District IV Advisory Board Minutes September 10, 2018 www.wichita.gov The District IV Advisory Board meeting was held at 6:30 p.m. at the Alford Library at 3447 S. Meridian, Wichita, KS 67217. There were seven (7) District Advisory Board members in attendance. Councilman Blubaugh officiated. There were four (4) City Staff, and over fourteen (14+) members of the public present. He then asked everyone to stand for the Pledge of Allegiance. Councilman Blubaugh then proceeded with the agenda and asked for approval of the September 10, 2018 agenda. Don McManamey made a motion to approve and Jason Platter gave a 2nd. Motion was approved 7/0. The next item was approval for the August DAB meeting’s minutes. Michael Gomm motioned to approve and Stephanie Hartman gave the 2nd. Motion was approved 7/0. STAFF REPORTS There was no representation from the Wichita Fire Department, so Councilman Blubaugh asked for the Police Reports. Page 1 of 5 District IV Advisory Board Minutes September 10, 2018 www.wichita.gov Community Police (CP) Officer Rob Kempf, Patrol South, will be taking over 28 beat in South Wichita after serving 27 beat for several years. He reported that in August there were 120 burglaries from motor vehicles, 50 auto thefts, 40 residential burglaries, 20 non-residential burglaries, 3 robberies at commercial places of business, 1 homicide, and 1 aggravated robbery of an individual. DAB Member Don McManamey asked if most auto thefts were recovered, and Officer Kempf replied that 60-70% are recovered, but that several pickup trucks were somehow being scrapped for the metal. CP Officer Richard West of Patrol West (13 beat) reminded everyone that Open Streets ICT will take place on Sunday, September 23. Councilman Blubaugh replied that he has been asked to be at the dunk tank that is on location by the Regional Chamber of Commerce. He will be joined by the Mayor and other public officials. Officer West further stated that Coffee with a Cop will be at the 21st & Maize Lamar’s Donuts on October 3rd from 7 am – 9 am, and at the 21st & Maize Starbucks on October 9th from 11 am – 1 pm. Officer West then commented that the traffic at Stanley Elementary School (1749 S Martinson – just west of Aley Park) is very dangerous due to parking being allowed on both sides of the street on both sides of the school. This is causing the streets to be reduced to single lanes with traffic traveling both directions, creating some minor road rage. They will be collecting data and working with Public Works Traffic Engineering on providing a solution. Officer West then reported that StealthStat machines were purchased by Chief Ramsay for the Wichita Police Department. These “machines” are boxes that hang on a pole that can record the speed of vehicles and collect data without the need for road tubes. The boxes can record the number of vehicles and time of day as well as vehicle speed time of day along with the number of vehicles speeding. This should allow Traffic Engineering and the Police Department to monitor areas without being detected. DAB Member Michael Gomm asked about any issues or accidents caused by the light at 111th Street and Kellogg being deactivated. Officer West had not noticed if anything was worse due to this. CSR Rebecca Fields commented that the Public Works Department would disclose any findings by December or January after their 6-month trial period. Councilman Blubaugh then asked for the Library report. David Kapaun, who is a former DAB Member in attendance, read the Library report provided by the Alford Branch Manager, Robyn Belt, due to Ms. Belt having to work the front counter at the library. Mr. Kapaun reported Alford’s Gate Count for August was 6,987 visits and Alford’s Circulation count for August was 11,672 items. Storytimes start back up this week. Alford has 2 regular story times: Preschool Storytimes for ages 3-6 on Mondays at 10:30am, and Nursery Rhyme Time on Tuesdays also at 10:30am for ages 2 and under. All sessions are free. If you are a fan of Kansas History, we have an upcoming program that you will enjoy. This year is the 130th anniversary of the Hay Meadow Massacre, a true, Old West gunfighter shootout story. Dr. Sara Jane Richter, Dean of Liberal Arts at Panhandle State University in Oklahoma will be at Alford on Saturday, September 22nd to present her research on this bloody event that escalated the war between the towns of Hugoton and Woodsdale to determine the county seat of Stevens County, Kansas in 1888. The Page 2 of 