District V Advisory Board Meeting Minutes March 05, 2012 www.wichita.gov The District V Advisory Board Meeting was held at 6:30 p.m. at Fire Station #21, 2110 N. 135th West In attendance were eight (8) District Advisory Board members, five (5) staff and six (6) citizens with zero (0) signing in. Members Present Staff Present Council Member Jeff Longwell Officer Perkins, WPD Dana Brown WFD Joey Ellzey Jim Armour, Public Works and Utilities Jay Flinn Derrick Slocum, Planning Bryan Frye Megan Buckmaster, Neighborhood Services Dalton Glasscock Mike Greene Matt Hamm Members Absent Guests Mike Bell Mike Hill Pat Ream Paul Truitt Kelly Watkins Order of Business Call to Order The meeting was called to order at 6:33 p.m. Motion was made to approve the minutes from the February 06, 2012 meeting. Motion passed 6-0. Motion was made to approve the agenda for the March 05, 2012 meeting. Motion passed 6-0. Public Agenda 1. Scheduled items None scheduled Action: Receive and file. 2. Off Agenda items none Action: Receive and file. Staff Presentations 3. WPD/Community Police Report Officer D. Perkins, WPD, reported on beats 16, 18, 19, and 199 and District V Neighborhoods.  16 Beat- no specific report  18 Beat- no specific report  19 Beat- no specific report  199 Beat- no specific report  OTHER: special assignment on 29th street corridor-  In 2011 Patrol West had 556 auto thefts; 100 more than any other bureau burglaries.  Crime trend: Cadillac Convertors- 45 since January. Action: Receive and file. 4. Wichita Fire Department Report WFD, reported on District V statistics and other WFD information. February fire reports: 3 fires in District V: 20 city wide Action: Receive and file. New Business 5. ZON2012-00003 Request to amend Protective-0verlay #36 for commercial development. Current zoning is LC Limited st Commercial (“LC”) located North side of 21 Street North approximately 1,100 feet west of Maize Road The members were provided the MAPC staff report for review prior to the meeting. Derrick Slocum, Planner, presented the case background and reviewed the staff recommendation. There were no questions/ comments from the public or DAB members. A motion was made to approve the request. Action: Motion passed 6-0 Board Agenda Board Updates and Issues CM Longwell: Discussed CIP Projects for District V : Flyover Bridge, Tyler Rd- 21st to 29th, 13th and Ridge intersection, 21st and Maize rd intersection, the straightening of Central between 119th and 135th, 135th – 13th to 21st including the intersection of 21st, 135th- Kellogg to Maple. Greene asked about the lighting at 29th and 119th. Longwell responded that it was not in the current CIP. Hamm asked if there was a signal planned for 135th and Maple. Armour responded not until improvements are made on 135th from Maple to Central. ORDER OF BUSINESS Welcome from Councilmember Jeff Longwell Call to Order Approval of Minutes for February 06, 2012 Approval of Agenda for March 05, 2012 Public Agenda The public agenda allows members of the public to present issues not on the agenda to the Board. Each presentation is limited to five minutes unless extended by the Board. 1. Scheduled items No scheduled items Recommended Action: Receive and file. 2. Off Agenda items Any individual present that did not request to speak on the public agenda prior to the meeting may speak at this time. Recommended Action: Provide comments/ take appropriate action Staff Reports 3. Community Police Report Community Police Officers for beat areas in District V will report on specific concerns. Recommended Action: Receive and file 4. Fire Department Report Fire Department Staff for fire stations in District V will report on specific concerns. Recommended Action: Receive and file New Business 5. ZON2012-00003 Derrick Slocum, Planning, will present ZON2012-00003; a request to amend Protective-0verlay #36 for commercial development. Current zoning is LC Limited Commercial (“LC”). Location: North side of 21st Street North approximately 1,100 feet west of Maize Road Recommendation: Based on factors listed in the staff report and information available prior to the public hearing, Staff recommends the application be APPROVED subject to the protective overlay provisions listed in the staff report.
