District V Minutes 1 December 02, 2013 District V Advisory Board Meeting Minutes www.wichita.gov December 02, 2013 Wichita Fire Station #21 6:30 p.m. 2110 N. 135th St. W. The District V Advisory Board Meeting was held at 6:30 p.m. at Fire Station #21, 2110 N. 135th West. In attendance were ten (10) District Advisory Board members, four (4) staff and five (5) citizens with one (1) signing in. Members Present Staff Present Councilmember Jeff Longwell Officer L. Approval of REVISED Agenda for December 02, 2013 Motion was made to approve the agenda. Motion passed 10-0. Public Agenda 1. Scheduled items: No scheduled items 2. Off Agenda items: District V Minutes 2 December 02, 2013 Staff Presentations 3. WPD/Community Police Report Officer C. Davidson, WPD, reported on beats 16, 18, 19, and 199 and District V Neighborhoods.  16 Beat- no specific report  18 Beat- there is a deer poaching problem  19 Beat- no specific report  199 Beat- no specific report  Upcoming holiday shopping reminder- do not leave valuables in sight in vehicle- place in trunk or take with. Action: Receive and file. 4. Wichita Fire Department Report Captain J. Jones, WFD reported on Fire Department incidents in District V and City wide.  November 2013- no fires in District V. 10 fires City wide.  Reminders about Christmas tree safety and carbon monoxide precautions. Action: Receive and file. New Business 5. ZON2013-00035 District V Advisory Board (DAB) considered a presentation made by Kathy Morgan, MAPD, on a zone change request from (GO) General Office to (LC) Limited Commercial located north of West Central and west of North Maize (746 N. Maize). Paul Truitt asked how far back from Mize road the sign will set. Morgan responded 80 feet from Maize Rd. JV Johnston asked if it would be a digital sign. Morgan responded no. Dick Nott, Westlink NA, asked who the sign was for. Russ Ewy, Agent for the Applicant, responded it was for the family/ children’s optometrist that is currently in the space related to the signage. This just an updated sign for a current business. Action: The District V Advisory Board members made a motion to APPROVE the request. Approval (9-0). Board Agenda 6. Updates, Issues, and Reports CM Longwell:  Introduced new DAB V member JV Johnston.  Discussed meeting date options for 2014. District V Minutes 3 December 02, 2013 DAB Members: General Comments/ Announcements: Next Meeting: Meetings for 2014 will change to the third Monday of the month. A schedule will be made available. The location remains the same: Fire Station, #21, located at 135th St W. and 21st St. N. With no further business to discuss the meeting adjourned at 6:53 pm. ORDER OF BUSINESS Welcome from Councilmember Jeff Longwell Call to Order Approval of Minutes for November 04, 2013 Approval of Agenda for December 02, 2013 Public Agenda The public agenda allows members of the public to present issues not on the agenda to the Board. Each presentation is limited to five minutes unless extended by the Board. 1. Scheduled items No scheduled items Recommended Action: Receive and file. 2. Off Agenda items Any individual present that did not request to speak on the public agenda prior to the meeting may speak at this time. Recommended Action: Provide comments/ take appropriate action Staff Reports 3. Community Police Report Community Police Officers for beat areas in District V will report on specific concerns. Recommended Action: Receive and file 4. Fire Department Report Fire Department Staff for fire stations in District V will report on specific concerns. Recommended Action: Receive and file New Business 5. Officer Involved Administrative and Criminal Investigations Captain John Speer and Captain Brent Allred, WPD, will present information on administrative and criminal investigations on employees when there is an alleged crime or policy violation. Recommended Action: Review and discuss 6. ZON2013-00035 Kathy Morgan, Planning, will present on a zone change request from (GO) General Office to (LC) Limited Commercial. Location: Generally located north of West Central and west of North Maize (746 N. Maize). Recommended Action: Based upon the information available prior to the public hearings, planning staff recommends that the request for LC zoning be APPROVED subject to a Protective Overlay with the conditions listed in the staff report.
