Page |1 District V Advisory Board Minutes May 3, 2017 www.wichita.gov The District V Advisory Board meeting was held at 6:30 p.m. at Westlink Branch Library located at 8515 Bekemeyer, Wichita, KS 67212. Trevor Kurth Troy Palmer Guests Roman Rodriguez Nancy Duling Alissa Unruh Lamont Anderson Jackson Oxler, Youth Representative Council Member Bryan Frye Members Absent Angela Breer JV Johnston ORDER OF BUSINESS Call to Order: The meeting was called to order by Jose Gutierrez Approval of May 3, 2017 Agenda: Approved 9-0 Approval of minutes from April 3, 2017: Approved 9-0 Updates, Issues and Reports Council Member Frye – City-wide updates  STAR Bond approval by Council for new baseball stadium. No new taxes created. Will generate an estimated $20-25 million for improvements within the STAR Bond district. NBC Tournament will move to WSU during construction, which will take approximately two years to complete  New Bike Share program announcement tomorrow (May 4). 100 Bikes and 20 stations  Library Branch study conducted by WSU’s Hugo Wall Department was presented at the last Council workshop. Westlink serves a very diverse population and is second to the downtown library in attendance/users  Certificate of Appreciation and City coin given to Barby Jobe-Myers who is moving to Tulsa, OK with family Public Agenda Items None Off-Agenda Items None Page |2 Staff Reports Fire Department Report: Firefighter Dan Bugner, Station 16, reported.  Two structure fires in District V in March  240 EMS and rescue alarms  100 Service alarms  Burn Ban has been lifted Community Police Report: Officer Bradley Haught reported.  Larcenies down  Residential burglaries down  Auto thefts down  Non-residential burglaries way up. Tyler and Maize Road businesses being hit possibly by the same person  ATV being used in remote areas of Pawnee Prairie Park to combat illegal activity  Larceny to autos in New Market area has dropped drastically since FaceBook campaign  New uniforms approved Park and Recreation Department Report: David McGuire, Park & Rec, reported.  Buffalo Park ponding improvements  Chapin Park Kite Flying event on May 7  Boston Rec to host Barry’s Crew on May 13  Pools open Memorial Day  Naftzger Park – May 27 – End of School Year Party  12 parks city-wide to see improvements made including Red Barn Park & West Meadows Park in District V  Red Barn Park – Total Renovation – All new playground including equipment and sidewalks Libraries Report: Tracie Partridge, Westlink Branch Senior Librarian, reported.  Encouraged DAB members to sign up for a library card  Distributed June-August Library Activity Guide  Library staff are out in schools promoting summer reading programs  May 6 – Free comic book day at the Central Library  May 20 – Westlink Branch – What Can I DO with Flip Flops? Crafting event Public Works Report: Gary Janzen, City Engineer, reported.  Kellogg/I235  Construction continues on schedule  West Street should be completely open in the next 4-6 weeks  May 8 – EB Kellogg to West Street ramp to close  Kellogg will be down to two lanes in each direction beginning in April and will last six months  Southbound to westbound closed until Fall 2017  Eastbound ramp from West Street to Kellogg to open in Fall 2017  West Street estimated to be complete by Fall 2017  Tyler Road – Construction to begin this summer  Hoover Bike Path – Zoo Blvd. to 29th St N. – looking at options to cross Zoo Blvd/21st St  Central Park & Maize Rd. – Signal timing has been changed. Good results on traffic flow  21st St. - Tyler Rd to Hoover – thermal crack repair to begin soon  119th – Maple to Central – thermal crack repair begins soon  111th & Kellogg stoplight removal – design unanimously approved by DAB IV Action Taken: Motion made to receive and file all staff reports. Passed 9-0. Updates, Issues and Reports Opportunity is provided for the Council Member and the District Advisory Board members to report any activities, events, or concerns in the neighborhoods and/or Council District. PUBLIC AGENDA This portion of the agenda provides an opportunity for citizens to present issues that are not part of the regular agenda for the meeting. There is a five minute time limit for each speaker. 2. Scheduled items: Recommended Action: Receive and file 3. Off-agenda items: Any individual present that did not request to speak on the public agenda prior to the meeting may speak at this time. Recommended Action: Receive and file STAFF PRESENTATIONS 4. Fire Department Report Staff will give a brief report on District V issues, problems and events. 5. Community Police Report Community Police Officers will give a brief report on District V issues, problems and events. 6. Park and Recreation Department Report Staff will provide update for parks in District V and report on other activities taking place across the city. 7. Wichita Public Library Report Tracie Partridge, Westlink Branch Senior Librarian, will report on events and programs at the Westlink Branch. 8.
