The District V Advisory Board Meeting was held at 6:30 p.m. at Fire Station #21, 2110 N. 135th West. In
attendance were six District Advisory Board members and three staff.

The meeting was called to order by Mike Hill at 6:30 p.m.
Approval of Minutes for May 19, 2014. Motion was made to approve the minutes.
Motion passed 6-0.
Approval of Agenda for June 16, 2014. Motion was made to approve the agenda.

Staff Presentations
3. Wichita Fire Department Report
Captain, Mark Dewey, WFD, submitted a report on the Fire Department incidents in District V for May, 2014.
In May, there were 17 fires city wide that contributed to $194,200 worth of damages. Out of those were 13
accidental and four arson. There was one house fire worth $30,000 of damage caused by a child playing with a
magnifying glass.
The District V alarm load for the fire calls in May was down from 2013. They were as follows from 2013/2014:
Structure fires were 10/6; EMS (medical calls) 210/244 and service alarms (miscellaneous) 64/90.

4. WPD/Community Police Report
Officer Lori Kimrey, WPD, reported for Patrol West Bureau. Burglaries have occurred on 16, 19 and 199
beats. Two on 19 Beat were around the area of 119th and south of 21st. There was a complaint on speeding
around 1900 N. Parkdale. A traffic counter was placed there and with 13,000 cars in one week, 95% were going
under 34 mph. In 2013, there were 80,000 misdialed dispatched calls. This is over 3,000 staffing hours wasted
due to pocket dials or children playing on cell phones.

New Business
5. CUP2014-00013
Jess McNeely, MAPD, presented a request for R & R Realty, LLC (applicant) to amendment DP-267, and the
Tyler’s Landing Commercial Plaza. The amendment will allow residential use in LC Limited Commercial
zoning, generally located southeast of the 37th Street North and Tyler Road intersection. The applicant also
proposes limiting the 6.45-acre site to 26 single-family or 52 two-family dwellings.
The DAB members were provided the MAPD staff report and the MAPC letter of approval.
DAB? How many dwellings are going to be built? A: The request it to approve 26 single family or 52 duplex
family dwellings.
DAB? For example if parcel 4 was developed commercially and it was bordering a residential area, would the
same fencing requirements still apply? A: Yes, if they zone commercially within their own development they
would have a bit more flexibility on the screening requirements.
DAB? Why is parcel 4 being used as duplexes? A: The layout of the dwellings is still under development; parcel
4 is our best option for duplex dwellings.
DAB? What are you considering for parcels 1, 6, 7? A: Parcel 1, 6, 7 are outside of our ownership.
DAB? Do you have any knowledge of what parcel owners 1, 6, 7 plan to do with theirs? A: No, but we have sent
them a notice of CUP2014-00013 request.
*****Action: (Green / Johnston) made a motion to recommend approval to amend DP-267 to allow
residential use with residential development standers with updated conditions.

Council Member Longwell gave an update on the following:
There’s a public meeting for District 5 on proposed sales tax tomorrow to be held at the Avita Rolling Hills at 629
N. Maize. The meeting will be a great opportunity to share your thoughts and ideas for the 2015 budget. The
public will also hear an update on the proposed sales tax for 2015 and how it will be allocated.
General Comments/ Announcements:
Next Meeting: July 21, 2014. The location remains the same: Fire Station, #21, located at 135th St W. and 21st
St. N.

5. CUP2014-00013 Jess McNeely
R & R Realty, LLC (applicant) has requested an amendment to DP-267, Tyler’s Landing
Commercial Plaza, to allow residential use in LC Limited Commercial zoning, generally located
southeast of the 37th Street North and Tyler Road intersection.
Recommendation: Based upon information available prior to the public hearings, planning staff
recommends that the request be approved based on findings listed in the staff report.
