The District V Advisory Board Meeting was held at 6:30 p.m. at Fire Station #21, 2110 N. 135th West Wichita,
KS 67235. In attendance were Council Member Brian Frye, three District Advisory Board members, six City staff
and five members of the public.

Staff Presentations
3. Community Police Report
Officer Lori Kimrey, Patrol West, reported on Beat 19 of West Bureau. She reported that the situation
regarding parking in front of Honey Tree Academy is unresolved because the area that causes the
problem is in the county so the City cannot enforce. The 1900 block of Parkdale received a traffic
study which found that the average speed was 22mph. She suggested that the curve makes it seem
like people are going faster than they really are. Dog barking complaints are up due to the warmer

weather, the Police are trying to let the HOA’s handle the situations first and then an Animal Control
Officer can write a citation. Car break-ins are a problem but they are hard to prevent because they are
a crime of opportunity.
Council Member Bryan Frye? Are speed limits in residential areas 30mph? A: Yes.
Council Member Bryan Frye? Can residential speed limits be lowered? A: Yes, but it has to go
before traffic enforcement.

New Business
4. Aquatics Master Plan
Troy Houtman and Brian Hill, Park and Recreation, presented options and sought feedback from
neighborhood stakeholders regarding the Aquatics Master Plan for the City of Wichita. The feedback from the
previous discussion was good. The DAB and public was asked to fill out a ballot asking how they would like
the CIP money spent whether they would like to have a central indoor pool for $12 million, repair/upgrade of
the local pool at $2 million, replace local pool at $5 million, fund a splash pad at $300,000, or close a local
pool for $50,000 (Country Acres is an example of this). The DAB was asked to select up to $13 million worth
of projects.
DAB? Are you looking at demographics and numbers from each pool to decide who gets a splash pad? A:
Yes, the numbers are used.
DAB? What is the projected time frame for a self-sustaining pool? A: It’s just an idea and would require a lot
of programming to keep the pool full all day. Cost recovery for pools now is around 30%. If you add too many
amenities, there would be competition with YMCA.
DAB? Have you talked with other organizations to bring teams in from out of town to compete? A: Yes, there
is a lot of interest because a lot of areas that have swim teams don’t have the facilities.
DAB? What kind of a pool is Maize putting in with the bond issue? A: A 150 meter capacity competition pool.
The question is will it be open to the public or will it just be for Maize schools usage.
DAB? Is it common for a city to own a swimming facility like the centralized one? A: Very common.
Citizen? If you were going to improve pools, which would you improve? A: It would depend on mechanical
aspects, ADA issues, what pools need the repairs the most and can you open pools that are already closed.
Citizen? What kind of time frame would building a central indoor pool take? A: It depends on the CIP and
funding. Around 2021-23. Construction would be about 14 months.
Citizen? If you built a new pool would other pools close? A: Yes as they started to fail unless there was
another bond to repair them or upgrade.
Troy Houtman: Update on Buffalo Park – Final construction documents by the end of the month, turning
ground in September. They still haven’t heard from the grant.

5. 2015 – 2024 Proposed Capital Improvement Program (CIP) Budget
Mark Manning, Department of Finance, Mark Manning, Finance, presented on the proposed CIP Budget.
The City of Wichita CIP outlines infrastructure improvements forecasted for the community over the next
decade. The CIP aligns with the core priorities of protecting life and property, protecting infrastructure
investment, and promoting a growing and sustainable community. The CIP also aligns with priorities in the
Comprehensive Plan, which are: 1) maintain and replace what we have; 2) enhance what we have; and 3)
expand our current infrastructure. A draft CIP document has been prepared by staff. Adoption of the CIP by
the City Council is anticipated later in 2015. The plan will increase debt for the City, but it will be below pre-
set benchmarks. The plan does not include any changes to revenue sources and includes roughly $2 billion in
spending.
DAB? Cost for maintaining what we have? A: Estimated $4 billion.
DAB? When you get far out in the CIP how many projects materialize? A: Each CIP is created by looking at
the previous CIP and reexamining priorities.
DAB? Any idea timeline for Brooks landfill? A: Maybe as early as 2017, probably 2020-23.
DAB? Would reallocating sales tax require public vote? A: No, it would be a policy choice for the City
Council.
DAB? Anyone ever talk about NW bypass? A: Not really, it’s a KDOT project on the back burner due to
funding issues.
DAB? Portland built a huge bicycled infrastructure, can we extend bicycle and pedestrian infrastructure here to
help with roads? A: It’s a priority choice, so it can be reallocated if the community asks for it.
DAB? How can the public affect the CIP? A: Through their Council Member.
Council Member Bryan Frye: The proposed CIP has $6 million for bicycle improvements.
Citizen: Suggested that bikes are safety and air quality issues as well, especially for kids.
Council Member Bryan Frye: The water supply issue hasn’t gone away. They are working currently on
regionalization, only 50% of Wichita water comes from the Equis Beds, but 100% of improvement funds for
the Equis Beds are on the City, so the City is looking at bringing in partners. Transit is not going away, but it’s
lower in the CIP. Starting Jan 1st, it will be $2 million in the hole which is mostly operational not capital.
Westlink Library is also not in the CIP and the Downtown library will come to the Council in November.
There is also no money for the Century II Convention Center which has major issues. That will be a continuing
dialog. A priority is a new substation for District V which has been a longtime issues.
DAB: Building maintenance in the CIP is discouraging, would like to see more money for it.
DAB? New market bus seems empty? A: It’s a fast growing route, up 10-11%. The challenge for funding that
route is that a grant is running out at the end of this year. Organization is an issue including hours of operation
and moving from hub and spoke to grid.
Citizen? Do we need to move from big busses to small busses? A: Figuring out the right size of bus for the
right route is part of the equation.

6. Updates, Issues, and Reports
A DAB Member reported that there is a commercial vacant lot on 29th and Tyler’s south east corner that has
weeds over one foot tall.
General Comments/ Announcements:
A DAB Member reported that the 7th Annual Westlink Neighborhood Association Ice Cream Social is on
Memorial Day.
Council Member Bryan Frye reported that at Council the zoning request for a conditional usage for storage
was deferred at Council so that the applicant and agents could spend more time working on concerns from the
DAB. It will be coming back in June.
Council Member Bryan Frye reported that he would like the DAB to consider moving the meeting nights to
the 2nd Monday instead of the 3rd starting in July because of holidays and always being the last to hear a
particular topic.
Council Member Bryan Frye reported that the DAB needs new members. He requests that people please
refer people to apply and to sign up for the District Newsletter.
Council Member Bryan Frye reported that work on Tyler from 29th to 37th begins this month. They are going
from two lanes to three lanes with the goal to be finished to the school intersection by October.
