District V Advisory Board

The District V Advisory Board Meeting was held at 6:30 p.m. at Fire Station #21, 2110 N. 135th West. In
attendance were seven District Advisory Board members, five staff and one citizen.

Order of Business
Welcome from Council Member Longwell. He introduced new DAB member Jill Kershen. Council Member
Longwell also reminded everyone that the boundaries of District V changed slightly as of Jan. 1; the boundary
moved from Kellogg up to Maple Street, therefore Emerald Bay is no longer in District V. He said the City Law
Department determined that any DAB member who is displaced as a result of redistricting can continue to serve
on the Board until the end of the Council Member’s term. Paul Truitt is the only DAB member affected and
Council Member Longwell said the choice on whether to continue to serve will be left to Paul.
Council Member Longwell also encouraged the members to attend the DAB forum regarding the new Central
Library on Jan. 23rd.
Mike Hill called the meeting to order at 6:30 p.m.
Approval of Minutes for Dec. 3, 2012 Motion was made to approve the minutes
Motion passed 7-0.
Approval of Agenda for Jan. 7, 2013 Motion was made to approve the agenda.

Staff Presentations
3. WPD/Community Police Report
Officer Brad Haught, WPD, reported that in 2012 District V had no homicides, and auto thefts and robberies
were down.
Joey Ellzey asked about a crime trend of car breakins at the YMCA; Haught said WPD had an open
complaint on auto larcenies at the YMCAs and has worked closely with staff there to address the problems.
He said he wasn’t aware of any recent activity, but would check with the CP Officer for that beat.

4. Wichita Fire Department Report
Firefighter Curt Mohr, WFD, reported the following statistics for Nov. 2012:

Year end citywide data from Fire Investigation Unit:
4 fire deaths in 2012 compared to 8 in 2011. One of which was a double fatality
Careless smoking was the cause in each of the fatal fires this year.
232 fire scenes investigated this year down from 281 in 2011
69 fires investigated were determined to be arson compared to 75 in 2011
23 arson related arrests compared to 28 in 2011 (Arson arrest rate is 33.3% compared to 2011 arson arrest rate of
37.3%)
The 232 fires investigated by FIU resulted in $11 million in loss compared to $17.5 million in 2011

New Business
5. Sedgwick County Comprehensive Plan and WSU Community Survey
Dave Barber, Metropolitan Area Planning Department, reported over the next three years, Wichita-
Sedgwick County will be developing a new joint comprehensive plan that will guide public investment in our

community’s public infrastructure and facilities (libraries, police stations, streets, parks, water supply, sanitary
and storm sewer, etc.) out to the year 2035. This new comprehensive plan initiative is called the
CommunityInvestmentsPlan … a Framework for the Future. The state requires the city and county to have a
comprehensive plan to guide spending on public infrastructure and facilities, and to authorize land
development approvals.
There is a long legacy of comprehensive planning in this community dating back to the 1920’s. Wichita and
Sedgwick County have had a joint comprehensive plan since the 1960’s. The current Wichita-Sedgwick
County Comprehensive Plan was last developed in the early 1990’s. In the new reality of fiscal constraint,
economic uncertainty and diminishing fiscal resources, a new comprehensive plan is needed for our
community. The new plan will be focused on ‘how much’ and ‘where best’ to invest our public funds; getting
the best bang for our public dollars spent; and defining future expectations for our public infrastructure assets.
A 23 member Plan Steering Committee was appointed to guide the development of the new comprehensive
plan for consideration by the Wichita-Sedgwick County Metropolitan Area Planning Commission. The
Committee is comprised of seven members of the Wichita-Sedgwick County Metropolitan Area Planning
Commission, two members of the Wichita City Council, two members of the Sedgwick County Board of
Commissioners, two members from the Sedgwick County Association of Cities, and 10 community-at-large
members. Community engagement and DAB involvement will be critical throughout the plan development
process.
Barber said Wichita State will conduct a random survey of 25,000 registered voters in Wichita and Sedgwick
County. The survey addresses various City programs and city/county public assets with a focus on water,
sewer, transportation, community and economic development. He said the survey will provide valuable
feedback on identifying future public spending priorities; citizens’ willingness to pay; defining future
expectations for public infrastructure/facilities; and developing a new comprehensive plan.
Barber encouraged all citizens to visit the website at www.communityinvestmentsplan.org and to provide
feedback either through that website or the City of Wichita Facebook page.
Mike Hill asked if you don’t receive a survey if you can go online and take the survey; Barber said no because
parameters are in place to keep the survey statistically relevant.
Bryan Frye has seen the survey and said it is pretty labor intensive and could take 15 or 20 minutes to
complete.
Tobi Castelli asked if the survey explains how issues impact citizens; Barber said no, and that’s why they are
encouraging everyone to visit the website and become more educated on the subject.
Barber said the MAPD is breaking new ground with this approach. No other community in the nation is
doing their plan this way.
