The District V Advisory Board meeting was held at 6:30 p.m. at Fire Station #21, 2110 N. 135th West Wichita,
KS 67235. In attendance were 10 District Advisory Board members, five City staff and five members of the
public who signed in.

Staff Presentations
3. Community Police Report
Officer David Perkins, Patrol West, gave a brief update on the activities in Patrol West. A suspect was
apprehended during a robbery in the Patrol North area. The suspect in custody is linked to the mail theft
that has been reported in District V. Police Officers were able to recover over 150 pieces and the
investigation team has developed leads for other suspects involved in the criminal mail theft ring. In the
past month, there’s also been a report of larceny of items left in vehicles.
Sgt. Steven Yarberry, Patrol West, gave a brief update on the activities in Patrol West. Geo Crime
Mapping is a great tool that the WPD has been using for several years now. The Geo Crime mapping is
part of the City of Wichita GIS program, which is also available for the public to view. Police Officers
use Geo Crime Mapping to view both criminal trends and hot spots throughout the city. The WPD is
able to formulate special assignments to combat crime with this information. Yearly statistical
information for the WPD will soon be available for review.

4. Wichita Fire Department Report
Captain Mike Malter, WFD Station 21, gave a brief update on the activities at Station 21. In November, Station
21 was dispatched to two residential fires. The first residential fire started in a bedroom and spread to the adjacent
bedroom where it was finally extinguished. The fire caused $72,000 in both property damages and contents. WFD
investigation indicated the cause of fire was a lighter in the bedroom. The second residential fire involved the
whole structure causing $100,000 in both property damages and contents. The WFD investigation indicated that
the cause of fire was a fireplace that got out of hand. The WFD would like to advocate homeowners to practice
fireplace safety. Fireplaces should be kept clean and maintained; ash waste needs to be fully extinguished and
cool before disposing.

New Business
5. CUP214-00038 Bill Longnecker
Bill Longnecker, MAPD explained that applicant Tyler Pointe, LLC and One Eighty Development (Hoyt Scott) /
K.E. Miller Engineering (Kirk Miller) have requested to amend the net parcel area to various parcels in a
Conditional Use Permit (CUP). The proposed site is currently zoned Limited Commercial (LC) and is 12.13 acres
in size. The site is located at the southeast corner of West 13th Street North and North Tyler Road. The DAB
members were provided with the MAPD staff report with a recommendation to approve.
Members of the DAB and the public asked the following questions:
DAB? Is there sufficient space for parking with the proposed size of the building? A: Adequate parking is
required and has to be met for this site to be developed.
DAB? Will this area continue to develop? Northwest High School is close to traffic along Tyler and it will
continue to increase. A stop light along Tyler would help maintain traffic safety. A: I will refer that question to
the Traffic Engineer.
Several members of the public spoke to the DAB with concerns regarding the height of the proposed structure
and if the proposed site had sufficient parking for the customers.

*****Action: (Hill /Johnston) made the motion to recommend approval for the amendment to the CUP
with the following conditions:
1. The 56-foot tall building height and associated floor area ratios are permitted only for an assisted
living or nursing home facility.
2. The applicant shall submit four revised copies of the CUP to the Metropolitan Area Planning
Department within 60 days of approval or the request shall be considered denied and closed.
3. If the Zoning Administrator finds that there is a violation of any of the conditions of the CUP
amendment, the Zoning Administrator, in addition to enforcing the other remedies set forth in the
Unified Zoning Code, may, with the concurrence of the Planning Director, declare the CUP
amendment null and void.
4. Have Traffic Engineering Department survey development site for the need of traffic lights.

NEW BUSINESS
5. CUP2014-00038 Dale Miller, MAPD
