The District V Advisory Board meeting was held at 6:30 p.m. at Fire Station #21 located at 2110 N. 135th
St W., Wichita, KS 67235.

Fire Department Report: Capt. Ken Ast, reported.
One fire in District V in February on Greenspoint St.: Garage fire, cause has not yet been determined.
$50,000 damage to structure and $25,000 to contents
March 12 Daylight Savings Time begins. Remember to check/change the batteries in your smoke
detectors
Community Police Report: Officer Robyn Douty reported.
Residential burglaries of rental properties around 13th and Maize Rd. They are vacant homes but
appliances are being taken. Don’t use yard signs to advertise properties!
Theft from vehicles in Auburn Hills and Pawnee Prairie areas. Don’t leave stuff in cars!

Patrol West will be using a federal grant to up the patrolling of distracted drives at intersections
April 8 – Law Enforcement Parade and Block Party
Park and Recreation Department Report: David McGuire and Greg Olmer reported.
Pracht Wetlands design is coming along
Crystal Prairie Park – working with KDHE on design
Prairie Sunset Trail – working to connect to Wichita bike trails
Barry the Bison Club – 850+ signups
Bunny Blast Egg Hunt at Watson Park on April 8 (ages 2-10)

Spring Break Week Activities
Lizard Song at Westlink
Lego Create Space at Linwood
Captain Underpants at Evergreen

March 24 – Summer Teen Volunteer Program signups begin. Westlink usually fills up on the first day of
signups
Spring Gardening Series at Rockwell and Alford branches
New Library construction – all steel beams and most exterior walls are in place
Public Works Report: Shawn Mellies, Chief Design Engineer, Public Works, reported.
Kellogg/235
Construction continues on schedule
Kellogg will be down to two lanes in each direction beginning in April and will last six months
Southbound to westbound closed until Fall 2017
Eastbound ramp from West Street to Kellogg to open in Fall 2017
West Street estimated to be complete by Fall 2017
I-235 bridge work has resumed on the northbound bridges as well as the 25th Street bridge. No access at
25th St. to I235
Tyler Road between Central and Maple with new signal at 2nd Street to begin summer 2017. Utility
work to begin soon
Hoover Bike Path – Zoo Blvd. to 29th St N. – working on RFP for design
Central Park & Maize Rd. – Traffic counts collected. Possible timing changes to begin with to help
alleviate congestion
21st St., Tyler Rd to Crestline – to be completed my end of March. Work will then begin from Tyler to
Hoover
2017 Outsourced Pavement Preservation Program (OP3) goes before Council tomorrow (March 7)
Action Taken: Motion made to receive and file all staff reports. Passed 8-0.
New Business
State Legislative Agenda Update: Ken Evans, Director, Strategic Communications, reported.
Agenda updated weekly by lobbying team
Items and positions have been adopted by Council
Focused on local service delivery – public safety, infrastructure, quality of life
State Legislature is currently focused on budget and education funding
Both State and Federal Agenda are available on the City’s website

2016 Year in Review and a Look Ahead
DAB ?: Will the Greyhound Park be reopened?
Answer: Council believes that voter’s have a right to decide
DAB ?: Will date/timing of local elections be changed?
Answer: At this point, the priority is that they remain non-partisan

Construction maintenance to begin on 119th from Maple to Central
Alissa Unruh – March 11 St. Patrick’s Day Parade in Delano – Parade and celebration begin at noon
Barby Jobe – 6th Annual Run 2 Believe 5K in Maize on March 25 in honor of Barby’s daughter, Kylie
Jobe, and her boyfriend, Kyle Thornburg, who were killed by a drunk driver six years ago. This run is to
honor Kylie and Kyle, but it is also to remind everyone to make responsible decisions in their lives.
PLEASE, don’t drink and drive.
Jill Kerschen – Housing grants committee – Meetings complete on federal funding allocations. Great
experience

Tracie Partridge, Westlink Branch Senior Librarian, will report on events and programs at the
Westlink Branch.
8. Public Works Report
Public Works Engineering will give an update on District V projects.
