District IV Advisory Board Minutes October 07, 2019 www.wichita.gov The District IV Advisory Board meeting was held at 6:30 p.m. at the Alford Library at 3447 S. Meridian, Wichita, KS 67217. There were six (6) District Advisory Board members in attendance. DAB Member Michael Gomm officiated. There were six (6) City Staff and thirteen (13) members of the public present. Sam Williams - WFD ORDER OF BUSINESS At 6:30 p.m. DAB Member Michael Gomm opened and called the meeting to order. He then asked everyone to stand for the Pledge of Allegiance. Mr. Gomm proceeded with the agenda and asked approval for the October 7, 2019 agenda. DAB Member Don McManamey made a motion to approve and DAB Member Stephanie Hartman gave a 2nd. Motion was approved 6/0. The next item was approval for the September 9, 2019 DAB meeting’s minutes. DAB Member Dalton Glasscock motioned to approve and DAB Member David Kapaun gave the 2nd. Motion was approved 6/0. Page 1 of 5 District IV Advisory Board Minutes October 07, 2019 www.wichita.gov STAFF REPORTS DAB Member Michael Gomm asked for the Wichita Fire reports. Captain Sam Williams reported that they responded to 15 fire alarms, 80 service alarms, and 461 medical alarms for a total of 556 incidents. There was significant loss to a business at 3777 S Meridian where a worker lit a cigarette near a gas spill, and at 407 N Young there was a fire in a garage that caused over $30 K in damage. This is being investigated. At South High school there were two separate trash fires set inside the school during classes, and there was a fire set to a trash container at Truesdell Middle School. Captain Williams stated that this is currently Fire Prevention Week and they have been visiting senior living places, and are scheduled to be at the Sedgwick County Zoo this week to go over fire safety with area 5th graders. He then told about the new brush fire truck that is currently at Station 17 (Maple & Ridge) and that all the stations will be getting these trucks. They are able to be on rough terrain and they sit up higher. Cpt. Williams then reminded those with wood burning fireplaces to have their chimneys cleaned as this is a major cause of a house fire. DAB Member Don McManamey asked if the Fire Department would install a smoke detector for a disabled person, as well as change the battery. Cpt. Williams replied, yes, that they do this frequently. Seeing that there were no further questions, Mr. Gomm asked for reports from the Wichita Police Department. Officer Rob Kempf, Community Police Officer from Patrol South, went to the podium and reported that all crimes were down in numbers with the exception of auto thefts and aggravated assaults, many of which were DV (Domestic Violence) related. It is unknown why aggravated assaults have been escalating. Officer Kempf reminded everyone that as the temperatures get cooler to not pre-warm your vehicle unless you have an automatic remote to start your vehicle which keeps the doors locked. Next was Officer Roddy Winder, Community Police Officer from Patrol West. Officer Winder reported on the number of auto thefts, and stated that half of the stolen vehicles on his beat (14) had left keys in the vehicles. It’s not against City ordinance, but it is against State Statute to leave the vehicle running with keys in the ignition while unoccupied. Officer Winder then stated that the person responsible for the armed robberies that were occurring at Dollar General and Dollar Tree stores had been apprehended over the weekend. He is currently in custody. The library report was next, and Library Manager, Robyn Belt, gave the report for the Alford Branch Library. Alford’s Circulation count for September was 10,527 items. Alford’s gate count for August was 6,597. The NEA Big Read: Wichita kicked off last month, and programming events continue through the month of October. This year’s title is Lab Girl by Hope Jahren, in which the author shares her struggle with bipolar disorder and how it affected her life and work. Comcare will be here at the Alford Branch on Tuesday, October 22nd for a presentation on Living Successfully with Bipolar and Other Mental Illness about the challenges of mental illness and how family and friends can support those Page 2 of 5 District IV Advisory Board Minutes October 07, 2019 www.wichita.gov who face these issues. The program will begin at 6:30. Other programs related to this year’s Big Read can be found at www.bigreadwichita.org. On Saturday, October 19, Alford will host a special storytime for children ages 3-10 and their caregivers (parents, grandparents, childcare providers, etc). Educators from the Wichita Area Sexual Assault Center will present Personal Safety Awareness for Children, a program that will explain the difference between safe and unsafe touch and what it means to be the boss of their body. The event begins at 10:30am, and will also be repeated the following Monday, Oct. 21, at the Rockwell Branch. All Wichita Public Library locations will be closed next Monday, October 14th for a staff training day. Chair Michael Gomm asked if anyone had any questions for Ms. Belt, and a guest stood and wanted to talk about the path with tiles that led up to the library door from the parking lot. He thinks that the path is too narrow and would like to see an actual sidewalk or concrete put in around the tiles to make the path more stable. Ms. Belt made note of this request and will talk it over with the volunteer that is currently helping with the landscaping.. PUBLIC AGENDA Chris Parisho, current