Frye:  Century II report will soon be completed – No decisions have been made  NBC World Series – nationwide exposure Public Agenda Items 2. None Staff Reports 4. Fire Department Report: Chief Tammy Snow and Capt. Mike Malter, reported Snow:  ADT recognition – awarded WFD a $2,500 gift for a life-saving event. Will use money to help pay for smoke alarms for the hearing and visually impaired  Station 21 landscaping will be cleaned up  Monthly WFD article for District newsletters Malter:  Three fires in District V in July  100 block of N. Mars – fireworks disposed of improperly - $80,000 damage  9000 block. Of Westlawn – under investigation - $70,000 damage  999 Silver Springs – Juvenile playing with matches  Building and hydrant inspection ongoing  School is starting back up soon – use caution in residential areas around bus stops 5. Community Police Report: Officer Lori Hahn, reported.  Neighbor Night Out – Tomorrow, Aug. 8 – 13 parties in District V  Patrol West Cookout – Sept. 30 – Partnering with YMCA on 6940 W. Newell  16 Beat – residential burglaries  Auto larcenies continue to be a problem along 21st St.  Oct. 27, Noon – 6PM – 2017 Senior Health & Safety Fair at Sedgwick County Extension Education Center 6. Park and Recreation Department Report: David McGuire, Park & Rec, reported.  End of summer – Camps winding down  Harvest Pool is closing this Sunday Page |3  Dog Days at College Hill Pool is set for Aug. 21  Open Streets ICT – Sept. 24 – Temporarily close Douglas from Delano District to Washington Street to promote the interaction of local businesses and organizations with the community to help strengthen Wichita.  Kayaking and paddle boarding on the River  Naftzger Park public meetings on improvements on Thursday and Friday  Redbarn Park improvements – contractor has been awarded and work will begin by the end of September  West Meadow Park improvements – drainage and surface improvements 7. Libraries Report: Tracie Partridge, Westlink Branch Senior Librarian, reported.  9,991 children and teens signed up for summer reading program  5.027 children and teens returned at least once to receive a prize  3,800 children read 20 minutes per day for 30 days  844 children and teens had read 20 minutes a day for 70 days, pretty much the length of the library program, earning a bookplated book in the library acknowledging their accomplishment  Fall gardening series  Managing Your Money series  Westlink analytics update  59,103 visitors to date  120,526 items checked out  3,301 public computer sessions and 1,289 wifi sessions  3,668 children registered for summer reading program  Sept. 7 – Food Truck 101 program – 6:00 – 7:30 p.m. at Westlink Branch 8. Public Works Report: Steve Degenhardt, City Engineer, and Steve Degenhardt, Senior Engineer, reported.  Kellogg & 235 Interchange o Traffic will be moved to new NB I-235 to EB Kellogg ramp this month o I-235 one lane each direction for bridge repair & retaining wall construction  Hyatt Funded Pavement Preservation o NE of Central/119th  Pavement prep work is complete  Micro surface – early September o Central to 13th, Maize to Tyler  Pavement prep work is complete  Micro surface – early September  Country Acres will move to summer/fall 2018 for completion of water main replacement now in progress  Arterial Thermal Crack Repair – fall 2017 o 21st, Hoover to West o 21st, ½ mile west of 119th o Ridge Rd, 13th to 37th o Tyler Rd, 13th to 21st o Maize Rd, 21st to Westlakes Pkwy (N. of 29th, Fox Ridge entrance) o Central, Hoover to Ridge o Central, ½ mile west of 119th Page |4  Cadillac Lake turn lane nearly complete  13th & Tyler median work complete  2nd Street sidewalk, County Acres to Ridge, construction to begin next month  Road – Wilbur Middle School - Estimate bid opening August 25 Action Taken: Motion made to receive and file all staff reports. PASSED 8-0. New Business 9. Brian Hill , Aquatics Director, Park & Recreation: Aquatics Master Plan improvements to Harvest Park  Harvest Pool built in 1963  As of today, 15,040 total attendance  8,000 open swim  Aquatics plan is adaptable and has been in the works since 2011  Community survey 10. CUP2017-00034: Dave Clements, Principal Planner, MAPD, presented the request for City CUP amendment to DP-197 to allow a restaurant with a drive-through window in a LC Limited Commercial District, generally located at the intersection of N Maize Rd and W 20th St N (2110 N. Maize Rd #100).  Agent for the applicant in attendance  No protests from residents to the south  Traffic congestion on Maize Road a concern – will be addressed by routing drive-thru  Will only be open from 7:00 a.m. to 10:00 p.m. Action Taken: Motion made by Kurth to APPROVE, subject to the following conditions: 1. A scaled, dimensioned site plan be submitted to the Director of Planning, including a parking legend and details on the drive-through and revised queuing spaces from the order box. 2. Any external speaker system used with the order box and pick-up window shall meet the noise level standards of Section 7.41.030 of Wichita City Code. 3. Provide additional trees for landscaping/screening with the reconfigured parking spaces, subject to approval of the Director of Planning. 4. The applicant will submit four CUP plans within 60 days of final approval to the Metropolitan Area Planning Department. 5. The proposed amendment applies only to the described Parcel 3. Unless specifically modified by this amendment, all existing development standards described in DP-197 shall remain in effect. Seconded by Unruh. Motion PASSED 8-0. Updates, Issues and Reports Opportunity is provided for the Council Member and the District Advisory Board members to report any activities, events, or concerns in the neighborhoods and/or Council District. PUBLIC AGENDA This portion of the agenda provides an opportunity for citizens to present issues that are not part of the regular agenda for the meeting. There is a five minute time limit for each speaker. 2. Scheduled items: Tim Richards, Customer & Community Relations Consultant, Westar Energy: Project Grassroots Recommended Action: Receive and file 3. Park and Recreation Department Report Staff will provide update for parks in District V and report on other activities taking place across the city. 7. Wichita Public Library Report Tracie Partridge, Westlink Branch Senior Librarian, will report on events and programs at the Westlink Branch. 8.
