Page |1 District V Advisory Board Minutes February 6, 2017 www.wichita.gov The District V Advisory Board meeting was held at 6:30 p.m. at Fire Station #21 located at 2110 N. 135th St W., Wichita, KS 67235. Mark Dewey, reported.  Really quiet January in District V.  No fires in District V in January  Two traffic fatalities on 21st St. one involving a motorcycle Community Police Report: Officer Lori Hahn reported.  Larcenies continue to be a problem on Beat 16  Auto theft are down  High number of shop lifting calls to Hobby Lobby  Auto larcenies a problem at Planet Fitness. PD has posted metal reminder signs and using social media to remind citizens to remove valuables from cars Page |2  Robberies all over town to auto parts stores and sandwich shops. Starting to spread west. Possibly related Park and Recreation Department Report: No Report Libraries Report: Tracie Partridge, Westlink Branch Senior Librarian, reported.  Adult Winter Reading Program  1,000 Books Before Kindergarten – 562 preschoolers signed up through Westlink  Academy Award Shorts – Library has hosted 31 years. Showing at The Orpheum and The Warren  150 Anniversary of the Chisholm Trail  Laura Ingalls Wilder presentation – Feb. 7 at 6:30 p.m. at Westlink  Chisholm Trail Book Club – February through May  Lowering Your Student Loans – Consumer credit counselors will be at Westlink on March 4 from 2:30–3:30 Public Works Report: Mike Armour, Engineer, Public Works, reported.  Kellogg/235 – Construction continues on schedule. West Street estimated to be complete by Fall 2017  I-235 bridge work to resume February 20, weather permitting. Demolition of the 25th St. bridge will be one of the first construction actions and it will occur on a weekend (Friday evening through Monday morning)  Tyler Road between Central and Maple with new signal at 2nd Street to begin summer 2017  Hoover Bike Path – Zoo Blvd. to 29th St N.  Council approved funding 01/03/17  Sand Crest development will fund north half via special assessment  South half to 21st, then across Zoo funded by City of Wichita  Signalization at Zoo will be included if signal warrants are met  Cowtown Drainage bid package (boardwalk, drainage, street lighting, etc.) to be advertised next week. Bids to open late February/early March and construction will begin soon after  Central Park & Maize Rd. – Traffic counts collected. Possible timing changes to begin with to help alleviate congestion  Supplemental Paving Maintenance (from Hyatt proceeds) – Phase 1 bid last Friday and repairs will start in District V in the Westlink neighborhood on Feb. 27, weather permitting Action Taken: Motion made to receive and file all staff reports. Passed 9-0. New Business Ordinance Amendment to Section 7.04.070 pertaining to Nuisance Lighting and Sections 6.04.040 and 6.04.050 of the City Code pertaining to the Control of Animals: Jan Jarman, Assistant City Attorney, reported on proposed changes to the Nuisance Lighting and Control of Animals ordinances.  Takes away a citizen’s right to file a complaint without going through WPD  Protects City prosecutor and the City from lawsuits  New information sheet being produced on who to contact for barking dog problems  DAB V members had no questions or concerns Old Business None Page |3 Board Agenda Council Member Frye – City-wide updates  Library – Second floor is up  Star bonds approved by Kansas Dept. of Commerce for Lawrence Dumont Stadium  Waiting on approval of star bonds for Stryker complex in northeast Wichita  Hyatt sale proceeds – each District to possible receive $1 million for District improvements – options being considered  Aquatics Master Plan to come to Council in the next month. Harvest to remain open  Study for WPD substations approved by Council. Priority given to Patrol East  Branch study being done for Westlink library  Still looking at many options for Century II Meeting adjourned at 7:05 p.m. The next District V Advisory Board meeting will be held at 6:30 p.m. on Monday, March 6, 2017, at Fire Station #21, located at 2110 N. 135th St W., Wichita, KS 67235.

Updates, Issues and Reports Opportunity is provided for the Council Member and the District Advisory Board members to report any activities, events, or concerns in the neighborhoods and/or Council District. PUBLIC AGENDA This portion of the agenda provides an opportunity for citizens to present issues that are not part of the regular agenda for the meeting. There is a five minute time limit for each speaker. 2. Scheduled items: Recommended Action: Receive and file 3. Off-agenda items: Any individual present that did not request to speak on the public agenda prior to the meeting may speak at this time. Recommended Action: Receive and file STAFF PRESENTATIONS 4. Fire Department Report Staff will give a brief report on District V issues, problems and events. 5. Community Police Report Community Police Officers will give a brief report on District V issues, problems and events. 6. Park and Recreation Department Report David McGuire, Division Manager, will provide update for parks in District V and report on other activities taking place across the city. 7. Wichita Public Library Report Tracie Partridge, Westlink Branch Senior Librarian, will report on events and programs at the Westlink Branch. 8. Public Works Report Gary Janzen, City Engineer, Public Works Engineering, will give an update on District V projects. Recommended Action: Receive and file all Staff Reports Agenda 2 January 3, 2017 NEW BUSINESS 9. Ordinance Amendment to Section 7.04.070 pertaining to Nuisance Lighting and Sections 6.04.040 and 6.04.050 of the City Code pertaining to the Control of Animals: Sharon Dickgrafe, Chief Deputy City Attorney, will report on proposed changes to the Nuisance Lighting and Control of Animals ordinances.