5 District IV Advisory Board Minutes September 10, 2018 www.wichita.gov presentation begins at 2pm on Saturday, September 22nd. The event is free and no registration is required. September is National Library Card Sign-Up Month. If you do not have your own library card (or it has been awhile since you’ve used it), please visit us inside at the Circulation Desk. It is free to sign up, all we need is a photo ID and proof of current address. PUBLIC AGENDA Councilman Blubaugh then asked the scheduled speaker, Dr. Barbara Coats, to speak about the audit on walkability in Wichita. Dr. Coats presented a new project called the Walkability Audit. Dr. Coats explained that this was an audit for any resident of Wichita to conduct regarding the area in which they live. The audit asks about nearby destinations within 3 blocks of where you live/walk, condition of the sidewalk, safety of the sidewalk, if there are crosswalks, safety features of the intersection, and any negative surroundings. There is also a place for any notes or comments. The audit can be completed on a paper form, or you can go to the website using this link: http://bikewalkwichita.org/walkability/ Dr. Coats stated that she is a retired family physician who stresses the importance of physical activity that helps everyone stay physically and economically healthy. Kathy Morgan of MAPD asked how long will this audit be effective, and Dr. Coats replied that it is on-going. Rebecca Fields CSR asked Dr. Coats if they had posted this on the Nextdoor App, stating that it would be fun to make the audit a friendly competition among neighborhoods to see who could complete the audit of their neighborhood first. Dr. Coats replied that they had not done this, and Rebecca stated that she would ask her supervisor, Janet Johnson, to post this to all the neighborhoods on the Wichita Nextdoor website/app. Dr. Coats left cards regarding “Walk A Block” that had the audit instructions along with a QR code that you can scan with your phone in order to access the audit questions. One (1) person responded when Councilman Blubaugh asked if there was anyone who had NOT scheduled, but wanted to speak. Regina Anderson stood up and stated her name and address. She said that she had spoken to Rebecca Fields on the phone about the tall volunteer trees that had sprouted up behind her privacy fence on the north side of her property and that they were still there damaging her fence. She said that it had been several weeks since she had reported this and was wanting to know what was taking so long. Rebecca replied that she would look into this the next day and would let Ms. Anderson know. Ms. Anderson then said she would give Rebecca her contact information and email in order to get hold of her. Page 3 of 5 District IV Advisory Board Minutes September 10, 2018 www.wichita.gov NEW BUSINESS Next on the agenda Kathy Morgan, Senior Planner with MAPD, presented CON2018-00032. The applicant, Teresa Born, is requesting a Conditional Use to build a 24-foot by 24-foot structure in the back half of the lot for an accessory apartment. The site is currently developed with a single-family home. The surrounding properties are zoned SF-5 Single-Family Residential to the north, west, east and south developed with single-family detached dwellings. Kathy explained the site plan that was presented to the DAB members, and being that there were no questions from the DAB or from any attendees there, DAB Member Michael Gomm made a motion to approve, and Nick Hoheisel gave a 2nd motion to approve. The motion was approved 7/0. Kathy Morgan then presented ZON2018-00032. The applicants, Douglas LLC, request CBD Central Business District (CBD) zoning on 0.6 platted acres located on the south side of West Douglas Avenue between South McLean Blvd and South Sycamore Street. The subject site is currently zoned LC Limited Commercial (LC), and is developed as a single story multi-tenant storefront. The building on the site has zero lot-line setbacks on all sides. The requested CBD zoning would provide maximum flexibility with code required parking and building setback standards. Ms. Morgan then explained the reason for this by referring to the color site map that was available to the DAB members. Rebecca held one up for everyone in attendance to see as Kathy explained that there was no street parking at this site on Douglas, but that there was plenty of parking behind the building that abuts with the Lawrence-Dumont Stadium parking lot. Kathy further