District V Advisory Board Meeting Minutes May 07, 2012 www.wichita.gov The District V Advisory Board Meeting was held at 6:30 p.m. at Fire Station #21, 2110 N. 135th West In attendance were eleven (11) District Advisory Board members, three (3) staff and one (2) citizens with zero (0) signing in. Motion passed 9-0. Motion was made to approve the agenda for the May 07, 2012 meeting. Motion passed 9-0. Public Agenda 1. Scheduled items No scheduled items Action: Receive and file. 2. Off Agenda items Lou Sheets, 1249 Firefly, asked about the 135th project; timeline, etc. CM Longwell responded there is a lot of stormwater work to be done. The road will be 3lane with a center turn lane and completed by the end of the year. Marie Melvo, 7019 Briarwood, shared concerns about Semi- Trucks parking in her neighborhood. Noted safety concerns for children and blocked driveways. This has been going on for two years. Mike Hill recommended she meet with the Community Police officer to report her concerns. Action: Receive and file. Staff Presentations 3. WPD/Community Police Report Officer D. Williams WPD, reported on beats 16, 18, 19, and 199 and District V Neighborhoods.  16 Beat- no specific report  18 Beat- no specific report  19 Beat- traffic complaints of speeding at 21st and Maize  199 Beat- no specific report  OTHER: continued air conditioning status  SPECIAL ASSIGNMENTS: left turn issues at construction areas: 13th and Ridge and 21st and Ridge. Action: Receive and file. 4. Wichita Fire Department Report Batt. Chief Rich Harris, WFD, reported on District V statistics and other WFD information. April fire reports: 10 fires reportsin District V: 4 actual fires- 3 accidental, 1 incendiary 355 medical service calls 98 service alarms 13 County assists OTHER: watch for heat exhaustion and air conditioner malfunctions. Action: Receive and file. New Business 5. Preliminary Budget Overview: 2013 – 2014 City Manager, Robert Layton presented a preliminary overview of the 2013-2014 Proposed budget. Highlights: 1.2 million shortfall in 2012 2013 and 2014 will challenging due to property valuation declining, having to move $ back into the CIP The cost of natural gas is leveling off causing a reduction of franchise fees. By the end of 2012, OCI will be completely merged with the County. Mike Green asked about the funding for the arts and the amount given to other organizations. Layton responded that 2/3 or the organizations funded are group 1: city owned/ operated. CM Longwell asked about the projected shortfall in 2013, does that include the pension payouts. Layton responded that it does. Several years ago the City Council adopted an ordinance to fully fund the pension fund. Wichita is the top 2 or 3 out of 15 cities funded. Joey Ellzey asked about the wages to expenses %; 70%. Is this comparable to other cities. Layton responded that it is very comparable. Mike Green asked if raising the mill levy was an option. Layton responded that as it has been for the last 17 years, raising the mill levy is not in the discussion. Green also asked about number of employees. Layton responded there are 150 full time employees paid through the general fund. Dana Brown asked how CDBG funds were affected. Layton responded that those budgets too Have dropped about 15% over past three years. Action: Receive and file. Board Agenda Board Updates and Issues CM Longwell: 21st and Maize construction meeting being held every 3 weeks. Project is ahead of schedule. Tyler road will be re- surfaced after 21st and Maize construction completed. 13th and Ridge construction also ahead of schedule.
