Page |1 District V Advisory Board Minutes July 5, 2017 www.wichita.gov The District V Advisory Board meeting was held at 6:30 p.m. at Fire Station #21, located at 2110 N. 135th St. W, Wichita, KS 67235. Frye:  Public meeting on 2018-19 budget and 2017-2026 CIP scheduled for July 18.  EMS agreement with County is close to being finalized Public Agenda Items 2. Pat Downey, 2409 N. Parkridge: Discussed changing plumbing ordinance that relates to backflow on sprinkler systems tied to City water because he believes the rebuild requirement is unnecessary.  Billie Vines, Cross Connection Control Manager, Public Works & Utilities:  Surface drainage settles in sprinkler system pipes  Five year rebuild requirement is necessary to replace rubber parts that wear out. Only rubber parts are required to be replaced  Public health is priority  Rebuild has been required since 1997 Page |2 Off-Agenda Items 3. None Staff Reports 4. Fire Department Report: Capt. Mike Malter, reported.  No structure fires in District V in June  Fire hydrant and building inspections ongoing  Chief Blackwell retiring July 14. Interim Chief Tammy Snow  Several fireworks-related fires. Numbers are not yet available  11 fireworks related injuries 5. Community Police Report: Officer Robyn Douty, reported.  Seat belt fines increasing from $10 to $30  Central and Ridge auto thefts at apartments – Eight in June  Auto thefts and larcenies at motels on W. Kellogg  Swanson Park – auto larcenies  21st & Maize – auto larcenies  Eight handguns stolen in June in west Wichita  Tire slasher around Wilbur Middle School caught 6. Park and Recreation Department Report: Greg Olmer, Park & Rec, reported.  July 4 celebration – Red, White and Boom – approximately 10,000 attended – looking to expand next year with more food trucks and restrooms  July 8 – Yoga in the Park at Riverside Park – 8:30-9:30 p.m.  July 22 – Splash Party at Osage Park – 1:00-4:00 p.m.  Pracht Wetlands – First phase 95% complete  Redbarn Park – Vendor selected for improvements (Versa of Kansas) – must be approved by Council on July 18  Aquatics Master Plan on Harvest Pool improvements will be presented to DAB members at August meeting  J.V. Johnston asked for Park & Rec to look at installing sidewalk around Brownthrush Park. An additional parking lot is needed, as well  Roman Rodriguez shared information about an article in the Wichita Eagle about an individual blogger who is visiting all 117 City parks this summer 7. Libraries Report: Tracie Partridge, Westlink Branch Senior Librarian, written report attached. 8. Public Works Report: Gary Janzen, City Engineer, and Steve Degenhardt, Senior Engineer, reported.  Sidewalks will be installed along the south side of Brownthrush Park along 2nd Street  119th - Maple to Central: Thermal crack repair complete  Hyatt-funded prep work repair is mostly complete in District V with the exception of Country Acres. Micro-seal applications will be completed this fall  Crack sealing to residential neighborhoods this fall  21st Street - Tyler to Hoover: thermal crack repair  West Street under Kellogg will be closed the evening of July 6 for striping  Tyler Road & 2nd Street improvements to bid later this month  Ridge Road – 29th to K96: New sidewalk to be installed later this fall Action Taken: Motion made to receive and file all staff reports. Preliminary Budget Overview: 2018-2019: Elizabeth Goltry Wadle, Principal Budget Analyst, Department of Finance  PowerPoint Presentation attached to Minutes  One mill increase in property tax in 2019 for Police staffing  Trying to find new ways to grow revenue to offset the decline in franchise fees  Property mill hasn’t been raised in 24+ years 10. 2017 – 2026 Proposed Capital Improvement Program (CIP) Budget: Elizabeth Goltry Wadle, Principal Budget Analyst, Department of Finance  PowerPoint presentation attached to Minutes  Proposed CIP Budget is available online  District V project highlights:  Tyler Road and 2nd Street improvements  13th Street: 119th to 135th  135th: Central to Maple  Maple: 135th to 167th  Police Substation  New water treatment plant near Zoo and Hoover  Pracht Wetlands Recommended Action: Motion made to receive and file 2018-2019 Preliminary Budget and 2017-2026 Proposed CIP Budget. Motion PASSED 9-0 Old Business None Meeting adjourned at 8:02 p.m. The next District V Advisory Board meeting will be held at 6:30 p.m. on Monday, August 7, 2017, at Fire Station #21, located at 2110 N. 135th St W., Wichita, KS 67235. Library Staff Report: Tracie Partridge, Westlink Branch Senior Librarian  Construction continues on the Advanced Learning Library  1st floor – most drywall in place and now painting  2nd floor – installing drywall  Started on parking lots  Participation continues in the Library’s summer reading programs  To date, 11,970 children have registered for the programs and 6,703 prizes have been distributed  Registration continues through July 19th  Prize distribution continues through July 28th  Started Learning Circles  Free educational courses for people to take in a social, peer classroom setting  Examples of topics include o Resume, Networking and Interview Skills o Make a Website o How to Cook Healthy Meals  Require basic technology skills  May meet once or multiple times depending on the class  Occur at Wichita Public Library locations  Are lightly facilitated by library staff  Registration is required Page |4  Summer programming is winding down at the library; only doing 119 programs system-wide and 23 programs at Westlink  Programs to highlight o LEGO Createspace on Friday, July 7th from 10:30 to 12 (for children ages 5-12) o What Can I Craft With 2-Liter Bottles? on Saturday, July 15th from 2:30 to 4 (for adults) o Edible Architecture on Thursday, July 20th from 4 to 5 (for teens) o Amelia Earhart on Saturday, July 22nd from 2:30 to 3:30 (for adults) o Downloading E-books on Tuesday, July 25th from 4 to 5:30 (for adults)  For a complete list of Library activities, please visit www.wichitalibrary.org.

Updates, Issues and Reports Opportunity is provided for the Council Member and the District Advisory Board members to report any activities, events, or concerns in the neighborhoods and/or Council District. PUBLIC AGENDA This portion of the agenda provides an opportunity for citizens to present issues that are not part of the regular agenda for the meeting.
