The District V Advisory Board meeting was held at 6:30 p.m. at Fire Station #21 located at 2110 N. 135th
St W., Wichita, KS 67235.

Call to Order: The meeting was called to order by JV Johnston

Approval of minutes from October 3, 2016: Approved 7-0
Board Agenda
Jose Gutierrez: Suits for Soldiers – Co-sponsored by Farmers Insurance and KFDI radio. Assisting Veterans to
make transitioning into a new career easier, so they provide free suits and business clothing, resume writing
assistance, job interviewing and mentoring classes, and work with hundreds of companies that are looking to hire
veterans. Drop donations off through Nov. 30 to Farmers Insurance at 13th and Tyler.
CM Frye: Welcomed our DAB V Youth Representative, Jackson Oxler. Jackson is a junior at Bishop Carroll
High School and is on the Mayor’s Youth Council. He also reminded everyone to get out and vote.

Staff Reports
Fire Department Report: Capt. Mike Malter, reported.
Three District V Fires in October
10400 W. Texas - $8,000 in damage to duplex
6800 W. Shade - $8,000 in damage caused by cigarette
200 Woodchuck - $25,000 in damage caused by cigarette with oxygen tank
Furnace & fireplace checkups
Change the batteries in smoke detectors
Use caution when deep frying turkeys
Community Police Report: Officer Robin Douty reported.
15 years on police force. Previously was CP officer in District IV. Replaces Officer Davidson.
Large increase in auto thefts. Had 18 theft across three beats in October. 15 vehicles were recovered.
Larceny to autos still up. Please remove valuables from car
Construction site burglaries are up. No arrests but a suspect has been identified.
Christmas Crusade – partnering with KFDI to provide gifts for families in need
Park and Recreation Department Report: Troy Houtman, Director, Park & Rec reported.
Pracht Wetlands Charette
Three day planning process with RDG. Engaged many different groups
Nature park
Educational components with nature trails
More design info to come
$800,000 in upgrades to playgrounds has been approved by Council. This includes upgrades to Redbarn
Park in District V. Design amenities will be brought to the DAB V Board at a later date.
Night with Santa at Century II - Dec. 8 at 6:30
Golf Carts – new funding has been identified to purchase approximately 200 carts at a cost of $4,500
each. The golf department is also looking at the new Golf Board to add another fun aspect and attract
new golfers to the City courses.
Libraries Report: Tracie Partridge, Westlink Branch Senior Librarian, provided written report to DAB
members. Attached at the end of Minutes.
Public Works Report: No Staff report. CM Frye shared that Council approved the revised plans of the Tyler
Road improvements. Construction to begin Summer 2017 to expand Tyler to five lanes from 2nd Street to Central.
Action Taken: Motion made to receive and file all staff reports. Passed 7-0.
New Business
ZON2016-00041: Kathy Morgan, Senior Planner, Metropolitan Area Planning Department,
presented a request for a City zone change from SF-5 Single Family Residential and GO General Office
to LC Limited Commercial, NR Neighborhood Retail, and GO General Office with Protective Overlay
to permit mixed-use development, generally located north of Maple and west of 135th St. W.
In attendance were Russ Ewy, Baughman Company, agent for the applicant, Doug Malone, J.P.
Weigand Realtor (developer representative), and seven property owners from the adjacent properties.
Complete guest list is attached to this report.
DAB member, Trevor Kurth, excused himself from the meeting due to a conflict of interest.

After staff presentation, Ewy addressed the Board. He indicated that he and Mr. Malone had met with
impacted property owners on two occasions (Oct. 20 and Nov. 2) to address their concerns on the
proposed zone change. A protective overlay was then established and agreed upon by all interested
parties.
Don Wilhelm, 14201 W. Sheriac Circle, on behalf of the property owners, expressed his appreciation to
Ewy and Malone for their willingness to listen to the neighborhood concerns and their willingness to
establish a protective overlay that addressed their concerns. The property owners in attendance had no
opposition to the zone change with protective overlay as proposed by the agent.
Troy Palmer made a motion to APPROVE the zoning request with protective overlay as proposed by
the agent. Jose Gutierrez seconded.
Motion passed 6-0-1 (abstention due to conflict of interest).
ZON2016-00040: Kathy Morgan, Senior Planner, Metropolitan Area Planning Department,
presented a request for a City zone change from SF-5 and GO to NR to allow for massage therapy
business at 654 N Woodchuck; generally located south of Central between Ridge and Tyler.
The DAB heard the request so that adjacent property owners and Wichita residents had an opportunity to
express their concerns. MAPD staff recommended approval of the request.
There were no questions or concerns from DAB V Board Members, adjacent property owners or
citizens.
Action Taken: Motion made to APPROVE the application based on staff recommendations and
subject to the conditions set forth in the staff report.
