Mike Malter, reported.  Two District V Fires in December  Jamesburg and Tyler Road - $25,000 in damage caused by discarded cigarette  351 S. Decker - $40,000 in damage caused by electrical  2016 there were 77,000+ alarms city-wide  12 new recruits recently graduated  Do not burn leaves  Christmas tree recycle locations all across town  Pet warmers – do not use electrical pet warmers Page |2 Community Police Report: Officer David Perkins reported.  Larcenies biggest concern – shoplifting and larceny to autos. Don’t leave valuables in car!  Extra forces were at New Market during holiday season. Really cut down on incidents  Don’t leave car to warm up unattended  New recruits recently graduated. Eight new recruits to Patrol West  Robbery to Powell Jewelry store – smashed cases during business hours. No weapons were used and no threats to employees Park and Recreation Department Report: No Report Libraries Report: Tracie Partridge, Westlink Branch Senior Librarian, reported.  2016 Highlights:  244,094 visitors to Westlink branch  2,495 new registered library users at Westlink branch  507,780 materials checked out  Satisfied 83,518 hold requests  Provided 17,750 public computer sessions and 6,232 Wi-Fi sessions (as of 4 p.m. December 29th)  Provided 285 programs with 8,043 individuals attending  Registered 3,990 individuals for our reading incentive programs  Booked our meeting room 47 times to the public, allowing 944 individuals to utilize it  Adult Winter Reading Program: Read More Live More  Youth Program: !,000 Books Before Kindergarten  Storytimes resume Jan. 9 for birth through 8 years old  Consumer Credit Counselors will be available Jan. 14, 3:00-4:00pm  Teen Link Mini Golf activity on Jan. 19  February 7 – Laura Ingalls Wilder event in celebration of her 150th birthday Public Works Report: Gary Janzen, City Engineer, reported.  Kellogg/235 – Construction continues on schedule  I-235 bridges reopened for winter. Opposite side will begin in March  Tyler Road between Central and Maple with new signal at 2nd Street to begin summer 2017  Bike Path enhancement funding approved by Council  Hoover Rd. starting at 29th N and heading south to Zoo Blvd. Half will be funded by new development at 29th and Hoover  Traffic study to be done to see if Hoover/Zoo Blvd. warrants signalization  Public Works is looking at signage for Maize Middle School at the new stoplight on Maize Road  $10 million from Hyatt sale proceeds has been designated for asphalt street repair  $4 million from Hyatt sale proceeds has been designated to Transit  Concrete patching vehicle is being purchased for concrete street repair  Looking to remove signal at 111th St. W and Kellogg Action Taken: Motion made to receive and file all staff reports. Passed 10-0. New Business Cost of Service Analysis for the Stormwater Utility: Jim Hardesty, Stormwater Division Manager, presented the results of the Stormwater Utility’s Cost of Service Analysis, identified revenue requirements, and resulting service levels. Staff will soon be presenting ordinance revisions to Council that will establish two things: 1) a base rate for all stormwater customers; and, 2) establish a new method for calculating residential stormwater bills.  DAB ?: Commercial billing will remain unchanged? Answer: Yes  DAB ?: Will commercial accounts be charged a base rate? Updates, Issues and Reports Opportunity is provided for the Council Member and the District Advisory Board members to report any activities, events, or concerns in the neighborhoods and/or Council District. PUBLIC AGENDA This portion of the agenda provides an opportunity for citizens to present issues that are not part of the regular agenda for the meeting. There is a five minute time limit for each speaker. 2. Scheduled items: Recommended Action: Receive and file 3. Off-agenda items: Any individual present that did not request to speak on the public agenda prior to the meeting may speak at this time. Recommended Action: Receive and file STAFF PRESENTATIONS 4. Fire Department Report Staff will give a brief report on District V issues, problems and events. 5. Community Police Report Community Police Officers will give a brief report on District V issues, problems and events. 6. Park and Recreation Department Report Troy Houtman, Director of Parks & Recreation, will provide update for parks in District V and report on other activities taking place across the city. 7. Wichita Public Library Report Tracie Partridge, Westlink Branch Senior Librarian, will report on events and programs at the Westlink Branch. 8. Public Works Report Gary Janzen, City Engineer, Public Works Engineering, will give an update on District V projects.
