ORDER OF BUSINESS Call to Order: The meeting was called to order by JV Johnston Approval of minutes from May 2, 2016: No action due to lack of quorum. Ken Ast, reported  One fire in May – accidental caused by box fan in window - $35,000 damage  July 4th reminder – Shoot them where you buy them  Councilman Frye made a request for WFD to provide number of medical call responses made each month Action Taken: Receive and file Page |2 Community Police Report: Community Police Officer David Perkins, reported.  Riverfest in full swing  Hydrate often  Don’t leave valuables in car  No pets allowed with the exception of service animals  56 larcenies to autos  Three involved firearms being stolen  Seven tags stolen  13 bank/credit cards stolen  Mail theft is on the rise, especially packages  Ridgeport burglary – known suspect  Identity theft ring identified - $3.5 million  IRS scam over back taxes  US Marshal scam – jury duty missed. Pay now or go to jail Action Taken: Receive and file Park and Recreation Department Report: Council Member Bryan Frye, reported.  Buffalo Park – Ribbon cutting celebrations scheduled for Thursday, June 23, at 10:30am  Swimming pools have opened Action Taken: Receive and file Libraries Report: Tracie Partridge, Westlink Branch Senior Librarian, reported  Summer Reading Clubs – 5,800 kids registered – 3 age groups  Central Library groundbreaking for new Learning Center will be in July  Branch study being conducted by WSU’s Hugo Wall  Daily events at Westlink Branch  Minecraft – Ages 6-11 – Wednesday, June 8  Star Wars Extravaganza – Ages 3-10 – Thursday, June 23  What Can I Craft with Unwanted Ties– Adults – Saturday, June 25 Public Works Report: Shawn Mellies, Chief Design Engineer, reported.  34th & Maize Signal –Construction has started. Operational before school starts in August  Country Acres water main replacement  KDOT – I235/K96 – detours and lane closures over Arkansas River Action Taken: Receive and file New Business Delano Development Area Presentation: Scot Rigby, Asst. City Manager, Development Services Director, and Scott Knebel, Downtown Revitalization Manager, presented a City Staff request to be presented to City Council authorizing the drafting and release of RFQ/RFQP for 7.1 acres of land south of the new library. Page |3 2016-2025 Proposed Capital Improvement Program (CIP) Budget: Elizabeth Goltry, Senior Analyst, presented a draft CIP document that has been prepared by staff. The City of Wichita CIP outlines infrastructure improvements forecasted for the community over the next decade. It provides broad policy direction on priorities for improvements, and the amount of debt that should be incurred. Tyler Road and 2nd Street Intersection Design Plan: Shawn Mellies, Chief Design Engineer, presented the design concept for improvements to the Tyler Road and 2nd Street Intersection.  Signalization at intersection upgraded for pedestrian traffic  Add left turn lane into Wilbur Middle School  Existing pedestrian signal north of Wilbur will be removed  10’ wide concrete sidewalk added along east side of Tyler in from of Wilbur  Begin summer of 2017  Funded in CIP – total $900,000  Next step to present to Council in July  Catherine Frost, 226 N. Tyler:  Why not widen to five lines all the way to Central? A: Budget and impact on properties  Will utilities be moved at the expense of the property owners? A: No. They are moved at the expense of the utlity companies  Gabe Walsh, Family Vision, 437 N. Tyler:  Can the left turn lane be extended to the Family Vision entrance? A: Property impact to the businesses to the north is too costly  Will bus stops be moved? A: Transit will look into the bus stop locations once construction is complete  Gary Gulick, 248 N. Tyler:  Can someone come to my property to physically show me how much of my property will be taken? A: When right-of-way acquisition process starts, staff will be out  Concerned about drainage – only one storm drain in a half mile A: Engineering and stormwater management will definitely address perhaps by increasing the size  Will signal be looped or camera? A: It will be camera or radar activated  Carolyn Schuler, 239 N. Tyler:  Will Tyler eventually be expanded to five lane from Maple to Central? A: Hopefully the improvements