District V Minutes 1 November 04, 2013 District V Advisory Board Meeting Minutes www.wichita.gov November 04, 2013 Wichita Fire Station #21 6:30 p.m. 2110 N. 135th St. W. The District V Advisory Board Meeting was held at 6:30 p.m. at Fire Station #21, 2110 N. 135th West. In attendance were seven (7) District Advisory Board members, four (4) staff and seven (7) citizens with six (6) signing in. Members Present Staff Present Councilmember Jeff Longwell Officer C. Approval of Agenda for November 04, 2013 Motion was made to approve the agenda. Motion passed 7-0. Public Agenda 1. Scheduled items: No scheduled items 2. Off Agenda items: District V Minutes 2 November 04, 2013 Staff Presentations 3. WPD/Community Police Report Officer C. Davidson, WPD, reported on beats 16, 18, 19, and 199 and District V Neighborhoods.  16 Beat- no specific report  18 Beat- no specific report  19 Beat- no specific report  199 Beat- no specific report  Recent crime trends include financial crimes, identity theft involving bank and credit cards.  Upcoming holiday shopping reminder- do not leave valuables in sight in vehicle- place in trunk or take with. Action: Receive and file. 4. Wichita Fire Department Report J. Barrientos, WFD reported on Fire Department incidents in District V and City wide.  October 2013- 16 fires city wide, 2 in District V. th  Vacant house on 29 and Ridge used as a training location. Action: Receive and file. New Business 5. Consolidated Plan Priority Needs District V Advisory Board (DAB) considered a presentation made by Megan Buckmaster, Neighborhood Services Supervisor on the Consolidated Plan Priority Needs. There were no questions or comments from the DAB or public. Action: The District V Advisory Board members made a motion to receive and file. Approval (7-0). 6. Nomination of Grants Review Committee Representative – District V District V Advisory Board (DAB) considered a request made by Megan Buckmaster, Neighborhood Services Supervisor to appoint a district V representative to the Grants Review Committee. There were no questions or comments from the DAB or public. Buckmaster requested that any interested DAB member that wanted to volunteer or nominate a volunteer to make contact with her by November 15, 2013. 7. Improvements to Tyler Rd, 29th to 37th. District V Advisory Board (DAB) considered a presentation made by Gary Janzen, City Engineer, on proposed improvements to Tyler road from 29th to 37th Street. District V Minutes 3 November 04, 2013 Kelly Watkins asked about the timeline for the project. Janzen responded construction should start in early 2015 and will take seven to eight months. Bryan Frye asked what the width of the sidewalks would be and what the cue was for the left turn lane into the Maize schools. Janzen responded the sidewalks would be the standard 6 foot sidewalks. The cue would be about 20 car lengths. Traffic counts will help determine the amount. Adding a traffic signal at this location will help the wait time. Mike Greene asked about accommodations being considered for the Fox Ridge neighborhood residents. Is there a possibility to put a temporary light in to help exit and entrance movements? Janzen responded staff met with Maize school officials and a signal is planned for the street into the schools just north of the Fox Ridge entrance on Tyler. This will help alleviate wait times for residents entering and exiting Fox Ridge. Green also asked if the proposed design accommodates for future growth- to make the road 4 or 5 lanes. Janzen responded, yes the design prepares for growth. Scott Bender, President Fox Ridge HOA, spoke in support of the project. He would like to meet with other HOA groups in the area about the project. One concern for the neighborhood is what the impact will be for entry and exit movements at the Tyler entrance during construction. The only other entry point into the neighborhood is off of Maize Rd. He requested staff look to open the Tyler exit to South bound traffic. Janzen responded that staff will certainly consider building a southbound temporary lane (two lanes, north and south, between Fox Ridge and 29th. It will still be north bound only from Fox ridge to 37th) to help the neighborhood/traffic concerns. Hendrick Smidderks, Pastor of Northwest Free Methodist Church, asked if the current sidewalk would remain. He asked what the width would be of new sidewalks and if the recent improvements to their landscaping and sprinkler system would be impacted. Janzen responded the sidewalks would be 6 foot wide and the landscaping/ sprinkler system should not be impacted. Action: The District V Advisory Board members made a motion to approve the project design and include a southbound lane on Tyler if restrictions allow. Approval (7-0). Board Agenda 6. Updates, Issues, and Reports CM Longwell:  On the 11/5 City Council agenda- K96 and Greenwich development, consultant findings from CII study.  Will appoint new DAB V member- JV Johnston DAB Members: General Comments/ Announcements: Next Meeting: The next meeting for District Advisory Board V will be held at 6:30 p.m., Monday, January 06, 2014 at Fire Station, #21, located at 135th St W. and 21st St. N. Officer Involved Administrative and Criminal Investigations Captain John Speer and Captain Brent Allred, WPD, will present information on administrative and criminal investigations on employees when there is an alleged crime or policy violation. Recommended Action: Review and discuss Staff Reports 4. Community Police Report Community Police Officers for beat areas in District V will report on specific concerns. Recommended Action: Receive and file 5. Fire Department Report Fire Department Staff for fire stations in District V will report on specific concerns. Recommended Action: Receive and file New Business (continued) 6. Consolidated Plan Priority Needs Megan Buckmaster, Neighborhood Services, will present on the Consolidated Plan Priority Needs. Recommended Action: Review and comment on community priority needs. 7. Nomination of Grants Review Committee Representative – District V Megan Buckmaster, Neighborhood Services, will present on a request for a District II nomination to the Grants Review Committee. Recommended Action: Nominate a District V representative to the Grants Review Committee 8. Improvements to Tyler Road, 29th to 37th Gary Janzen, City Engineer, Public Works and Utilities, will present on proposed improvements on Tyler Road from 29th to 37th Street North. Recommended Action: It is recommended that the District Advisory Board recommend APPROVAL of the project. Board Agenda 9.
