District V Minutes 1 August 05, 2013 District V Advisory Board Meeting Minutes www.wichita.gov August 05, 2013 Wichita Fire Station #21 6:30 p.m. 2110 N. 135th St. W. The District V Advisory Board Meeting was held at 6:30 p.m. at Fire Station #21, 2110 N. 135th West. In attendance were ten (10) District Advisory Board members, five (5) staff and two (2) citizens with one (1) signing in. Members Present Staff Present Councilmember Jeff Longwell Officer D. Brock, WPD Joey Ellzey Karen Sublett, City Clerk Mike Greene Jess McNeely, MAPD Mike Hill Megan Buckmaster, Neighborhood Services Jill Kerchen Phyllis Kuckleman Troy Palmer Paul Truitt Kelly Watkins Members Absent Guests Lauren Appenfeller Doug Ballard 9200 Shade Bryan Frye Matt Hamm Order of Business Welcome from Councilmember Longwell The meeting was called to order at 6:30 p.m. Member of the District Advisory Board took the Oath of Office conducted by Karen Sublett, City Clerk Approval of Minutes for July 01, 2013 Motion was made to approve the minutes Motion passed 9-0. Approval of Agenda for August 05, 2013 Motion was made to approve the agenda. Motion passed 9-0. Public Agenda 1. Scheduled items: No scheduled items 2. Off Agenda items: District V Minutes 2 August 05, 2013 Doug Ballard, 9200 Shade, representing Occupy Wichita. Asked DAB members consider recommending a Citizen Review Board be created to oversee WPD matters. Kelly Watkins commented she believed the City has a Citizen Review Board in place. Ballard and CM Longwell confirmed. Joey Ellzey asked if anyone from the Occupy Wichita group had spoken to the Citizen Review Board or asked to be a part of it. Ballard mentioned members of his group attend the meetings. Longwell added the positions on the board are appointed. Ellzey added that he believed all WPD shootings are investigated by the Kansas Bureau of Investigations (KBI). Ballard confirmed. Staff Presentations 3. WPD/Community Police Report Officer C. Davidson, WPD, reported on beats 16, 18, 19, and 199 and District V Neighborhoods.  16 Beat- 16 residential burglaries with four arrests.  18 Beat- paint ball shooting from vehicles.  19 Beat- speeding complaints 13000 block of w 13th. Larcenies make up 71% of crimes in the West Bureau service area. Of that, 85% occur on the 19 Beat. SCAT- receiving low level drug/ narcotics complaints.  199 Beat- Swanson Park larcenies in vehicles. Tall grass and weeds complaints along 119th and 13th.  Uniform testing- Soft uniform for neighborhood clean-ups and special events. Class A uniform for special events and funerals. Action: Receive and file. 4. Wichita Fire Department Report WFD reported on Fire Department incidents in District V and City wide.  July 2013- One fire, cause undetermined, in District V  July 2013-19 fires City- wide; 12 accidental, 4 incendiary, 2 undetermined, 1 under investigation. Action: Receive and file. New Business 5. CON2013-00016 The District V Advisory Board (DAB) considered a presentation made Jess McNeely, Planner, MAPD, on a request for a City Conditional Use for a Day Care, General in SF-5 Single- family Residential zoning on th property zoned SF-5 Single- Family Residential located north of 18 Street North and east of Tyler (1860 N. Tyler). Joey Ellzey asked for clarification that this is currently a church just asking to add a daycare during the week. McNeely responded yes. This is not part of the Sunday “nursery” service. District V Minutes 3 August 05, 2013 Action: The recommendation was approved 9-0 Board Agenda 6. Updates, Issues, and Reports Councilmember Longwell:  Issues coming to City Council on 8-6- Developer to be selected for the West Bank area and a Community Improvement District (CID) request at K-96 and Greenwich to fund the completion of the interchange. DAB Members:  Troy Palmer is headed to Africa on a Missions trip for 10 days General Comments/ Announcements: Next Meeting: The next meeting for District Advisory Board V will be held at 6:30 p.m., Monday, September 09, 2013 at Fire Station, #21, located at 135th St W. and 21st St. N. Recommended Action: Provide comments/ take appropriate action Staff Reports 3. Community Police Report Community Police Officers for beat areas in District V will report on specific concerns. Recommended Action: Receive and file 4. Fire Department Report Fire Department Staff for fire stations in District V will report on specific concerns. Recommended Action: Receive and file New Business 5. CON2013-00016 Jess McNeely, Planning, will present on request for a City Conditional Use for a Day Care, General in SF-5 Single- family Residential zoning on property zoned SF-5 Single- Family Residential. Location: North of 18th Street North and east of Tyler (1860 N. Tyler). Recommendation: Based upon the information available at the time the staff report was prepared staff recommends APPROVAL subject to the conditions as listed in the staff report. Board Agenda 6.
