Minutes 1 November 17, 2014 District V Advisory Board Meeting Minutes www.wichita.gov Wichita Fire Station #21 November 17, 2014 2110 N. 135th St. W. 6:30 p.m. Wichita, KS 67235 The District V Advisory Board Meeting was held at 6:30 p.m. at Fire Station #21, 2110 N. 135th West Wichita, KS 67235. In attendance were five District Advisory Board members, seven City staff and a two members of the public who signed in. Vaughn, Director of Housing & Community Members Absent Jose Gutierrez Guests Mike Greene Dick Notts Troy Palmer Lonny Wright Kelly Watkins JV Johnston Paul Truitt Order of Business The meeting was called to order by Pro Tem, Bryan Frye at 6:30 p.m. Approval of Agenda The agenda was approved as submitted. Motion passed: (5/0) Approval of Minutes A correction to the minutes was motioned to add Joey Ellzey name to the members’ absent list. The minutes for October 20, 2014 were approved with the correction. Motion passed: (5/0) Public Agenda 1. Scheduled items: None *****Action: Received and file 2. Off Agenda items: None *****Action: Received and file Minutes 2 November 17, 2014 Staff Presentations 3. Wichita Fire Department Report Captain Kenneth Ast, WFD Station 21, gave a brief update on the activities at Station 21. There were no significant residential or commercial fires to report of for the month of October. During cold weather months citizens tend to use space heaters more often at home and in the office. WFD reminded the public to take safety precautions when space heaters are being used; for instance not placing them around combustibles or on uneven surfaces. *****Action: Receive and file. 4. Community Police Report Officer Bradley Haught, WPD Patrol West, gave a brief update on the activities in Patrol West. In 16 Beat there was one larceny and five auto thefts, 199 Beat had 15 larcenies and one auto theft and in 19 Beat there was one residential burglary and 10 larcenies cases. For the month of October, Patrol West experienced a decrease in both auto thefts and larcenies overall. On the other hand, 16 Beat had a higher amount of auto thefts then previous months. The increase of auto thefts is due to vehicles left warming unattended. Patrol West will engage in a special assignment that will include Patrol units and Detectives starting in November. The special assignment will consist of having teams patrol residential areas early in the morning placing flyers on vehicles left warming unattended. The flyers will indicate the dangers and risk involved with vehicles left warming unattended. In 19 Beat a suspect was apprehended in connection with crimes involving Target and BestBuy stores. Council Member Longwell: It would be a great opportunity to have the WPD speak to the public and share success stores, new police practices and the effectiveness of Patrol West in lowering crime trends. A: I will share that with our Captain. DAB? Will the Mounted Patrol be out at New Market Square during the holiday season? A: At this moment they have not be assigned that special assignment. *****Action: Receive and file. New Business 5. Nomination of Grants Review Committee Representative Mary K. Vaughn, Housing & Community The U.S. Department of Housing and Urban Development (HUD) requires that cities involve citizens in the allocation process for Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) and Emergency Solutions Grant (ESG) funds. The City of Wichita accomplishes this through a series of public hearings before the City Council and through the appointment of a Grants Review Committee (GRC) which reviews proposals and applications *****Action: (Frye/Ellzey) made the motion to nominate DAB member Kelly Watkins as the Committee Representative. Kelly Watkins accepted the nomination. Motion passed: (5-0) 6. FY 2015-2016 Funding Allocations: CDBG, HOME, ESG Funds Mary K. Vaughn, Housing & Community The U.S. Department of Housing and Urban Development (HUD) considers the City of Wichita to be an entitlement city and as such Wichita receives annual allocations of Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) and Emergency Solutions Grant (ESG) funds. In order to Minutes 3 November 17, 2014 receive these funds, the City is required to prepare a Five Year Consolidated Plan. Then each year, the City is required to submit an annual spending plan which addresses the priorities identified in the five year plan. DAB? : How often are programs and services reviewed and evaluated? A: Programs and services are continually monitored throughout the year to meet performance measures. DAB? Are funds within the HOME Investment Partnership Grant able to be relocated toa different program? A: They can, but that would involve additional administrative cost. *****Action: If the 2014-15 Consolidated Plan Allocations is to face cuts to their budget, the District Advisory Board has made the recommendation to lower funds equally to all programs except for the Emergency Solutions Grant (ESG). If funds would to increase for the 2014-15 Consolidated Plan Allocations, the District Advisory Board recommends to increase Housing Activities and the Housing Development Loan Program. 7. Water Line Improvements for North Westfield Shawn Mellies, Public Works & Utilities Westfield Street, north of Maple and west of Tyler, is currently unserved by City water and is located adjacent to an area of groundwater contamination recently identified by the Kansas Department of Health and Environment (KDHE). A petition signed by 55.2% of the resident owners, representing 50.2% of the improvement district area, was submitted in support of proposed water line improvements. The petition is valid per Kansas Statute 12-6a01 DAB? Are there additional scheduled or petitioned improvements for this area? A: This is the last phase of improvements for this area. *****Action: (Kerschen/ Watkins) made the motion to recommend approval of the petition and the use of the design-build process.