to this intersection will improve traffic flow along Tyler so it won’t be necessary Action Taken: No action taken due to lack of quorum. Page |4 CUP2016-00015: Scott Knebel, Metropolitan Area Planning Department, was to present a request from Hawkins Marital Trust c/o Craig Kreiser (owner), Baughman Company, P.A. c/o Russ Ewy (agent) to create DP-340 Fossil Rim Commercial Community Unit Plan (CUP), a commercial CUP Community Unit Plan on LC Limited Commercial zoned property located on the southeast corner of Tyler Road and 29th Street North. Because there were no protests filed, the MAPC decision is final and it does not go before Council. Therefore there was no presentation. ZON2016-00018: Scott Knebel, Metropolitan Area Planning Department, presented the City zone change request by Adam Gray (owner/applicant) from SF-5 Single-Family Residential to TF-3Two Family Residential on property generally located south of Central Avenue, west of I-235, east of Eisenhower Avenue on the south side of St Louis Avenue (5801 W. St. Louis).  Laura Faulkner, 428 N. Eisenhower:  Does he have a plan? One story or two story? A: He has not presented one. But most are slab on grade, single story.  Antoinette Faulkner, 428 N. Eisenhower – How is it fair to take a neighborhood that has very few houses and add multi-family into it? It is a quiet single-family neighborhood. It is isolated and we like it that way.  Beverly Bradford, 500 N. Gilda:  Lots are big and sparse and we like the quiet and low traffic volume.  We don’t want multi-family units. Single-family homes are fine  He has already removed a lot of trees  We’ve invested our lives in this neighborhood and we should not be forced to have multi-family units Action taken: No action taken due to lack of quorum. Updates, Issues and Reports Opportunity is provided for the Council Member and the District Advisory Board members to report any activities, events, or concerns in the neighborhoods and/or Council District. PUBLIC AGENDA This portion of the agenda provides an opportunity for citizens to present issues that are not part of the regular agenda for the meeting. There is a five minute time limit for each speaker. 2. Scheduled items: Recommended Action: Receive and file 3. Park and Recreation Department Report Troy Houtman, Director of Parks & Recreation, will provide update for parks in District V and report on other activities taking place across the city. Recommended Action: Receive and file 7. Wichita Public Library Report Tracie Partridge, Westlink Branch Senior Librarian, will report on events and programs at the Westlink Branch. Recommended Action: Receive and file Agenda 2 March 7 , 2015 8. Public Works Report Gary Janzen, Senior Engineer, Public Works Engineering, will give an update on District V projects. Recommended Action: Receive and file NEW BUSINESS 9. Delano Development Area Presentation Scot Rigby, Asst. Tyler Road and 2nd Street Intersection Shawn Mellies, Chief Design Engineer, will present the design concept for improvements to the Tyler Road and 2nd Street Intersection. Recommended Action: It is recommended that the District Advisory Board recommend APPROVAL of the design concept presented by staff. 12. CUP2016-00015 Scott Knebel, Metropolitan Area Planning Department, will present the request from Hawkins Marital Trust c/o Craig Kreiser (owner), Baughman Company, P.A. c/o Russ Ewy (agent) to create DP-340 Fossil Rim Commercial Community Unit Plan (CUP), a commercial CUP Community Unit Plan on LC Limited Commercial zoned property located on the southeast corner of Tyler Road and 29th Street North. Recommended Action: Based upon information available prior to the public hearings, planning staff recommends that the proposed CUP and zone change be APPROVED, subject to the following conditions: A. CUP graphics and General Provision 8 shall be edited to require full movement openings on West 29th Street North and Tyler Road to align with the existing commercial full movement openings across West 29th Street North and Tyler Road. B. The applicant shall submit four revised copies of the CUP to the Metropolitan Area Planning Department within 60 days after approval of this case by the Governing Body, or the request shall be considered denied and closed. 13.
