The District 4 Advisory Board meeting was held online at 6:30 p.m. via Zoom. Council
Member Jeff Blubaugh, seven (07) DAB members, ten (10) City staff, and seventeen (17)
guests were in attendance.

Unfortunately, there was a glitch with the link on the agenda and a new Zoom meeting was
quickly set up. The meeting did not record nor was it able to connect to Facebook “live”.
DAB Member (Chairman) Michael Gomm opened and called the meeting to order at 6:38
p.m. Mr. Gomm proceeded with the agenda and asked approval for the December 7, 2020
agenda. DAB Member Laura Rainwater made a motion to approve and DAB Member
June Johnson gave a 2nd. Motion was approved 7/0. The next item was approval for the
November 2, 2020 DAB meeting minutes. DAB Member Laura Rainwater motioned to
approve and DAB Member Jonathan McRoy gave a 2nd. Motion was approved 7/0.

Staff Reports
DAB Member Michael Gomm quickly moved forward to Chief Snow’s special presentation
regarding the pilot program at Station 17. There was a 16-page PowerPoint presentation
and comments from the Sedgwick County EMS Director, Paul Misasi. Wichita Fire Station
17 has been operational for the past 28 years and this program was approved by the
Sedgwick County Fire Department with WFD and Sedgwick County Fire cross-training to
ensure quality and efficient service.

Following the presentation, Chairman Gomm allowed questions from those in attendance.
DAB Member June Johnson and guest Tristan Block (former firefighter) both had
questions and comments. Mr. Block requested that the missing squad unit be replaced to
its original station, and that the data doesn’t seem to support an area that is overwhelmed
with medical calls, and an area that is the largest geographical District in Wichita. Mr.
Block still has questions about the integrity of the report and has strong reservations using
“predictive” dispatching analytics instead of using ‘probable” scenarios. Councilman
Blubaugh concluded this portion of the meeting by stating he will continue to follow this
program and monitor response times, etc.
Chairman Gomm then asked for staff reports from the Police Department. Community
Police Officer Roddy Winder, Patrol West, spoke about the rise of catalytic converters
being taken from vehicles. There are no serial numbers on these converters which makes
it impossible to trace, and several companies are advertising that they will pay cash for
these converters. The Police Department is currently working on new procedures and
regulations regarding converters.
Community Police Officer Alex Recio, Patrol South, was next to speak. In District 4 there
were a total of 14 residential burglaries, 22 commercial burglaries, 34 auto thefts, and 116
larcenies from autos. CP south officers have started up a small DARE (Drug Abuse
Resistance Education) presentation. Within the month of November at least 4 elementary
schools within patrol south had been given the presentation. Officers have been getting
positive feedback from school staff. Depending on the size of the class the presentations
are done virtually or in person with safety precautions taken in regards to COVID
guidelines.

Package thefts from residents are on the rise again. South CP is planning on conducting
special assignments to address this crime trend. Officers have identified several persons
of interest who will be monitored during these assignments.
In addition, 55 stolen cars were recovered mostly due to the new license plate readers that
have been placed throughout the city. More of these readers will soon be installed.
There were no questions for Officers Winder and Recio, so Chairman Gomm moved on to
the Library Report. Robyn Belt, Alford Branch Library Manager, was in attendance and
read the following report:
Alford attendance for November- 1,906 visits
Checkout statistics for November were 3,089 items
All Wichita Public Library locations are operating with curbside and drive up window service
only. This decision was made by Library staff due to the rising numbers of COVID-19 cases
in Wichita. Customers are able to borrow materials from the Library by placing holds through
the online catalog or by calling your branch location. Hold and transfer fees will be waived
at this time. When materials are ready for pick up, customers will be notified. Public
computing will not be available. Copy, print and fax service will be available at all locations
through curbside and drive up window service. The Library’s digital collection is available
24/7 on OverDrive and Flipster. More information available at www.wichitalibrary.org/covid-
19.
1. The Library and its many community partners have rescheduled the NEA Big Read:
Wichita for January 9-February 21, 2021. It will be a virtual program and will feature
great programming based around this year’s book, “Circe” by Madeline Miller. The
virtual kickoff celebration will be broadcast on KPTS Channel 8 on Saturday,
January 9, 2021 at 2:30 p.m. It will also be available to stream live on www.kpts.org.
The kickoff will get viewers in the spirit of this year’s Big Read and will also have
information on how you can get a free copy of this year’s book. Learn more about
the Big Read at www.bigreadwichita.org.
2. Registration for the winter session of virtual programs at the Library is available
online at www.wichitalibrary.org/events. All programs will be held on Zoom.
Customers will receive an email with Zoom login information the day before and the
day of the event.
3. All Library locations will be closing early at 3pm on Thursday, December 24th
(Christmas Eve) remain closed through December 25th. Regular operations resume
on Saturday, December 26th. We will also close early at 5pm on Thursday,
December 31st, and will be closed on New Year’s Day. We reopen on Saturday,
January 2nd, at 10am.

