CM Frye:  Election Day tomorrow – Three City Council seats to be determined – Districts 1, 3 and 6  No Council Meeting on Nov. 14  Special Council meeting on Jan. 8 for swearing in of new Council Members  January DAB meeting to be held on Tuesday, Jan. 2 Kerschen: The Grants Review Committee held a special meeting to allocate an additional $300,000 in grant money Public Agenda Items 2. None Off-Agenda Item 3. None Page |2 Staff Reports 4. Fire Department Report: Lt. Ken Gaston, reported.  6 house fires city-wide in October  10 total fires city-wide in October  $535,000 in total loss  Daylight savings time occurred this past Sunday – did you change your smoke alarm batteries? 5. Community Police Report: Community Police Officer Robyn Douty, reported.  WPD Christmas Crusade - the Wichita Police Department will bring holiday cheer to the less fortunate children (ages 0 – 16) in our community. You can help by sponsoring a child and providing gifts from their Christmas list.  Off. Brad Haught is asking drivers to avoid the area around Wilbur Middle School during drop-off/pick-up times due to traffic congestion caused by construction  Auto break-ins continue to be a problem. Some cars in open garages have been broken into. 4 guns have been stolen. Remove valuables, lock your cars and shut your garage doors 6. Park and Recreation Department Report: Alan Taber, Park & Rec, reported.  Many Halloween parties and Fall Festivals hosted by Park & Rec – all were very successful – lots of community engagement and community partners. Over 2,500 attended event at Lawrence Dumont Stadium  Barry the Bison won the mascot contest at City Hall  Night with Santa scheduled for Dec. 7 at Century II from 6:30 – 8:30. We are looking for community donations and support  Winter classes will begin the second week of January. Activities Guide will be available first week of December  Reminder that Park & Rec has many daycare options when schools are not in session 7. Libraries Report: Tracie Partridge, Westlink Branch Senior Librarian, reported.  Big Read – Last event being held at Rockwell Library on Nov. 8 – Wichita Refugee Story – An account of one of Wichita's refugees, Aphrodite Campbell, and what she experienced as a newcomer to the U.S.  Kansas Reads to Preschoolers – November an event that promotes reading to children from birth through age 5. The Napping House is the chosen book  November is National Novel Writing Month (NaNoWriMo). The challenge of NaNoWriMo is to write 50,000 words between November 1 and November 30. Events being hosted to help  Westlink Branch is hosting a Window 10 class 8. Public Works Report: Gary Janzen, City Engineer, reported.  Tyler Road improvements from 2nd Street to Central have begun – One lane northbound and two lanes southbound open  Kellogg/235 – On schedule  OP3 Program – lots of locations in progress  2011 - 80 miles were serviced  2017 - 800 miles will be serviced  Hyatt-funded micro-surfacing has started – interactive map available on the Public Works webpage  Ridge Road sidewalk design in progress Page |3  13th Street – 119th – 135th – Design work underway  111th St/Kellogg stoplight – Will bid for construction of access roads in early 2018. Will begin six month trial period without light in spring 2018 Action Taken: Motion made to receive and file all staff reports. PASSED 9-0. New Business 9. Ridge Road Sidewalk from 29th to K-96 Design Concept Mike Armour, Special Projects Engineer, presented a concept design prepared by Profession Engineering Consultants (PEC) for a sidewalk along Ridge Road between 29th Street North and K-96.  Challenges  Open ditches  Railroad crossing  Bridge  Speed limit – will need to be reduced to 40 mph  Landscaping & utilities  East side of Ridge Rd is recommended for construction  Open ditches to remain  Loss of trees by The Cloisters – can be replanted with new trees  DAB Question – What’s the biggest concern of citizens?  Those in attendance prefer the west side because that is where their businesses are located but they understand the east side is best for the greater good of the neighborhoods, school and church. They have no concerns Action Taken: Kerschen motioned to approve a six-foot sidewalk on east side of Ridge Rd. with a desire to construct a sidewalk on the west side when funding is available. Seconded by Bradley. MOTION PASSED 9 – 0 10. FY 2018-2019 Funding; CDBG, HOME, ESG Logan Bradshaw, Housing and Community Services, presented the consolidated plan, seeking input from the Board. The City submitted a Consolidated Plan for the 2014 through 2018 program years, and staff is soliciting comment regarding funding priorities for the fiscal year beginning July 1, 2018, and ending on June 30, 2019. HUD has not announced the City’s allocation amount. Preliminary plans will be based on estimated funding at current levels and will be adjusted to reflect actual allocation amounts. District Advisory Boards and the general public are being asked to provide comment regarding changes that should be made if the actual funding allocations are increased or reduced, and to provide comment regarding urgent needs that may not be addressed under the current funding plan. Public comments will be used by staff to finalize the annual plan after HUD has provided final funding amounts.  Kerschen – Lots of hoops to jump through to receive grant. Very regimented. Doesn’t recommend any changes to allocations Page |4  Kittrell – CDBG – good use of money. All worthy programs. HOME program (Mennonite Housing) – building homes and getting people into homes  Unruh – More itemized detail of programs and what each program receives would be helpful  Gutierrez – Homeless programs should be a priority  CM Frye – A breakdown of funding received in District V would be helpful  Oxler – Likes the Rapid Re-housing assistance program 11. Nomination of Grants Review Committee Representative – District V Logan Bradshaw, Housing and Community Services, The Grants Review Committee includes representation from all District Advisory Boards, Wichita Independent Neighborhood Association, the United Way, Sedgwick County, USD #259, Wichita State University, as well as large and small businesses. The 14 GRC members are appointed annually by the City Council. Housing and Community Services Department staff meets with GRC members throughout the proposal evaluation period. After review of the applications and proposals and public comments, the GRC makes recommendations to the City Council for HOME, ESG and CDBG funding for the next program year. Action Taken: Palmer nominated Jill Kerschen as District V Advisory Board representative. Seconded by Gutierrez. Nomination APPROVED 9 – 0. Old Business 12. None Meeting adjourned at 7:58 p.m.

PUBLIC AGENDA This portion of the agenda provides an opportunity for citizens to present issues that are not part of the regular agenda for the meeting. Fire Department Report Staff will give a brief report on District V issues, problems and events. 4. Community Police Report Community Police Officers will give a brief report on District V issues, problems and events. 5. Park and Recreation Department Report Staff will provide update for parks in District V and report on other activities taking place across the city. 6. Wichita Public Library Report Tracie Partridge, Westlink Branch Senior Librarian, will report on events and programs at the Westlink Branch. 7.
