District IV Advisory Board Minutes June 4, 2018 www.wichita.gov The District IV Advisory Board meeting was held at 6:30 p.m. at the Alford Library at 3447 S. Meridian, Wichita, KS 67217. There were eight (8) District Advisory Board members in attendance. Member Don McManamey officiated. There were nine (9) City Staff, and two (2) members of the public present. He then asked everyone to stand for the Pledge of Allegiance. McManamey then proceeded with the agenda and asked for approval of the June 4, 2018 agenda. Motion made and seconded; agenda approved 8-0 The next item was approval for the May DAB meeting’s minutes. Motion made and seconded; minutes approved 8-0. STAFF REPORTS Fire Department Capt. Jim Heath reported there were three fires in District 4 during the month of May. Citywide the total fire loss year to date stands at $812,000. This year’s fire calls in District 4 stand at 22 fires and 453 medical calls. Capt. Heath also passed out a sheet that outlined the changes in the fireworks ordinance. No How many additional staff will be doing enforcement? A. Not sure at this point, should know more in a couple of weeks. Can you still use small fireworks that emit flaming balls like the tank and chicken fireworks? A. Yes, as long as they are under 6 feet. What phone number should citizens call to report illegal fireworks? A. That will be released when we get closer to the date. Police Department Officer Roddy Winder, 14 Beat, reported that the area of District 4 in the Patrol West Bureau did not have any major hot spots for crime. There have been continuing concerns related to auto thefts, larcenies to autos and burglaries, so Community Policing is going to be targeting areas where those crimes are occurring. He said they will pass out flyers in an attempt to raise awareness of residents to prevent them from leaving valuable items in their vehicles, etc., thereby reducing crime. A DAB member asked where the hotspots were last week. Officer Winder said the Central and Tyler area for auto thefts and auto larcenies and around Indian Hills for burglaries. A citizen asked what occurred at 31st and Gow a couple of weeks ago involving WPD and KHP. Police weren’t sure, but surmised someone had probably run from KHP and WPD was helping search for them. Officer Robert Kempf, 27 Beat, Patrol South, showed printouts of the data that residents can access on WPD’s Lexus-Nexus system. He explained if they Google Community Crime Map, they can look at crimes in any part of the city. A DAB member asked if it was possible to set it up to receive alerts and Kempf said yes. Lt. Joe Kennedy, Patrol South, introduced himself as the new Community Policing Lieutenant and passed out business cards. A DAB member asked who would be taking over the Teen program at the Y since Officer Chris Robinson retired. Lt. Kennedy said Officer Alex Recio will be taking over the 299 Beat. Library Robin Belt, Alford Branch Manager, reported there were 11,648 visits to Alford during the month of May and well over 15,000 items were checked out. She said 880 youth registered for the Summer Reading program through Alford and any youth participating in the “Yes” program will be forgiven any outstanding fines and allowed to check out materials from the library. She also reported the Advanced Learning Library is slated to open on June 16th and all the branch libraries will be closed on Sundays until Labor Day. NEW BUSINESS CON2018-00019 - Conditional Use request for an accessory apartment Kathy Morgan, Metropolitan Area Planning Department, presented a conditional use request for an accessory apartment on the property located at 426 S. Wetmore Drive. The applicant is requesting a Conditional Use to convert an existing 28-foot by 36-foot detached garage into an accessory apartment with a concrete patio on the east side. The site is currently developed with a single-family home and a detached garage. Planning staff recommended that the request be approved with the five conditions (1) The accessory apartment shall remain accessory to and under the same ownership as the principal single-family residence (located at 426 S. Wetmore Drive) and the ownership shall not be divided or sold as a condominium. (2) The water and sewer provided to the accessory apartment shall not be provided as separate services from the main dwelling. Electric, gas, telephone and cable television utility service may be provided as separate utility services. (3) The applicant shall obtain all applicable permits including, but not limited to: building, health and zoning. This will include turning in plans for review and approval by the MABCD for the conversion of the detached garage into an accessory apartment. (4) Development and maintenance of the site shall be in conformance with the approved site plan. (5) If the accessory apartment is not in place within 12 months after final approval, or if the Zoning Administrator finds that there is a violation of any of the conditions of the Conditional Use, the Zoning Administrator, in addition to enforcing the other remedies set forth in Article VIII of the Unified Zoning Code, may, with the concurrence of the Planning Director, declare that the Conditional Use is null and void. Hoheisel/Gomm made a motion to recommend that MAPC approve the request. Motion passed 8-0. BOARD AGENDA No items The June 4, 2018, DAB IV meeting adjourned at 7:10 pm. Page 1 of 2 DISTRICT IV ADVISORY BOARD AGENDA 06-04-2018 NEW BUSINESS CON2018-00019: The applicant is requesting a Conditional Use to convert an existing 28-foot by 36-foot detached garage into an accessory apartment with a concrete patio on the east side. The site is currently developed with a single-family home and a detached garage. The subject property is located in The Dell Addition that is zoned SF-5 Single-Family Residential on lots ranging in size from one-half acre to three and one-half acres. The applicant also provided documentation from the Federal Emergency Management Agency (FEMA) determination that the structures on the site are not located in the Special Flood Hazard Area (SFHA). Recommended Action: Based upon information available prior to the public hearings, planning staff recommends that the request be APPROVED based on listed conditions.