New Business
Matt Williams, Associate Planner with the Metropolitan Area Planning Department (MAPD),
presented all of the Planning cases. First on the agenda was ZON2020-00037.
The applicants request CBD Central Business District zoning on 0.17 platted acres located
at the northwest corner of South Sycamore Street and West Texas Avenue, 604 W Texas.
The subject site is currently zoned GC General Commercial, and is developed with a one-
story metal sided building. The building appears to be vacant at this time. The applicant
states that the purpose of this request is to allow for “future use requirements.” The
requested CBD zoning would give the applicants maximum flexibility with code required
parking and building setback standards to develop the site. The site is within the Delano
Neighborhood Plan area, and the Delano Overlay Zoning District (D-O).
DAB Member June Johnson motioned to approve, and DAB Member Laura Rainwater
made a 2nd motion to approve. The motion passed 7/0.
Next on the agenda was ZON2020-00041. The applicant/owner is requesting the rezoning
of approximately 37 acres of property located at the northeast corner of West Kellogg/U.S
54 Highway and West 167 Street South. The property is currently undeveloped. The
applicant has submitted SUB2020-00030 Abilene Place Addition Plat, which includes the
subject property for this rezoning case. The property is zoned as SF-5 Single-Family
Residential and LC Limited Commercial. Property north of the subject site is zoned SF-5
and is developed as USD 265 elementary, middle and high schools along with athletic
fields and maintenance buildings. Property to the south is zoned LC Limited Commercial
and is currently undeveloped. Property east of the subject site is zoned SF-20 Single-
Family Residential; located in the unincorporated area of Sedgwick County; and is
developed with single-family residences. The Goddard city limits are west of the subject
site.
DAB Members considered this to be an amicable area in which to build duplexes, and DAB
Member Grant Delmar motioned to approve. DAB Member Jonathan McRoy motioned a
2nd approval. Motion passed 7/0.

The next item was ZON2020-00042. The applicant/owner is requesting the rezoning of
approximately five (5) acres (subject to platting) from SF-5 Single Family Residential (SF-
5) to TF-3 Two Family Residential (TF-3). The subject property is currently undeveloped
and is located 850 feet west of South Seneca Street on the north side of West 47 th Street
South (1316 West 47th Street South).
Properties north, south, east and west of the subject site are zoned SF-5 and are
developed with single family dwellings. Limited Commercial LC zoned properties are
located on all four corners of the intersection of South Seneca Street and West 47th Street
South and are developed with a mix of single family residential, convenience stores, fast
food restaurant and office. This property has been undeveloped since 1974, and there are
4 residences that abut the property on the northwest portion of the site.
Guest Mary Gartland, 4722 S Fern, was online for the meeting and asked if there could be
a privacy screen between these residences and the new development. There was no one
in attendance representing the applicant, Nick Mills. DAB Member Grant Delmar asked
Ms. Gartland if she would be requesting this (a privacy screen) if it was a single-family
home. She replied no, bus she also stated that she had contested this case at the MAPC
meeting on November 19. Ms. Gartland further stated that due to the current pandemic,
she did not feel safe in walking the neighborhood to obtain signatures on a petition, but
she does speak with the neighbors over the phone.
Staff Rebecca Fields was asked to contact Kaw Valley Engineering (agent Levi Bond) to
find out the intentions of the plans and whether a fence would be built by the applicant.
This case will come before the City Council on December 22nd.
DAB Member Rebecca Robertson made a motion to approve, and Member Grant Delmar
gave a 2nd motion. The motion passed 7/0.
The next item was case ZON2020-00043/CUP2020-00041.
The applicant has submitted two requests as outlined below:
1. The applicant’s request to rezone approximately 3.95 acres at 185 East 47 th Street
South from LC Limited Commercial to LI Limited Industrial. The subject property is
Parcel 9 of the larger Broadway 47 Plaza Commercial Community Unit Plan (CUP
DP-28), mostly located east of the subject property.
2. The applicant is also requesting to amend the Broadway 47 Plaza Commercial
Community Unit Plan (CUP DP-28) to permit additional uses, as allowed in the LI
zoning district, on Parcel 9.
The applicant and agent indicated at the time of application the intention to allow for the
highest and best use on the currently vacant ground.
The proposed CUP Amendment to Parcel 9 modifies the parcel’s permitted uses,
describes as “Proposed Uses” in the CUP language. Currently, the language of the CUP
states:

