds and it was currently at 21st St North and
Tyler Road. Officer Tejeda further stated that car break-ins were on the rise, and warned
everyone that it is not safe to keep your car registration in your glove box or console. He gave
an example of a vehicle that had been broken into where the registration was taken and also the
garage door opener. This gave the thief access to a home and the registration would have the
vehicle owner’s address. Officer Tejeda concluded his report by stating that there are three (3)
separate groups robbing businesses (retail stores) and that it is likely they will be caught.
Community Police Officer Vicki Kern, Patrol South, was next and reported that Wind Ridge
Apartments, 2502 W Wildwood Ln., had hired Wichita Police Officers for part-time security at
their complex and that 911 calls coming from this complex had dropped considerably.
Councilman Blubaugh than asked for the Library report.
Branch Manager, Robyn Belt, stated that the total of 2017 visits to the Alford Branch Library
was slightly over 95,000, and that 193,243 items had been checked out from this branch during
2017. Alford’s Gate Count for January 2018 was 7,657, and the Circulation Count for January
2018 was 14,356 items. On Thursday, February 8, there would be a speaker from Consumer
Credit Counseling addressing “Credit Cards & Loans: Managing Your Money”. The public can
learn about the various types of credit cards and loans, including payday loans, and what
strategies you can use when you are having a “cash flow problem”. This program is free and
registration is required. Ms. Belt further reported that all library locations would be closed for
President’s Day on February 19th.
There was no one scheduled to speak on the Public Agenda, and no one responded when
Councilman Blubaugh asked if there was anyone who had not scheduled, but wanted to speak.
Councilman Blubaugh then asked for the first MAPD case, ZON2017-00057.
NEW BUSINESS
Kyle Kobe, Associate Planner with MAPD, presented this case, stating that the applicants
request CBD Central Business District (CBD) zoning on 0.15 platted acres located at the
southeast corner of South Seneca Street and West Douglas Avenue (1029 W Douglas). The
subject site is currently zoned LI Limited Industrial (LI), and is developed with two-story
masonry commercial building. The building on the site has zero lot-line setbacks on all sides,
and the east side of the building shares a common party wall with the structure to the east. The
requested CBD zoning would give the applicants maximum flexibility with code required
parking and building setback standards. The site is located within the Delano District, a

commercial district serving West Wichita with a variety of commercial, personal service and
entertainment uses since the 1870’s. The site is within the Delano Neighborhood Plan area, and
the Delano Overlay Neighborhood District (D-O). There was no one there that objected, and
several in the room verified that this was approved by the Delano Neighborhood Association. A
motion could not be made due to lack of quorum, but there was an overall approval from the
DAB members who were in attendance.
Next on the agenda was Deb Ary, Engineer with Water Systems Planning, Public Works
Department, who was presenting storm sewer improvements for Savannah Place Condominiums.
The Savannah Place Condominiums (8900 W. University) are located south of Maple and West
of Tyler. Their backyard drainage plan was designed to surface drain to an inlet on the east side
of the property. This is proving insufficient drainage during heavy rain events and one of the
condominiums experiences flooding through their back patio door. A petition signed by 66.67%
of the resident owners, representing 58.24% of the improvement district area, was submitted in
support of proposed drainage improvements. The petition is valid per Kansas Statute 12-6a01.
Ms. Ary stated that the projected cost will be $50,000. And it will be divided between twelve
(12) condo units, or $4,167 each unit, paid over a 15-year period. There were several condo
owners at the meeting and they testified that the storm water was quite damaging and they
wanted this to be passed. Councilman Blubaugh commented that he grew up in this area and it
flooded frequently at Maple & Tyler during the time that he lived in this area.
Although the DAB could not vote, ALL of the DAB members agreed that this should be granted
and the project start as soon as possible. This agenda item will be voted on by the City Council
on March 6th.
BOARD AGENDA
There was no Old Business to report, and Councilman Blubaugh concluded the meeting by
stating that the City Council Members will be attending a budget retreat this coming Friday,
February 9, to discuss ways to pay for fifty plus (50 +) new Wichita Police Officers.

planning staff recommends that the request be APPROVED.