president of the Delano Neighborhood Association stood and let everyone know about the upcoming Delano events. Barks & Boos will be held on Friday, October 25, at Aero Plains Brewery. This is an opportunity for those who have pets, mostly dogs, who want to take their pets out in costumes for Halloween. Delano Safe Treats that would be from 5 pm – 7 pm on Saturday, October 26, from McLean Blvd. to Vine. There will be a Trunk or Treat at the west end of the route at Fusion Restaurant, there will be a food truck rally near the railroad crossing on Douglas, already 50 businesses have signed up to participate. Delano anticipates that there will be double the involvement then what there was last year. Mr. Gomm then recognized Commissioner Michael O’Donnell who took the podium at this time. Commissioner O’Donnell thinks that the politics are very good now between the County and City governments, and he is looking forward to LaShonda Garnes presentation about the County’s Strategic Plan and hopes that the community will understand more about the duties and mission of the various Sedgwick County departments. Commissioner O’Donnell then mentioned that he is leaving a petition for those interested in signing regarding the parole hearings for the man who kidnapped and murdered a 9-year old child, Nancy Shoemaker, in 1990. Commissioner O’Donnell states that this man should never be released and that by signing the petition you agree with this statement. Commissioner O’Donnell left the petition at the sign-in table and asked that DAB Member Dalton Glasscock pick up the petition at the end of the meeting. Page 3 of 5 District IV Advisory Board Minutes October 07, 2019 www.wichita.gov NEW BUSINESS Sedgwick County Strategic Plan: (Note: Ms. LaShonda Garnes had brought handouts for the DAB Members which were handed out prior to the start of the meeting) Ms. Garnes quickly stated the mission, vision, and values of Sedgwick County government and explained that the county organization had been broken into seven segments: Administrative Services, Finance, Public Services, Human Resources, IT, Public Works, and Public Safety. She then stated the goals and objectives for these various parts of the county government. LaShonda did a thorough job and there were no comments or questions from the board or from the guests. Riverfront Legacy Master Plan: Evan Rosell with Greater Wichita Partnership, gave this presentation and had a prepared PowerPoint of the Riverfront Legacy Master Plan process. Click on this link to know more about this process and future engagements: http://www.riverfrontlegacywichita.org/about-1 Upon completion of the presentation, Chair Michael Gomm, asked the board members if they had any questions or comments. There were none, so the public was asked if they had any questions or comments. Mr. Vincent Hancock then came to the podium. Mr. Hancock stated that he knows that this is early in the process but he believes that this process has accountability and transparency issues. ‘They received $200,000 of our tax money ($100 K from the City and $100 K from the County) yet they won’t play by the Kansas open meetings rules or the open records rules.’ Mr. Hancock thinks that the post-it notes that the public writes at the public meetings are simply thrown away, as ‘the sticky note report remains to be hidden’. He believes that the Century II Committee has already made up their mind to demolish Century II and there is no sharing of information online. Mr. Hancock asked if they are keeping open minds, or are their minds already made up. Mr. Rosell replied that the coalition meets once a month, the final Monday of each month at 4 pm and they are open to the public. The meetings are posted on their website (riverfrontlegacywichita.org) and you can see everybody that’s involved. The sticky notes are certainly not thrown away. These are going into a report of community input and ‘each piece of input is important to us’. A new performing arts building is needed and that this is based on statistics and feedback that were obtained earlier this year. He invited Vincent to attend any of their meetings, and if anyone else wanted to attend their meetings they are more than welcome to come. Mr. Rosell left cards for anyone who wanted one that lists meeting dates as well as other information. ZON2019-00034: Mr. Scott Knebel from the Metropolitan Area Planning Department (MAPD) was on hand to present the one Planning case on the agenda. Mr. Knebel explained that the applicant requests OW Office Warehouse zoning on a 0.52 platted acre located one-half mile north of the intersection of West 31st Street South and South Meridian Avenue on the west side of South Meridian (2799 S. Meridian Avenue). The subject site is currently zoned LC Limited Commercial, and has a vacant building on the property. Construction sales and service is permitted in the LC zoning district. However, Supplementary Use Regulation Sec III-D.6.bb requires that construction sales and service shall be mainly a retail business. The applicant wants to change the zoning to allow construction sales and service on the site for a company that provides plumbing, electrical, and HVAC service. Upon completion of the presentation, Chair Michael Gomm asked if the board members had any questions. Being that there were no questions, Mr. Gomm asked if the guests (public) had any questions. As there were none, DAB Member David Kapaun motioned to approve the request, and DAB Member Dalton Glasscock gave a 2nd motion. The motion passed 6/0.
