The District V Advisory Board meeting was held at 6:30 p.m. at Fire Station #21 located at 2110 N. 135th
St W., Wichita, KS 67235.

ORDER OF BUSINESS
Call to Order: The meeting was called to order by Mike Greene
Approval of minutes from October 12, 2015: Approved 7-0.
Approval of Agenda: Approved 7-0.
Public Agenda
Scheduled Items: Salvation Army, Karen Lippoldt, came to inform DAB V members that the
Salvation Army handles foster care cases and they are in desperate need of foster homes/families for
children. Foster care information sheets were left for board members and guests in attendance.

Staff Reports
Fire Department Report: Capt. Mike Malter, reported statistics for October 2015
No fires in District V for the month
Nine recruits in new class
Boot campaign will be held Nov. 14, 21 and 28 from 10am – 2pm
Reminded DAB and citizens to be safe when frying turkeys
Reminded DAB and citizens to have your furnaces inspected

Action Taken: Receive and file
Community Police Report: Officer Charley Davidson, reported they are seeing an increase in auto
thefts, auto larceny and residential burglaries. Reminded everyone to be aware of suspicious characters.
John Oborny, from The Enclave at Auburn Hills, came to personally thank all of our officers that were
involved in locating and returning the bronze statue that was stolen from the Auburn Hills neighborhood.

Public Works Report: Gary Janzen, Assistant Public Works Director, reported
Kellogg/I235: Off site-work is underway. Progress updates available at
www.235kelloggcentral.com
Kellogg/Webb: Utility work is underway at Kellogg and Webb and sometimes Webb is down to
1 lane each direction. Temporary closures at Corporate Hills Drive. A camera has been installed
at intersection and linked to website so live progress can be monitored.
Kellogg/K96: Will begin in Spring 2016
K96/Hoover: Will open within one week
135th/Maple to Central: Nearly complete
Tyler Road/29th to 37th: Nearly complete
13th/Cowskin Creek to 135th: Under design for three lanes. It’s in the CIP for 2019 but there is a
chance it could be done sooner.
Maize Rd/34th: Signal will be installed and should be operational by April 2016. Maize Road
will be restriped to five lanes from 29th to 37th.
New Business
Housing and Community Services Department: Jessica Perdue, Fiscal Specialist, presented a
summary of currently funded programs and recommendations for FY 2016-2017 funding allocations for
CDBG, HOME, and ESG funds. DAB members asked questions about the GRC process, who is being
served, and provided feedback as to the importance of numerous funded programs.
Action Taken: Receive and file/provide feedback
Housing and Community Services Department: Jessica Perdue, Fiscal Specialist, asked for a
nomination of a District V Representative to the Grants Review Committee.
The 14 GRC members are appointed annually by the City Council, and Housing and Community Services
Department staff meet with them as they review applications from agencies who apply for HOME funds
and proposals for ESG and CDBG Public Services programs. After review of the applications and
proposals and public comments, the GRC makes recommendations to the City Council for HOME, ESG
and CDBG funding for the next program year.
GRC will meet three times in February 2016 to review applications: Feb 19, 23, and 29.
The 2015-16 GRC representative from District V was Kelly Watkins.
Action Taken: Mike Greene motioned to nominate Ben Kittrell.
Darrell Leffew seconded the motion.

New Water Utility Bill: LaShonda Garnes, Senior Management Analyst, presented two proposed
designs for the water utility bill.
Consumption History will show a 12-month history
Back of water ill has changed drastically
Citizens can sign up for electronic billing and have only one sign-in instead of the required two
we have now
In order to contribute to the H2O fund, you MUST sign up for it.
DAB members suggestions:
Statements in other languages
Add tier explanation to front of bill
Add URL to H2O Fund on back of bill
DAB members unanimously preferred Option #1

Cost of Service Analysis for the Water and Sewer Utilities, Penny Feist, Senior Management
Analyst with Public Works and Utilities, presented alternative rate structures for water and sewer
utilities. She presented a spreadsheet showing the percent increase based on different scenarios.
The national average increase is 5-6%. She also shared that out of the top 50 cities in population, Wichita
has the 10th lowest residential water/sewer utility and 4th lowest commercial water/sewer utility.

CM Bryan Frye:
Thanked all active and retired military. Mentioned the nice reception that was held at City Hall
today.
Reminded everyone of the groundbreaking at Buffalo Park on Friday, Nov. 13, at 10:00 a.m.
Water Utilization - $1.6 billion needed for infrastructure improvements. What’s the best way to
pay for it? On the advice of staff, Council thought it was best to hire an expert consultant to find
ways to improve the system and where the improvements are needed. He stated that the City has
no plans to outsource the water utility.

NEW BUSINESS
6. Housing and Community Services Department, Jessica Perdue, Fiscal Specialist
A. Recommendations for FY 2016-2017 Funding Allocations: CDBG, HOME, ESG Funds
Staff has summarized all currently funded programs and amounts. District Advisory Boards and the
general public are being asked to identify where changes should be made if the actual funding allocations
are more or less than the current programs and/or if any should be eliminated based on actual funding.
This feedback will be used by staff to finalize the annual plan after HUD has provided the budget.
Recommended Action: Provide comments and feedback.