Parcel 9 Proposed Use: Shopping Center, Financial Institution, Office, Personal
Services, Restaurant, and Retail Sales.
The proposed change would amend the language of the CUP to state (amendment
underlined):
Parcel 9 Proposed Use: Shopping Center, Financial Institution, Office, Personal
Services, Restaurant, and Retail Sales and other uses as permitted by the zoning
district.
This amended language would increase the types of permitted uses in Parcel 9 to be
consistent with the requested zone change to LI Limited Industrial. If approved, a large
number of additional uses ranging from commercial to industrial would be permitted on
Parcel 9.
The majority of Broadway 47 Plaza Commercial Community Unit Plan (CUP DP-28) is
zoned LC Limited Commercial except a relatively small portion of Parcel 1 which is zoned
GC General Commercial.
DAB Member June Johnson said she knew this area due to the bottling company that was
in the near vicinity. It is believed that this particular site might have been the target area for
a Home Depot at one time, but not now.
There were no further comments from the DAB and there was no one in attendance that
asked to speak.
DAB Member Laura Rainwater motioned to approve the request and DAB Member
Jonathan McRoy made a 2nd motion. Motion was passed 7/0.
Matt Williams then moved on to the next case, ZON2020-00045. The applicant/owner is
requesting the rezoning of two lots in Block A, in the West Maple Gardens Addition
(approximately 0.76 acre) from SF-5 Single Family Residential (SF-5) to MF-18 Multi-Family
Residential (MF-18). The subject property is currently undeveloped and is located
approximately 750 feet west of the Mitch Mitchell Floodway on the west side of Brummett
Street, south of West Maple Street.
Properties north, west and south of the subject site are zoned SF-5 and are developed
with single-family residences. Property to the east of the subject site is zoned SF-5 and is
undeveloped. Property located at the northeast corner of S. Brummett Street and W.
University Street is zoned LC Limited Commercial. One-and-one-half blocks south of the
subject site is GC General Commercial, which is developed with big box retail that fronts
US Highway 54.
Mr. Russ Ewy with Baughman Company was on hand to answer any questions. DAB
Member Grant Delmar asked what type of units were being planned for these lots, and Mr.
Ewy replied 4-plexes.
Staff Rebecca Fields mentioned that several years ago nearby residents had protested the

Starkey Group Homes that were built at the NW corner of Taft & Julia, and now they are a
pride of the neighborhood. All DAB Members seemed to be familiar with this area.
DAB Member Rebecca Robertson motioned to approve the request, and Member Laura
Rainwater gave a 2nd motion to approve. Motion passed 7/0.

Chairman Gomm opened up the meeting for any comments or news from the Board
Members. No one from the board had any discussion, so Chairman Gomm asked for
Councilman Jeff Blubaugh to give any comments he had.
CM Blubaugh, noting the time, said he would be brief and stated that he considered real
estate to be good investments and that District 4 had several areas that were ripe for
development. There is currently a housing shortage and having new duplexes and 4-
plexes built were ideal to help the situation.
