The District V Advisory Board Meeting was held at 6:30 p.m. at Fire Station #21, 2110 N. 135th West. In
attendance were ten District Advisory Board members and five staff members.

The meeting was called to order by Pro Tem, Mike Greene at 6:30 p.m.
Approval of Minutes for August 10, 2015. Motion was made to approve the minutes

Staff Presentations
3. WPD/Community Police Report
Officer Charley Davidson, WPD, gave a brief update on the activities in Patrol West. Over the weekend, patrol
units were called out to a residential disturbance call at 6400 Northwind Street. When Police Officers arrived at
the home, the call had been escalated to a shooting. The location was hosting a house party with over 100 guest of
which several were gang affiliated. No arrest have been made. The case is an isolated incident and is still under
investigation. In the recent weeks, the Department of Larceny, the Investigative Team and Community Police
Officers are getting people identified with larceny cases. This week, the Patrol and Community Police Officers
will be stopping at the different Safe Community events around the district to introduce themselves.

4. Wichita Fire Department Report
Captain Mike Maltee, WFD, gave a brief update on the activities for Fire Station 21. The fire crews were called
out to several residential fires in the month of August. They responded to fires at 9219 W 18th Street, 1342
Springfield Ct, 1149 N. Sand Plum, 1230 N. Hoover, and 1838 N. Janson. The structural and content damages to
these homes ranged from $5000 to $160,000. No casualties were reported. The WFD will be conducting
inspections on the water hydrants and the commercial building fire suppression system.
DAB? : What is a safe distance for a propane grill to be around the house? A: A good rule of thumb is 5ft
radiance and always have it attended when the grill is on.
DAB? : Does the WFD have controlled burns such as cut trees for residential homes? A: Yes, property owners
have to apply for a burn permit at City Hall.
DAB? What is the process for the WFD to provide education to apartment tenants? A: The property manager
would have to contact WFD outreach team to schedule an education seminar for basic fire safety procedures.

New Business
5. Transit Report
Mel Brungardt, Transit, reported on the proposed changes to the Wichita Transit. A Wichita Transit Guide was
provided with detailed information to improve the Transit system. The changes include new bus routes and fare
policy change. Mr. Brungardt took questions from the DAB members and public. After reviewing the
information, they provided feedback. The findings and information collected will we be reported to the Wichita
Transit Department.
DAB? How many stops will be discounted? A: None, we will increase services based on ridership input.
DAB? Will rides be increased over the weekend? A: During peak times on Saturday, schedules will run every 15
minutes. Buses will continue not to run on Sunday.
DAB? Will the bus route go to the new DCF building on George Washington Boulevard? A: Yes.
DAB? What is paratransit? A: For riders that have special needs and meet policy requirements.
DAB? Will the names of the routes change? A: Yes, bus routes will go by numerical numbers instead of names.

6. ZON2015-00031
Bill Longnecker, MAPD, presented a request for a zone change from SF-5 Single-Family Residential to NR
Neighborhood Retail. The site is a corner lot located one block west of Ridge Road on the northwest corner of
Brunswick and Maple Street. The site’s one story, brick ranch style house’s front yard faces Maple Street, a paved
four-lane arterial, with two center- turn lanes at this location; this orientation may lessen the appeal of the site’s
single-family residence. The attended commercial development on the 0.70-acre site would be of a similar scale
as the east adjacent LC zoned 0.68-acre carpet store and or commercial strip sites. Compatibility setback, height
and light standards will apply to the development of the site.
Then DAB members were provided with a planning staff report and a recommendation to approve the request for
zone change based upon the information available prior to the public hearing and the provisions of a protective
overlay listed in the report.

DAB? Has there been any formal protest? A: No, property owners north of the proposed site came to the MAPC
hearing to gain additional information.
DAB? Is there any restrictions on height? A: Yes, the structure, light poles and signage have to meet
requirements.
DAB? Will access be on Maple or Brunswick? A: Traffic engineers will make that determination.
*****Action: (Kerschen / Kittrell) made a motion to recommend approval of the request.

6. ZON2015-00031
Applicant Esther M. Wallace (owner) Baughman Company, P.A., c/o Russ Ewy (agent) have submitted a
request for zoning change to NR Neighborhood Retail. The current zoning of the proposed property is SF-5
Single-Family Residential. The proposed property is approximately 0.70-acres in size and is located at 7324
W Maple St.
Recommended Action: Based upon the information available prior to the public hearings, planning staff
recommends that the DAB recommend approval on the zoning request, subject to the provision of a protective
overlay listed in the staff report.
