The District V Advisory Board meeting was held at 6:30 p.m. at Fire Station #21 located at 2110 N. 135th
St W., Wichita, KS 67235.

Public Agenda Items
Carrie Corliss, President, Family Promise: enables groups to unite to provide shelter, meals and compassionate
assistance for homeless families.
New organization to Wichita– 200 affiliates in 40 states
Doors open October 23
Families make up 41% of all homeless
Wichita schools provided services to 2400+ homeless children ages 0-21 during the 2014/2015 school
year
Wichita family shelter are routinely full
Five churches within District V have agreed to partnership

October 8 at 8:00am – Tree planting along Westlink Creek on west bank. Meet at Famer’s insurance on
W. Central. Park & Rec Forestry Division will be providing mulch
NUSA Conference (Neighborhoods, USA) – May 24-27 in Omaha
Groundwater Contamination study completed by KUMC
January 17 – Annual Dinner at Park West Village

Fire Department Report: No report (left on call)
Community Police Report: Officer Lori Kimrey reported.
Construction site burglaries – Suspect identified
Larceny to autos still up. Please remove valuables from car!
Residential burglaries in Reflection Ridge. Suspect caught
Westside liquor store robberies – surveillance video is poor quality. Working with owners to upgrade
security
Park and Recreation Department Report: David McGuire, Division Manager, Park & Rec reported.
Difficult mowing season this year due to rain and long growing season. Extra funding has been allocated
to increase staff and equipment
ICTrees – tree planting around City. Forestry Division is providing mulch
Grant funding to increase Forestry Dept. staff and equipment has been identified
Thursday, October 6, at 6PM at Sunset Park – Barry’s Recreation Station family event
Citizen inquiry about adding dog parks
Libraries Report: Tracie Partridge, Westlink Branch Senior Librarian, provided written report to DAB
members. Attached at the end of Minutes.
Public Works Report: Gary Janzen, City Engineer, reported.
Kellogg/235 –
Southbound West St to westbound Kellogg reopened
SB 235 to WB Kellogg closed for a year
Elder St. at Maple is still closed and is being moved to the east
KDOT – Bridge repair along 235
Everything will be reopened in November
Work will resume in spring 2017 with completion in Fall 2017
OP3 Program – Crack sealing and micro-surfacing in neighborhoods
Water line replacement in Country Acres – 18 miles of water lines being replaced
New groundwater contamination site – Maple & Maize – KDHE reimbursing City to hook up properties
to City water
13th Street west of Cowskin Creek bridge – was recently restriped. Citizen called to complain that is
should be a no passing zone. Traffic engineer investigated and agreed. It was restriped double yellow no-
passing zone.
Action Taken: Motion made to receive and file all staff reports. Passed 8-0.

New Business
Tyler Road between 2nd and Central: Shawn Mellies, Chief Design Engineer, presented the revised design
concept to add a left turn lane on Tyler Road from south of 2nd Street to north of Frazier where the existing
section of Tyler is a five lane roadway. The intersection of Tyler and 2nd will be signalized, upgraded to
accommodate pedestrian traffic, and pavement markings will be installed on 2nd Street to clearly identify a left
and right turn movement for westbound traffic. The existing pedestrian signal on Tyler will be removed.
Action Taken: Gutierrez motioned made to APPROVE the design concept presented by staff. Unruh
seconded. PASSED 8-0.
ZON2016-00039: Kathy Morgan, Senior Planner, MAPD, will present the request for City request to rezone
from NR Neighborhood Retail and SF-5 Single-Family Residential to LC Limited Commercial on property
located on the northeast corner of Maple Street and Tyler Road.
Action Taken: Kurth, motioned to APPROVE staff recommendation with the addition of 1 ½ times the
landscape screening requirements along SF-5 properties. Palmer seconded. Motion PASSED 7-0.

Westlink Branch.

NEW BUSINESS
