District V Minutes 1 October 01, 2012 District V Advisory Board Meeting Minutes www.wichita.gov October 01, 2012 Wichita Fire Station #21 6:30 p.m. 2110 N. 135th St. W. The District V Advisory Board Meeting was held at 6:30 p.m. at Fire Station #21, 2110 N. 135th West In attendance were five (5) District Advisory Board members, four (4) staff and six (6) citizens with five (5)who signed in. Tee Lane Troy Palmer Kelly Watkins Order of Business Welcome from Councilmember Jeff Longwell The meeting was called to order at 6:32 p.m. Approval of Minutes for September 10, 2012 Motion was made to approve the minutes Motion passed 4-0. Approval of Agenda for October 01, 2012 Motion was made to approve the agenda. Motion passed 4-0. Public Agenda 1. Scheduled items: No scheduled items 2. Off Agenda items: No off agenda items presented Action: Receive and file. Staff Presentations 3. WPD/Community Police Report Officer B. Haught, WPD, reported on beats 16, 17, 19, and 199 and District V Neighborhoods. District V Minutes 2 October 01, 2012 16 Beat- 69% larcenies. Residential burglaries are down from August 13% to 2%. Special assignment on west Kellogg, Dugan shopping area. 17 Beat- 80 Part 1 crimes compared to 117 in August. 18 Beat- 74% larcenies 19 Beat- 82% larcenies 199 Beat- no stats given Celebrating Safe Communities events on 10/2. District V has 12 parties planned. These numbers are lower than years past as this date is new to the community and may need a couple of years to get back to the larger numbers of events. Mike Greene asked for a police beat map to reference at the next meeting. Action: Receive and file. 4. Wichita Fire Department Report WFD reported on District V statistics and other WFD information. September fire reports: -Citywide- 14 fires. District V- 1 fire Medical service calls- not reported Service alarms- not reported Overall alarms- not reported OTHER: 135 participants from all over the country attended HOT training; 15 new fire recruits graduated; daylight savings time change in November- check working condition of your fire/ smoke alarms. Action: Receive and file. New Business 5. City of Wichita Bicycle Master Plan The District V Advisory Board (DAB) considered a presentation made by Scott Wadle, Senior Planner with MAPD on the Wichita Bicycle Master Plan. Joey Ellzey asked about the projected cost for a shared use path of $520,000. He referenced the cost difference of the multi use path being constructed on 135th. Wadle responded the difference in cost is associated to a planned street improvement with a path addition vs. construction of only a shared use path. Mike Greene asked about the safety of a shared use path. Is it considered the safest? Wadle responded that it depends. Overall a shared use path offers the greatest separation from vehicles. There are other paths, bike lanes, in different situations such as a street with multiple driveways that are safer. Greene also asked about the education component of the plan. Wadle responded that there are three key components: 1. Get a good routine and good behavior established; 2. Instructor Certification Programs and; 3. Enforcement. Paul Truitt asked about the Rails to Trails program (West Wichita) and where it fits into the plan? Wadle responded that the committee chose to focus on the momentum of downtown and prioritized routes leading in and out first. Ellzey commented that it seems that this route would have been fairly low cost to add to the priority list. District V Minutes 3 October 01, 2012 Jane Byrnes, 9500 Delano, commended the DAB member‟s f or bringing up the rails to Trails route and its importance to West Side Wichitan‟s. She added that adding this route to the priority list would provide more opportunity for recreation and non- vehicle transportation alternatives. Lyn Koster, 9827 W. Tee Lane, suggested the use of signage as used in Boulder, Co that was user friendly. Lee Engler, 1557 N. Shefferd, asked about the difference in signage for bicycle boulevards vs. other types of paths. Wadle responded that bicycle boulevard signage is stamped into the concrete on the street itself vs. street or way finding signage. Engler also asked if the current design is geared more towards commuting than previous plans. Wadle responded that this plan addresses area of town to area of town whereas the older plans addresses getting from park to park- more of a recreation approach. Jerry Jones, 2038 N. Gow, member of the Steering Committee, commented on how incredible he felt the Network map was especially with the limited resources the team had to work with. The committee focused the map on connectivity. It was community input that drove the Steering Committee on the maps and priorities. Lee Engler, 1557 N. Shefferd, asked about bicycle boulevards and traditional bike lanes; cost and which serves more. Wadle responded that bicycle boulevards when compared to other types of paths are relatively cheap and they attract more people; families, moms, therefore they serve more people. Joey Ellzey asked if the proposed mountain bike trail at Kellogg and Maize is part of this plan. Wadle responded it is not. Action: The District V Advisory Board members made a motion to recommend to City Council Approval (4-0) with the request to re- consider the Rails to Trails route in west Wichita as a priority. 6. Neighborhood Clean-up Program Changes The District V Advisory Board (DAB) considered a presentation made by Megan Buckmaster, Neighborhood Services, on proposed changes to the Neighborhood Clean-up Program. Joey Ellzey agreed with the comment that Wichita independent neighborhoods made from their meeting: Change the income guidelines so that the neighborhoods would pay only 25% of cost and require those in the “High” median income category to pay 100% for their clean-up. He liked the thought of a stair step approach. Paul Truitt agreed. Action: Receive and file. Board Agenda 6. Updates, Issues, and Reports Councilmember Longwell: reported on a Ribbon Cutting Ceremony for the opening of the Maize and 21st St. intersection; Thursday, October 18 at 10:30 a.m. DAB Members: Mike Hill asked about the start of construction for the 13th Street Flyover Bridge and possible traffic impact. Longwell responded that the next „construction” project related is the re-alignment of the Sedgwick Co. park on 13th to match up with the entrance of Spinnaker Cove neighborhood. This will begin early next year. Actual bridge construction will start next year as well with minimal traffic impact. Recommendation: Recommend endorsement of the Plan by the Wichita City Council. 6. Neighborhood Clean Up Program Megan Buckmaster, Neighborhood Services, will present on the revised Neighborhood Services Program. Recommendation: Provide feedback. Board Agenda 7.
