District V Minutes 1 May 06, 2013 District V Advisory Board Meeting Minutes www.wichita.gov June 03, 2013 Wichita Fire Station #21 6:30 p.m. 2110 N. 135th St. W. The District V Advisory Board Meeting was held at 6:30 p.m. at Fire Station #21, 2110 N. 135th West. In attendance were eight (4) District Advisory Board members, three (3) staff and three (3) citizens with none (0) signing in. Members Present Staff Present Councilmember Jeff Longwell Officer C. Davidson, WPD Joey Ellzey Mark Manning, Budget Officer Mike Hill Megan Buckmaster, Neighborhood Services Kelly Watkins Members Absent Guests Mike Bell Claire Cervantes Bryan Frye Mike Greene Matt Hamm Jill Kerschen Phyllis Kuckleman Troy Palmer Paul Truitt Order of Business Welcome from Councilmember Longwell The meeting was called to order at 6:32 p.m. Approval of Minutes for May 06, 2013 Motion was made to approve the minutes Motion passed 3-0. Approval of Agenda for June 03, 2013 Motion was made to approve the agenda. Motion passed 3-0. Public Agenda 1. Scheduled items: No scheduled items 2. Off Agenda items: No items heard District V Minutes 2 May 06, 2013 Staff Presentations 3. WPD/Community Police Report Officer C. Davidson, WPD, reported on beats 16, 18, 19, and 199 and District V Neighborhoods.  16 Beat- no specific report  18 Beat- no specific report  19 Beat- decrease in burglaries  199 Beat- decrease in burglaries  Traffic concerns on Central between 119th and 135th during the construction. Vehicles are cutting through the neighborhoods in the area to avoid construction. WPD will monitor through the construction. Mike Hill thanked everyone involved in getting the graffiti removed from the bridge near Central and Maize. Action: Receive and file. 4. Wichita Fire Department Report No report New Business 5. 2014-2015 Preliminary Budget/ Budget process The District V Advisory Board (DAB) considered a presentation made by Mark Manning, Budget Officer on the 2014-2015 Proposed Budget and Budget process CM Longwell asked staff to pinpoint a few areas in the budget that DAB members can have input on such as cost of operating city pools. These items might include the discussion of city operations vs. privatizing these operations. Joey Ellzey asked that if there was going to be any further presentation asking for DAB input, staff get the information to DAB members well in advance to give members time to prepare. Action: Receive and file. Board Agenda 6. Updates, Issues, and Reports Councilmember Longwell:  On the City Council meeting Agenda (6/11), Council will hear a presentation on the new Downtown Library concept with funding recommendations. This presentation will come to DAB groups in July.  Council will hear a presentation with recommendations to change the Neighborhood City Hall concept. DAB Members: Ellzey asked the Councilman to consider declining the recommendation to implement a rebate program for water efficient toilets, shower heads, etc. District V Minutes 3 May 06, 2013 General Comments/ Announcements: Next Meeting: The next meeting for District Advisory Board V will be held at 6:30 p.m., Monday, July 01, 2013 at Fire Station, #21, located at 135th St W. and 21st St. N. Recommended Action: Receive and file New Business 5. 2014 Budget Overview A member of the Finance department will present on the 2014-2015 budget issues, the calendar, financial projections and next steps.
