District V Minutes 1 May 06, 2013 District V Advisory Board Meeting Minutes www.wichita.gov May 06, 2013 Wichita Fire Station #21 6:30 p.m. 2110 N. 135th St. W. The District V Advisory Board Meeting was held at 6:30 p.m. at Fire Station #21, 2110 N. 135th West. In attendance were eight (8) District Advisory Board members, four (4) staff and four (4) citizens with none (0) signing in. Members Present Staff Present Councilmember Jeff Longwell Officer B. Pape 9602 W Jamesburg Matt Hamm Troy Palmer Jill Kerschen Paul Truitt Order of Business Welcome from Councilmember Longwell The meeting was called to order at 6:30 p.m. Approval of Minutes for April 01, 2013 Motion was made to approve the minutes Motion passed 6-0. Approval of Agenda for May 06, 2013 Motion was made to approve the agenda. Motion passed 6-0. Public Agenda 1. Scheduled items: No scheduled items 2. Off Agenda items: No items heard District V Minutes 2 May 06, 2013 Staff Presentations 3. WPD/Community Police Report Officer B. Haught, WPD, reported on beats 16, 18, 19, and 199 and District V Neighborhoods.  16 Beat- 34 Part 1 crimes- 73% larcenies  18 Beat- 41 Part 1 crimes- 81% larcenies  19 Beat- 53 Part 1 crimes- 87% larcenies  199 Beat- 66% larcenies  Regarding suspicious characters- WPD asks citizens to call 911 to report, not wait several days later to report.  Outstanding warrants are decreasing- 17 pages at beginning of year, currently only 5 pages.  WPD West Bureau Facebook Fan Page pilot project Joey Ellzey asked about a recent report he made on an early morning car break in. He was told that WPD could not make a report unless the owner of the vehicle reported. Perkins responded that WPD does need the owner to report the crime due to knowing what contents are missing, what actual damage was done, etc. Action: Receive and file. 4. Wichita Fire Department Report Captain Mike Wells, WFD reported on District V (Stations 16, 17 and 21) statistics and other WFD information. April fire reports: 5 fires; W. Tee Lane, N. Amarado, N. Boyd, W. Dorsey, N. Parkdale Medical service calls- no report Service alarms- no report OTHER: May 11th- collecting for MDA. Staff are looking internally for water reduction ideas. Ellzey asked about the construction on 135th- how will it impact fire response routes. Wells responded fire has looked at alternate routes found 151st as an alternate route. Another possibility is to call the station at Maple and Maize to respond. Action: Receive and file. New Business 5. CON2013-00008 The District V Advisory Board (DAB) considered a presentation made by Neil Strahl, MAPD on a request for a City Conditional Use for a columbarium on property zoned SF-5 Single- Family Residential located approximately ¼ mile north of Central Avenue on the east side of Maize road. Concerns noted from the District Advisory Board included;  whether more like structures could be built because of this CUP;  whether the structure was portable or would be built on footings/ locked down and;  the cost for long-term care of the structure especially if the current owner, Hope Mennonite Church, disbands. Planning staff responded to all concerns. There were no concerns from the audience. District V Minutes 3 May 06, 2013 Action: The District Advisory Board made a motion to take staff’s recommendation to approve the request but to add language to the CUP to reflect that the structure be maintained by whomever the current property owner is and not revert back to the City. The motion was approved 6-0 Board Agenda 6. Updates, Issues, and Reports Councilmember Longwell:  On the City Council meeting Agenda (5/7), Council will hear a request to make improvements to Maize road to prepare for the final New Market addition just south of 29th and Maize Road. This will push back the $ available in the CIP for a new West Police Bureau.  City Council will hear a presentation on the new Downtown Library concept with funding recommendations. CM Longwell will ask that the same presentation go before the DAB groups before asking Council to vote. DAB Members: Greene asked for clarification on whom and what is paid for when improving streets for new commercial development. CM Longwell responded that the developer/ tenants do pay for some improvements including turn lanes and de-cell lanes. Ellzey asked whether the City has looked at other comparable cities for their Downtown library concepts or library programs/ building plans in general for best practices. CM Longwell was not sure such comparisons or studies had been done. Frye reminded the group about the Annual Bob Martz Memorial Golf Tournament to be help on Friday, June 21st at Auburn hills Golf Course. General Comments/ Announcements: Next Meeting: The next meeting for District Advisory Board V will be held at 6:30 p.m., Monday, June 3, 2013 at Fire Station, #21, located at 135th St W. and 21st St. N. ORDER OF BUSINESS Welcome from Councilmember Jeff Longwell Call to Order Approval of Minutes for April 01, 2013 Approval of Agenda for May 06, 2013 Public Agenda The public agenda allows members of the public to present issues not on the agenda to the Board. Each presentation is limited to five minutes unless extended by the Board. 1. Scheduled items No scheduled items Recommended Action: Receive and file. 2. Off Agenda items Any individual present that did not request to speak on the public agenda prior to the meeting may speak at this time. Recommended Action: Provide comments/ take appropriate action Staff Reports 3. Community Police Report Community Police Officers for beat areas in District V will report on specific concerns. Recommended Action: Receive and file 4. Fire Department Report Fire Department Staff for fire stations in District V will report on specific concerns. Recommended Action: Receive and file New Business 5. CON2013-00008 Neil Strahl, Planning, will present on request for a City Conditional Use for a columbarium on property zoned SF-5 Single- Family Residential. Location: approximately ¼ mile north of Central Avenue on the east side of Maize road. Recommendation: Based upon the information available at the time the staff report was prepared staff recommends APPROVAL subject to the conditions as listed in the staff report. Board Agenda 6.
