CM Frye:  Lots of holiday events this past weekend including Mayor’s Tree lighting, Lights on the River and illuminations at Botanica  Big jobs announcement coming on Wednesday  Fireworks ordinance discussion – Wichita is an island. Should we align with State law?  Century II engagement to begin early 2018  Two new Council Members to be sworn in on Jan. 8 Public Agenda Items 2. None Page |2 Off-Agenda Item 3. None Staff Reports 4. Fire Department Report: Chief Tammy Snow and Capt. Ken Ast, reported.  Importance of safely using space heaters  Remember to water live Christmas trees  Dispose of fireplace ashes properly  Ninza Restaurant fire  Chief Snow  Quint truck at Station 21 will be replaced in 2018 with a smaller more efficient truck  Dec. 19 Council meeting – will present options to council on enforcement of fireworks violations 5. Community Police Report: Community Police Officer Brad Haught, reported.  Larcenies down  Auto thefts down  Residential burglaries down  Non-residential burglaries up – serial robbers throughout City of Wichita  Education campaign to remind people not to warm up cars unattended  Thanksgiving and Christmas meals provided to families in need by West Bureau  Traffic congestion around Wilbur Middle School 6. Park and Recreation Department Report: Matt Martinez, Park & Rec, reported.  Dec. 7 – Night with Santa at Century II  Kids Connection Camps for kids during holiday break  Winter classes to begin the second week of January  Winter 2018 Activities Guide will be out next week  Polar Express at Watson Park is sold out 7. Libraries Report: Tracie Partridge, Westlink Branch Senior Librarian, provided the following written report: All of the Library’s weekly storytimes for children will conclude the week of December 4th. They will start again the week of January 15th. The Westlink Branch Library is offering walk-in tech help on Thursday, December 14th from 4 to 5:30. It does not matter if you are having an issue with your laptop, tablet, e-reader, or cell phone. The Library’s technology trainers are ready, willing, and able to help. The Library has planned a lot of activities while students are out of school over Winter Break. Here are just a few. • On Tuesday, December 19th from 2:30 to 4, the Westlink Branch Library will provide all of the supplies for children ages 3 and up to make graham cracker houses. • On Thursday, December 21st from 4 to 5, the Westlink Branch Library will host an indoor beach party. Teens ages 12 to 17 will get to build sand sculptures, play beach battle ball, and more. • On Thursday, December 28th from 2:30 to 3:30, children ages 3 and up will participate in a galaxy adventure by dressing up as their favorite characters for games, rebel training, art work, and more. The Library’s Adult Winter Reading Program is getting a facelift this year. Instead of occurring from January through March, it will last all year long. It is actually Suzanne Tobias’ 12 categories in 12 months reading challenge. Individuals who complete the challenge will be entered in a Grand Prize drawing to eat lunch with Suzanne. 8. Public Works Report: Steve Degenhardt, Senior Engineer reported.  Tyler Road – Waterline work is complete. Stormsewer work has begun  Kellogg/235  West St. exit from eastbound Kellogg is now open  I235 is open to two-lane traffic both directions  Another full highway closure will occur in January for beam placement  Southbound 235 to eastbound Kellogg will open in Spring 2018  Summer 2019 completion  Crack sealing continuing in District V  Arterial thermal crack repair continues  Ridge Road sidewalk – Concept approval to Council tomorrow. Will go along the east side of ridge Rd.  Hoover Path  Will come before DAB in January  Hoover & Zoo Blvd. does warrant a full traffic signal  Summer 2018 construction to begin Action Taken: Motion made to receive and file all staff reports. PASSED 8-0. New Business 9. ZON2017-00031 & CUP2017-00038 Kathy Morgan, Senior Planner, MAPD, presented the request by Coleman & Kelley LLC/ KAW Valley Engineering, Tim Austin, for City zone change from TF-3 Two-Family to MF-18 Multi-Family Residential and GC General Commercial and City CUP Amendment to Farmington Square Community Unit Plan DP-59 to permit commercial and multi-family development on approximately 5 acres generally located 1,800 feet east of Ridge Road on the south side of West Central Avenue.  Multi-family is limited to two-stories on Parcel 9C  Only one letter of protest received  DAB ?: What were concern from protest letter? Morgan: Land is right next to floodway. Drainage issues. Blocking views of nature. Increase in traffic  Teresa & Gig Resko, 6725 W. Shade, #1302  Drainage issues already  Losing natural habitat  Traffic congestion  Area is saturated with rentals  Nancy Smith, 1388 N. Increase in traffic will make it worse  DAB ?: Have any traffic studies been done recently? Frye: Not to my knowledge, but will check with engineering  DAB ?: How many units will be permitted Morgan: 18 units per acre or 36 maximum total for Parcel  Pat Hommertzheim, 909 N. Answer: 86 units  Tim Austin, Agent for Applicant  In-line with character of neighborhood  You don’t own the view. It is already zoned for two-story duplexes  Big slough will not be filled in. Parcel is not in the flood plain  Two-story is reasonable and already fits in with what has been built in the neighborhood Action Taken: Kurth motioned to APPROVE the application set forth in the Staff report with the following conditions: A. The applicant shall submit four final copies of the amended CUP to the Metropolitan Area Planning Department within 60 days after approval of this case by the Governing Body, or the request shall be considered denied and closed. B. Access to the site shall be provided according to Farmington Square 3rd Addition approved plat (Case No. SUB2017-00042). Seconded by Duling. MOTION PASSED 8 – 0 Page |5 10. WAMPO Scenario Planning Initiative Jim Weber, Deputy Director, Sedgwick County Public Works Scenario planning provides a framework for developing a shared vision for the future by analyzing various forces (e.g. economic, environmental, land use, etc.) that affect the growth of the transportation system.  To help prepare the region for the future of the transportation system  Public engagement/input is underway  Trends for our metro area  Social and demographic changes 1. “Graying” of region 2. Reduction in the size of households 3. Population moving to large metro areas 4. Need to attract more new folks and keep the 18-54 year olds in the area  Need for a regional identity  Technology  Financial uncertainty  Employment – employment demand and skills required  Land use  Most important factor?  Employment  Need for new jobs  Job training  Large percentage of jobs are less than $15/hour  Focus needs to be bringing higher skilled jobs to area  High percentage of population holding second jobs  Job training Old Business 11. Updates, Issues and Reports Opportunity is provided for the Council Member and the District Advisory Board members to report any activities, events, or concerns in the neighborhoods and/or Council District. PUBLIC AGENDA This portion of the agenda provides an opportunity for citizens to present issues that are not part of the regular agenda for the meeting. There is a five minute time limit for each speaker. 1. Scheduled items: Recommended Action: Receive and file 2. Off-agenda items: Any individual present that did not request to speak on the public agenda prior to the meeting may speak at this time. Recommended Action: Receive and file STAFF PRESENTATIONS 3. Fire Department Report Staff will give a brief report on District V issues, problems and events. 4. Community Police Report Community Police Officers will give a brief report on District V issues, problems and events. 5. Park and Recreation Department Report Matt Martinez, Assistant Recreation Supervisor, will provide update for parks in District V and report on other activities taking place across the city. 6. Wichita Public Library Report Tracie Partridge, Westlink Branch Senior Librarian, report attached 7. Public Works Report Public Works Engineering will give an update on District V projects. Recommended Action: Receive and file all Staff Reports Agenda 2 December 4, 2017 NEW BUSINESS 8.
