Page |1 District V Advisory Board Minutes December 5, 2016 www.wichita.gov The District V Advisory Board meeting was held at 6:30 p.m. at Fire Station #21 located at 2110 N. 135th St W., Wichita, KS 67235. Troy Palmer Roman Rodriguez Guests Alissa Unruh Greg Dalton Jackson Oxler, Youth Representative Council Member Bryan Frye Members Absent Angela Breer Trevor Kurth ORDER OF BUSINESS Call to Order: The meeting was called to order by JV Johnston Approval of December 5, 2016 Agenda: Approved 9-0 Approval of minutes from November 7, 2016: Approved 9-0 Board Agenda Gutierrez shared that the Suits for Soldiers drive to provide business clothes for veterans had more than 500 articles donated and will be presented. Public Agenda Items None Off-Agenda Items None Staff Reports Fire Department Report: Capt. Mark Dewey, reported.  Two District V Fires in November  Garage fire - $75,000 in damage  Crockpot fire - $30,0000 in damage  21 City-wide fires - $1.4 million in damage  Cold weather safety tip – stock up your car with blankets and crackers in case you become stranded Page |2 Community Police Report: Officer Lori Kimrey reported.  Kimrey and Officer Darrin Williams are doing a Christmas fundraiser for area domestic violence shelters. Items can be dropped off at West Bureau.  Robberies are up – Officers are handing out flyers to small businesses on how react and respond  Larceny prevention signs are being given to businesses to post  Auto theft up – people warming up cars and leaving them running while they frequent convenience stores  Parcel pirates – UPS trucks are being followed and then packages being stolen off of porches  Two burglaries on W. Shade  Mail thefts – 300 block of S. Racehorse Park and Recreation Department Report: CM Frye and Troy Palmer reported.  Night with Santa at Century II - Dec. 8 at 6:30  Mayors Tree Lighting and lights on the River – big success. Estimated 5,000 attended  Aquatics Master Plan – Council held workshop and discussed options. Looking at several different proposals for pool renovations and new splash parks. Libraries Report: Tracie Partridge, Westlink Branch Senior Librarian, reported.  Dec. 8-9: Used book sale at Central library  E-books: 11,000 titles. Can check out up to five at a time  Westlink branch puppet show for 3-8 year olds on Dec. 8  Iphone/Ipad training at Westlink on Dec. 13  Teen link at Westlink– Dec. 15 – Graham Cracker houses  Mindcraft at Westlink on Dec. 29 - for teens  Great progress is being made on the new library Public Works Report: Mike Armour, Public Works Engineer, reported.  Kellogg/235 – West St. under Kellogg to be closed Saturday, Dec. 10, while they place three steel beams  Hoover Road under Kellogg has reopened  Tyler Road between Central and Maple to begin summer 2017  13th between 119th and 135th slated for improvement in 2019  Public Works is looking at signage for Maize Middle School at the new stoplight on Maize Road Action Taken: Motion made to receive and file all staff reports. Passed 9-0. New Business ZON2016-00056: Kathy Morgan, Senior Planner, Metropolitan Area Planning Department, presented a request for City Zone Change from SF-5 Single-Family Residential to TF-3 Two-Family Residential on property generally located south of Central and west of I-235 on the east side of Boyd one lot north of St. Louis. The DAB heard the request so that adjacent property owners and Wichita residents had an opportunity to express their concerns. Neither the applicant nor adjacent property owners attended the meeting DAB ?: All neighbors have been notified? Answer: Yes. Notifications were sent to property owners within a 200 foot radius. No protests have been filed. Palmer made a motion to APPROVE the zoning request. Bradley seconded. Motion passed 9-0 Page |3 Housing and Community Services 2017-2018 One Year Action Plan: Mark Stanberry, Manager, HOME/Neighborhood Improvement Services, was unable to make it from the DAB IV meeting. He was to present the 2017-2018 One Year Action Plan regarding proposed Community Services Block Grant (CDBG), HOME Investment Partnerships Program (HOME) and Emergency Solutions Grant (ESG) allocations. The Community Investments Division oversees activities that are funded through the U.S. Department of Housing and Urban Development (HUD). Programs funded with these resources are provided to persons who meet income guidelines. CM Frye and Kittrell gave an overview. Grants Review Committee (GRC) Nomination: Johnston nominated Jill Kerschen. Palmer seconded. Nomination PASSED 9-0. Updates, Issues and Reports Opportunity is provided for the Council Member and the District Advisory Board members to report any activities, events, or concerns in the neighborhoods and/or Council District. PUBLIC AGENDA This portion of the agenda provides an opportunity for citizens to present issues that are not part of the regular agenda for the meeting. There is a five minute time limit for each speaker. 2. Scheduled items: Recommended Action: Receive and file 3. Off-agenda items: Any individual present that did not request to speak on the public agenda prior to the meeting may speak at this time. Recommended Action: Receive and file STAFF PRESENTATIONS 4. Fire Department Report Staff will give a brief report on District V issues, problems and events. 5. Community Police Report Community Police Officers will give a brief report on District V issues, problems and events. 6. Park and Recreation Department Report Troy Houtman, Director of Parks & Recreation, will provide update for parks in District V and report on other activities taking place across the city. 7. Wichita Public Library Report Tracie Partridge, Westlink Branch Senior Librarian, will report on events and programs at the Westlink Branch. 8. Public Works Report Gary Janzen, City Engineer, Public Works Engineering, will give an update on District V projects. Recommended Action: Receive and file all Staff Reports Agenda 2 November 7, 2016 NEW BUSINESS 9. Recommended Action: Based upon information available prior to the public hearings, planning staff recommends that the request be APPROVED. 10. Grants Review Committee (GRC) Nomination: Mark Stanberry, Manager, HOME/ Neighborhood Improvement Services, the U.S. Department of Housing and Urban Development (HUD) requires that cities involve citizens in the allocation process for Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) and Emergency Solutions Grant (ESG) funds. The City of Wichita accomplishes this through a series of public hearings before the City Council and through the appointment of a Grants Review Committee (GRC) which reviews proposals and applications. Recommended Action: It is recommended that the District Advisory Board nominate a District V representative to the Grants Review Committee.
