Mike Malter, reported.  Two structure fires in District V in May  1200 block of Crestline – discarded cigarette  600 S. Ridge Rd. – Electrical fire Page |2  Building and fire hydrant inspections occurring in neighborhoods  $46,000 collected for MDA through “Boot Campaign”  Fireworks safety reminder Community Police Report: Officer Bradley Haught, reported.  Larcenies down  Residential burglaries down  Auto thefts down  Non-residential burglaries way up. Tyler and Maize Road businesses being hit possibly by the same person  Big focus on Riverfest activities. Arrests up  Abandoned vehicles sweep on May 9. 40 vehicles were tagged for impound  New WPD app activated June 2 Park and Recreation Department Report: David McGuire, Park & Rec, reported.  July 4 celebration – Red, White and Boom – Fireworks, live band and food trucks  Summer camps, classes and swim lessons under way  Buffalo Park splash pad has been fixed and opened May 24 Libraries Report: Tracie Partridge, Westlink Branch Senior Librarian, reported.  Riverfest - watch a short preview video inside the special Fireshark trailer outside the Central Library during Riverfest  Over 7,000 children have signed up for the summer reading program  154 city-wide Library programs in June  36 programs at Westlink in June  Frankentoys – June 15 – Ages 12-17: Deconstruct old toys and re-engineer them into new and unique toys  Capt. Underpants Party - June 22 – Ages 8-11: Celebrate like George, Harold and principal turned Superhero with underwear-inspired races, book trivia and your very own crime-fighting alias  Frank Lloyd Wright's Allen House – June 22, 6:30 – 7:30 PM: Completed in 1918, Frank Lloyd Wright's Allen House is located in College Hill. Learn more about the site that USA Today considers one of the "10 great Frank Lloyd Wright home tours" in the nation Public Works Report: Written report attached to Minutes. Action Taken: No motion made to receive and file all staff reports due to lack of quorum. New Business CUP2017-00015 & ZON2017-00019: Dale Miller, Planning Director, MAPD, presented the request for Zone change from LC Limited Commercial to GC General Commercial and Amendment #6 to Parcel 2, Community Unit Plan (CUP) DP-184 to permit “vehicle repair, general” (body shop) and to create Parcel 2B.  NO protests have been filed  MAPC approved Recommended Action: No action taken due to lack of quorum Old Business None Meeting adjourned at 7:00 p.m. Page |3 The next District V Advisory Board meeting will be held at 6:30 p.m. on Wednesday, July 5, 2017, at Fire Station #21, located at 2110 N. 135th St W., Wichita, KS 67235. Public Works Staff Report DISTRICT 5 PROJECT STATUS  13th, Azure to 135th o DAB 5 approved design concept o City Council approved October 6 o Widen to 3 lanes with drainage improvements and sidewalk o 2019 construction, if Fed funding not sooner o Donald Sutcliffe/Phil Kline – Hickory Creek; Met w/HOA June 16, 2016  Kellogg & 235 Interchange o SB I-235 to WB 54 closed until Fall 2017 o EB entrance ramp at West St. will be closed until Summer 2017 – anticipate opening and completion of West St. in June o Kellogg is 2 lanes each direction until late fall for center pier construction o EB Kellogg exit to West closed May 8 until late fall o Maple Street returned to 2 lanes in each direction, but back to one in the summer o Estimated project completion fall 2019 o Railroad bridge to stay; work with KDOT on bike path connection  Tyler Road – Wilbur Middle School o PEC selected for design o Met with Wilbur MS 3/23/16 to discuss concept o City Council approved revised design concept and final design/ROW budget 11/01/16 o Estimate construction start beginning of summer, 2017 o New CIP programmed with additional funding – to Council 06/06/17 for construction funds  Hoover Bike Path o Zoo Blvd to 29th St. N o Council approved funding 01/03/17 o Sand Crest development fund north half via special assessment o South half to 21st, then across Zoo funded by City of Wichita o Crossing of Zoo will be included if signal warrants met o Transystems selected for design o Late 2017 construction  Ridge Rd. Updates, Issues and Reports Opportunity is provided for the Council Member and the District Advisory Board members to report any activities, events, or concerns in the neighborhoods and/or Council District. PUBLIC AGENDA This portion of the agenda provides an opportunity for citizens to present issues that are not part of the regular agenda for the meeting. There is a five minute time limit for each speaker. 2. Scheduled items: Recommended Action: Receive and file 3. Off-agenda items: Any individual present that did not request to speak on the public agenda prior to the meeting may speak at this time. Recommended Action: Receive and file STAFF PRESENTATIONS 4. Fire Department Report Staff will give a brief report on District V issues, problems and events. 5. Community Police Report Community Police Officers will give a brief report on District V issues, problems and events. 6. Park and Recreation Department Report Staff will provide update for parks in District V and report on other activities taking place across the city. 7. Wichita Public Library Report Tracie Partridge, Westlink Branch Senior Librarian, will report on events and programs at the Westlink Branch. 8. Public Works Report Public Works Engineering will give an update on District V projects. Recommended Action: Receive and file all Staff Reports Agenda 2 June 5, 2017 NEW BUSINESS 9. CUP2017-00015 & ZON2017-00019: Dale Miller, Planning Director, MAPD, will present the request for Zone change from LC Limited Commercial to GC General Commercial and Amendment #6 to Parcel 2, Community Unit Plan (CUP) DP-184 to permit “vehicle repair, general” (body shop) and to create Parcel 2B. Recommended Action: Based upon the information available at the time the staff report was prepared it is recommended that the application area be rezoned to the GC General Commercial district subject to the development standards contained in DP-184 as amended below: A. Existing (May 2, 2017) Parcel 2 is split into two parcels resulting in the creation of Parcel 2A and Parcel 2B. (Acreage will be identified in final version.) B. General Provision 24, Parcel Number 2A Proposed Uses is amended as follows: financial institutions, convenience store, restaurants, retail shops, pharmacies, medical and dental clinics, tire, battery and accessory stores, offices, animal clinics, landscape and nursery and greenhouse., and vehicle repair, general.” Only customer and employee parking associated with vehicle repair, general is allowed north of the building (the northern approximately 150 feet). All inoperable vehicles or vehicles waiting to be repaired or serviced will be parked south of the building in an area enclosed by solid screening that is a minimum of six feet. All repair work shall be done indoors or within the enclosed area located to the rear of the building. C. Parcel Number 2B Proposed Uses: Wireless Communication Facility. Gross Area –8,500 square feet ; Maximum Building Coverage – 1,700 square feet (20% maximum); Maximum Gross Floor Area – 1,700 square feet; Floor Area Ration – ?; Maximum Building Height – 35 feet; Maximum Number of Buildings – 1; Parking - Per Code or shared parking with Parcel 2A; Setbacks – North, South and West – 0 feet, East – 15 feet. D. The applicant will submit four CUP plans within 60 days of final approval to the Metropolitan Area Planning Department. E. The proposed amendment applies only to the described parcels. Unless specifically modified by this amendment, all existing development standards described in DP-184 remain in effect.
