The District V Advisory Board meeting was held at 6:30 p.m. at Fire Station #21 located at 2110 N. 135th
St W., Wichita, KS 67235.

Call to Order: The meeting was called to order by Mike Greene
Approval of minutes from February 1, 2016: Approved 8-0.
Approval of Agenda: Approved 8-0.
Board Agenda
DAB V Board Member, Ben Kittrell reported that the Grants Review Committee approved the City Council
recommendation for the HUD Block Grant program.
Staff Reports
Community Police Report: Community Police Officer, Charley Davidson, reported.
Seeing an increase in larceny to vehicles and auto thefts
Increase in burglaries – non-related
NW YMCA has had an increase in larceny to autos

Fire Department Report: Capt. Mark Dewey, reported statistics for February 2016
Burn ban still in effect – includes chimineas and outdoor firepits
Car fire – 2 vehicles on a driveway involved - $9,000 damage
House fire in Reflection Ridge – careless smoking on deck - $1M in damage to structure and contents

34th & Maize Rd – Traffic signal by end of summer and redo pavement markings for five lanes of traffic
Bike Path
17th & Ridge – Traffic signal installed in the next few weeks
Central & Ridge – cut-off left turn access at Redbarn
DAB ?: Is there any way to track the bike path usage?
A: Transit is using volunteer and electronic counters.
DAB ?: Reports of any accidents involving the new bike lanes in downtown?
A: No accidents have been reported
Kellogg/235
Utility work continues and bridge piers being installed
West Street ramps closed through the summer
Maple was closed last Saturday to allow bridge work

DAB ?: Utility poles are being put in the middle of sidewalks along Tyler. Will this be remedied?
A: Utilities are granted right-of-way access to keep costs and property taxes down. The sidewalks will
be replaced at the expense of Westar.

New Business
CON2016-00003 – Derrick Slocum, Metropolitan Area Planning Department, presented the request. City
Conditional Use request for a seasonal nursery on LC Limited Commercial zoned property generally located east
of Ridge Road on the north side of Central Avenue (6820 W Central).
Stutzman Greenhouse, Inc. proposes to install a 60-foot by 120-foot shade house, with additional area around the
shade house for additional display, the total area being 75-feet by 145- feet in the existing parking lot located just
south and east of the site’s commercial building. The sales and display area will occupy approximately 10,875
square feet, and the display area will take up 51 of the site’s 199 parking spaces which results in 148 remaining
off-street parking spaces. The nursery and garden center is proposed to be in operation from April to the end of
October. The applicant hopes to uses the site on seasonal basis for as long as the property owner permits.
Action Taken: Motion made to APPROVE the application subject to the following conditions:
The conditional use permits a “nursery and garden center” developed in substantial conformance with the
approved site plan. The conditional use does not prohibit uses permitted by-right in the LC zoning
district.

The “nursery and garden center” shall be constructed, maintained and operated in general conformance
with the approved site plan and in conformance with applicable local, state or federal regulations or
codes, including but not limited to zoning, building, fire, health, unless specifically modified by this
conditional use or subsequent adjustments or amendments.
The conditional use permitting the “nursery and garden center” shall be effective so long as the building
located on the site is vacant or is used in association with a nursery or garden center or can provide the
minimum required off-street parking spaces required for all the uses located on the property.
If the Zoning Administrator finds that there is a violation of any of the conditions of the Conditional Use,
the Zoning Administrator, in addition to enforcing the other remedies set forth in Article VIII of the
Unified Zoning Code, may, with the concurrence of the Planning Director, declare that the Conditional
Use is null and void.