stated that this is part of the Delano Plan that was being updated and will soon be available. Rebecca asked if Matt Williams, MAPD, was still the contact for the Delano Plan and Kathy replied yes. There was no question asked from the public, and there were no questions from the DAB. Matt Lashley made a motion to approve, and Nick Hoheisel gave a 2nd motion. The DAB approved the motion 7/0. The last item under New Business was ZON2018-00033 and CUP2018-00032 where the applicant, D & P Land LLC, is requesting a City zone change from LC Limited Commercial to GC General Commercial and amendment to CUP DP-258. The proposed use is for construction sales and service and construction vehicle sales and service with outdoor storage permitted only as an accessory use. The property was purchased by Larry Cook who was in attendance with his agent, Levi Bond. The majority in attendance were there to hear this matter. After Ms. Morgan carefully explained the layout of the property, including the Big Slough South, a large drainage ditch that runs along the north side of the property, DAB Member Michael Gomm asked how the property would be accessed. Mr. Levi Bond, Agent for the Applicant, stated that there would be a large/wide bridge that would connect the property to Calvert Street crossing the Big Slough South. Mr. Les Moser, a nearby resident of this site, asked Councilman Blubaugh how the other City Council Members make a decision about these proposals. Councilman Blubaugh replied that the Page 4 of 5 District IV Advisory Board Minutes September 10, 2018 www.wichita.gov other Council Members will follow his lead on this since it is in his District. Kathy Morgan, MAPD, then explained her color-coded handout of the sites and the petition that was signed by the property owners in the area. Kathy pointed out that the protest petition was invalid due to many of the properties having only one signature when both owners should have signed the petition. Mr. Moser said it wasn’t clear on the instructions to do this. Mr. Moser also argued that due to the few personal properties that fell into the boundary of the petition protest, that this shows approximately 60% of homeowners within that boundary disapproving as opposed to the 20% that Ms. Morgan claims. Mr. Moser also called Cleveland School and spoke to the Assistant of Operations. The Assistant of Operations at the school said that he could not weigh in on this, but he would pass the information on to the BOE (Board of Education). Mr. Moser then received a call from the Legal Department of the BOE stating that they (the BOE) were neutral on this matter as they did not feel it would affect the safety of the school in any way. Kerri Vaughn, a nearby resident living on W Calvert Ct., states that she and her husband support the building of the proposed construction office. Les Moser is concerned about the bridge that will be built over the ditch (Big Slough South) because he has seen the ditch full and is worried about a bridge impeding the flow of water during a large rain. Ms. Morgan replied that once the building plan has been presented to MABCD (Metropolitan Area Building & Construction Department) that Storm Water will have to sign off on the bridge to make sure that it meets all requirements. Mr. Moser further expressed his concerns with any construction vehicles using residential streets and warned that the drivers need to stay on Calvert Street and was worried that wait times of drivers trying to gain access on to West Street would start a practice of using alternative routes through the neighborhood. DAB Member Nick Hoheisel then stated that he is a member of the Southwest Village Neighborhood Association and that they heard the plan and support the plan. It was at this time that DAB Member Matt Lashley made a motion to approve this matter and Nick Hoheisel gave a 2nd. The motion was approved 7/0. BOARD AGENDA Councilman Blubaugh then moved to the Board agenda and mentioned that Nick Hoheisel would be stepping down as a DAB Member due to Nick running for State Representative and it was fairly clear in the primaries that Nick would win this spot. Councilman Blubaugh and several of the DAB Members wished Nick the best, and Councilman Blubaugh mentioned that he would be re-appointing David Kapaun to the DAB at the next City Council Meeting. At 7:22 pm Matt Lashley made a motion to adjourn the September 10, 2018 DAB IV meeting, and Stephanie Hartman gave a 2nd motion. The motion passed 7/0. Page 5 of 5
