District V Advisory Board Meeting Minutes June 04, 2012 www.wichita.gov The District V Advisory Board Meeting was held at 6:30 p.m. at Fire Station #21, 2110 N. 135th West In attendance were seven (7) District Advisory Board members, five (5) staff and ten (10) citizens with five (5) signing in. Parkdale Pat Ream Paul Truitt Order of Business Call to Order The meeting was called to order at 6:30 p.m. Motion was made to approve the minutes from the May 07, 2012 meeting. Motion passed 6-0. Motion was made to approve the agenda for the June 04, 2012 meeting. Motion passed 6-0. Public Agenda 1. Scheduled items No scheduled items Action: Receive and file. 2. Off Agenda items Becky Stalkup, 1804 N. Parkdale, shared her concerns for speeding and heavy traffic in her neighborhood. Bob Burrell, The Thickets, shared several concerns: 1) Why did Air Tran increase fares? 2) There are plastic drain tubes in front of sewer openings at 119th and Kellogg and 3) Is the contractor on time with the construction at 13th and Ridge. Action: Receive and file. Staff Presentations 3. WPD/Community Police Report Officer L. Kimrey, WPD, reported on beats 16, 18, 19, and 199 and District V Neighborhoods.  16 Beat- no specific report  18 Beat- Suspects caught in robbery spree in W. McCormick area  19 Beat- traffic complaints of speeding at 21st and Maize and through the area neighborhoods. Using traffic counters and speed counters average speeds were recorded at less than 30 mph.  199 Beat- Suspects arrested n air conditioning thefts in 700 block of W. Murray. Joey Ellzey asked what the highest speeds recorded was for the Parkdale neighborhood area. Kimrey responded there were very few more than 40 mph speeds recorded. There were more that were less than 9 mph. Sig Khan, 1803 N. Parkdale, shared his thoughts on high speed traffic times on Parkdale; 7:30- 9:30 am/ 11:30-1:00 pm/ and 2:30-5:30 pm. He mentioned that for two years this same concern was “tabled” because of budget constraints. He requested the City look into adding stop signs or other speed deterrents in the neighborhood. Action: Receive and file. 4. Wichita Fire Department Report Batt. Chief Andy Cole, WFD, reported on District V statistics and other WFD information. May fire reports: 1 fire in District V, 22 City-wide- 7 were arson. ____medical service calls- did not have numbers ____service alarms- did not have numbers ____ County assists- did not have numbers OTHER: many fires at this time of year are due to discarding cigarettes in mulch or flower beds and dumping ashes from the charcoal grill when they are still hot. Bryan Frye asked if the Chief had other District V statistics such as medical service calls, service alarms, etc. Chief Cole responded he did not have those numbers with him. Action: Receive and file. New Business 5. CON2012-00021 Conditional Use request to allow A “Nightclub in the City”. Current zoning is “LC” Limited Commercial. Proposed use is for live music for dancing and karaoke located north and east of 21st street North and Tyler Road. The members were provided the MAPC staff report for review prior to the meeting. Bill Longnecker, Planner, presented the case background and reviewed the staff recommendation. One DAB member asked if current parking would sufficient. Longnecker responded current parking would meet the need if no expansion of the space took place. If expansion took place then the owner and building inspection staff would have to re-look at the building square footage and additional parking requirements. Frye asked if the current business/ owner had any violations of the required liquor to food sales ratio requirement. Longnecker did not know of any. A motion was made to approve the request. Action: Motion passed 5-1. Move forward to City Council for vote. ORDER OF BUSINESS Welcome from Councilmember Jeff Longwell Call to Order Approval of Minutes for May 07, 2012 Approval of Agenda for June 04, 2012 Public Agenda The public agenda allows members of the public to present issues not on the agenda to the Board. Each presentation is limited to five minutes unless extended by the Board. 1. Scheduled items No scheduled items Recommended Action: Receive and file. 2. Off Agenda items Any individual present that did not request to speak on the public agenda prior to the meeting may speak at this time. Recommended Action: Provide comments/ take appropriate action Staff Reports 3. Community Police Report Community Police Officers for beat areas in District V will report on specific concerns. Recommended Action: Receive and file 4. Fire Department Report Fire Department Staff for fire stations in District V will report on specific concerns. Recommended Action: Receive and file New Business 5. CON2012-00021 Bill Longnecker, Planning, will present a Conditional Use request to allow A “Nightclub in the City”. Current zoning is “LC” Limited Commercial. Proposed use is for live music for dancing and karaoke. Location: Generally located north and east of 21st street North and Tyler Road. Recommendation: Planning staff recommends that the request be APPROVED with conditions as listed in the staff report. Board Agenda 6.
