The District V Advisory Board Meeting was held at 6:30 p.m. at Fire Station #21, 2110 N. 135th West. In
attendance were eight (8) District Advisory Board members, four (4) staff and four (4) citizens with none (0)
signing in.

Welcome from Councilmember Longwell
The meeting was called to order at 6:32 p.m.
Approval of Minutes for March 4, 2013 Motion was made to approve the minutes
Motion passed 7-0.
Motion to add agenda item: Drought response for April 01, 2013 Motion was made to approve the addition
to the agenda.
Motion passed 7-0.
Public Agenda
1. Scheduled items: No scheduled items
2. Off Agenda items:
A guest shared his concerns about the start of the 13th street flyover bridge; the placement of construction
vehicles, construction materials and damage to property. He claimed he was told before the project started that
any damage would be paid for by the City to the property owner. Mike Hill responded with contact information
for Gary Janzen, City Engineer. CM Longwell suggested the resident gather the paperwork that stated any
promise or agreement for damage coverage and meet with Mr. Janzen.

Lou Sheets asked about the status of improvements to 13th street at Firefly (the entrance to Hickory Creek
Neighborhood). CM Longwell responded that improvements to this street/area are not in the current CIP. There
is a current design for 13th from 119th to 135th to prepare for possible federal funding in the future. Longwell
added that the CIP is a living document and will be reviewed again this spring. Mr. Sheets asked about the
possibility of signage where the road narrows in the same area and possible improvements to the actual entrance
of Hickory creek. CM Longwell referred him to Brian Koon and Paul Gunzleman, Public Works.

Staff Presentations
3. WPD/Community Police Report
Officer W. Perkins, WPD, reported on beats 16, 17, 18, 19, and 199 and District V Neighborhoods.

18 Beat- no report
19 Beat- Burglary trend west of Ridge, north of 13th. The highest volume is Thursday- Saturday.
199 Beat- no report
There continues to be issues with auto larcenies especially in shopping areas.
There were a few instances of mail theft. Suspects have been identified.
Joey Ellzey asked about a recent report he made on an early morning car break in. He was told that WPD could
not make a report unless the owner of the vehicle reported. Perkins responded that WPD does need the owner to
report the crime due to knowing what contents are missing, what actual damage was done, etc.
Action: Receive and file.
4. Wichita Fire Department Report
Ken Ast, WFD reported on District V (Stations 16, 17 and 21) statistics and other WFD information.
February fire reports: 13 fires with 54 units responding
Medical service calls- 208 alarms
Service alarms- 71 alarms
In 2012 there were 274 alarms with 458 units responding.
OTHER: Fire hydrant inspections and building inspections, esp. apartment buildings
Action: Receive and file.
New Business
5. Drought Planning Initiative
The District V Advisory Board (DAB) considered a presentation made by Joe Pajor, Deputy Director,
Department of Public Works and Utilities.
Mike Greene asked about the effect of the drought on the ASR project. Pajor responded that the project has no
water to run on because of drought conditions.

Mike Hill commented that this information needs to get out to the entire community.
Ellzey asked what has changed in Cheney Reservoir from 1995 to 2008. Weren’t 2007 and 2008 the wettest
years in history? Pajor responded that Cheney has a problem holding water. When the water is above flood
control elevation the Army Core of Engineers has the authority to take it out. Cheney has also lost 8% of its
volume due to sediment/ dirt.
Ellzey asked about budgets. Why when revenue was higher in the past few years we still heard that budgets were
not being met. Pajor responded that the department has made conservative efforts to ensure that in wet weather
events, we do not have a severe revenue loss. The increase of revenue will help decrease water rates in the future
or fund projects that have been un-fundable in the past.
Action: The District V Advisory Board members made a motion to receive and file Approval (7-0).

5. Water Drought Response
Ben Nelson, Wichita Water Department will present information on the projected
drought of drinking water should drought conditions persist and usage and supplies do
not change. The City’s drought response aims to involve the public in developing
solutions to extend the water supply through the end of the drought.
