Page |1 District V Advisory Board Minutes October 2, 2017 www.wichita.gov The District V Advisory Board meeting was held at 6:30 p.m. at Fire Station #21, located at 2110 N. 135th St. W, Wichita, KS 67235. CM Frye:  Council workshop on Century II – City manager recommends first focus on enhancements and improvements to the Convention Center. This would also allow time for further review of the needs for performing arts.  Plates for Parks license plate program – State legislation will be presented after the first of the year for a Wichita Flag license plate with royalties going to the Wichita Parks Foundation to be used on making improvements to City-owned parks. Ken Ast, reported.  HOT (Hands on Training) conducted at the WFD Regional Training Facility. More than 250 participants  Next week is Fire Prevention Week – many firefighters will be visiting local schools  Nov. 5 Daylight Savings Time begins – Change smoke detector batteries! 5. Community Police Report: Community Police Officer Lori Hahn, reported.  Open Street ICT – very successful event – only complaint was in regards to not having enough volunteers to run the barricades  Sept. 30 Patrol West Cookout – partnered with West YMCA – more than 250 people enjoyed food, games and activities  No major crime trends occurring in District V 6. Park and Recreation Department Report: David McGuire, Park & Rec, reported.  Open Streets ICT- huge success – lots of bikes, people and dogs – already planning for next year’s event  Master Tree Climbing competition in Oak Park – 70 competitors from around the world. Seven different countries represented  Dec. 7 – Night with Santa  Oct. 14 – Saddle Up and Ride event at Pawnee Prairie Park  Oct. 15 – Kite flying event at Chapin Park  Oct. 21 – Zoomba at Botanica  Redbarn Park improvements to begin soon  Westar Green Team to help with Pracht Wetlands plantings  Oct. 2 – Buffalo Park splash pad to shut down for winter 7. Libraries Report: Tracie Partridge, Westlink Branch Senior Librarian, reported.  Big Read – Oct. 1-Nov. 15: The Latehomecomer: A Hmong Family Memoir  Oct. 7 – Immigrant panel discussion at Clearwater Public Library  Oct. 12 – Meet the author event at Newman University  Oct. 14 – Asian-inspired cooking class for kids (ages 8-12)  Oct. 23 – Story cloth making for kids 9ages 6-12)  Many more activities and events – check out the library’s website for details  Westlink Branch programs  Oct. 3 – How to Prevent Identity Teft  Oct. 20 – Great Moments in World Series History 8. Public Works Report: Steve Degenhardt, Senior Engineer, reported.  Tyler Road improvements from 2nd Street to Central to begin the third week of October  Kellogg/235  SB235 to WB Kellogg ramp is open  All inner cloverleaf is closed  This weekend (Oct. 6-9) both highways will be completely shut down for beam placement  OP3 Program – lots of locations in progress  Thermal crack repair has been delayed due to lack of product availability – will resume in early 2018  Hyatt-funded micro-surfacing has started Page |3  2nd Street sidewalk construction to begin soon Action Taken: Motion made to receive and file all staff reports. PASSED 7-0. New Business 9. ZON2017-00045: Kathy Morgan, Senior Planner, MAPD, presented the request by Robert and Jo Skidmore (Applicants)/ Baughman Company P.A., Russ Ewy (Agent), for City Zone Change from SF-5 single-family residential to LC Limited Commercial; generally located on the west side of N. Tyler Road between W. Central and W. 2nd Street (535 N. Tyler Rd). Phil Meyer, Baughman Company, P.A. (Agent for the applicant) was present at the meeting. There were no protests filed and no adjacent property owners were present at the meeting. After staff presentation by Kathy Morgan, Senior Planner, MAPD, DAB members had no questions or concerns. Action Taken: Motion made by Troy Palmer to approve the staff recommendation to APPROVE the application. Seconded by Ben Kittrell. MOTION PASSED 6-0-1 (abstention due to conflict of interest). Updates, Issues and Reports Opportunity is provided for the Council Member and the District Advisory Board members to report any activities, events, or concerns in the neighborhoods and/or Council District. PUBLIC AGENDA This portion of the agenda provides an opportunity for citizens to present issues that are not part of the regular agenda for the meeting. There is a five minute time limit for each speaker. 1. Scheduled items: Recommended Action: Receive and file 2. Off-agenda items: Any individual present that did not request to speak on the public agenda prior to the meeting may speak at this time. Recommended Action: Receive and file STAFF PRESENTATIONS 3. Fire Department Report Staff will give a brief report on District V issues, problems and events. 4. Community Police Report Community Police Officers will give a brief report on District V issues, problems and events. 5. Park and Recreation Department Report Staff will provide update for parks in District V and report on other activities taking place across the city. 6. Wichita Public Library Report Tracie Partridge, Westlink Branch Senior Librarian, will report on events and programs at the Westlink Branch. 7. Public Works Report Public Works Engineering will give an update on District V projects. Recommended Action: Receive and file all Staff Reports Agenda 2 October 2, 2017 NEW BUSINESS 8. ZON2017-00045: Kathy Morgan, Senior Planner, MAPD, will present the request by Robert and Jo Skidmore (Applicants)/ Baughman Company P.A., Russ Ewy (Agent), for City Zone Change from SF-5 single-family residential to LC Limited Commercial; generally located on the west side of N. Tyler Road between W. Central and W. 2nd Street (535 N. Tyler Rd). Recommended Action: Based upon information available prior to the public hearings, planning staff recommends that the request be APPROVED with the condition that cross-lot access be required should the property immediately north of the subject site be developed for non-residential uses.
