Page |1 District V Advisory Board Minutes January 2, 2018 www.wichita.gov The District V Advisory Board meeting was held at 6:30 p.m. at Fire Station #21, located at 2110 N. 135th St. W, Wichita, KS 67235. CM Frye:  Monday, Jan. 8, swearing-in ceremony at 6:00 p.m. at City Hall  Swatting incident – outside agency investigating  Hampton Inn at 29th and Maize Rd. to open later this month  New Quik Trip to be built at 29th and Maize Rd.  Fireworks ordinance – looking for a better way to enforce and ways to fund increase enforcement. Possibly reduce days and hours. Increase permit fees. Provide safe zones to shoot Public Agenda Items 2. None Off-Agenda Item 3. None Page |2 Staff Reports 4. Fire Department Report: Lt. Josh Gordon, reported.  Two structure fires in District V in November – one being investigated  Arson squad statistics – 24% of arsons investigated have resulted in arrest. National average is 19% arrest rate  Fire safety tip – Sleep with bedroom doors shut 5. Community Police Report: Community Police Officer Lori Hahn, reported.  Slight increase in aggravated burglaries  Auto thefts up due to cold weather – Don’t leave your vehicles running unattended  Subway and Petsmart burglaries  Large number of calls regarding children playing on the ice of ponds 6. Park and Recreation Department Report: David McGuire, Park & Rec, reported.  Winter classes start up next week  Kids camps during holiday break were well-attended  Redbarn Park improvements have been completed  Pracht Wetlands RFQ to be issued soon  Westar Energy to help with native plant material 7. Libraries Report: Tracie Partridge, Westlink Branch Senior Librarian, reported.  2017 Westlink Branch Analytics:  232,000 visitors  2,500 library cards issued  485,000 materials checked out  17,000 computer sessions  281 programs offered – approximately 7,000 attended  490 kids signed up for 1,000 Books Before Kindergarten  3,600 kids signed up for summer reading program  53 room rentals with over 900 users  2018 - #ReadICTChallenge – partnership with Wichita Eagle writer, Suzanne Tobias to encourage people to read one book per month for 12 months  Jan. 15 – Storytimes start back up  Jan. 13 – Credit reports 101  Jan. 27 – Kansas history program  Feb. 6 – Conversation with Denise Neil 8. Public Works Report: Gary Janzen, City Engineer, reported.  Tyler Road – Utility work continues. Finished late spring  Kellogg/235  Complete closure of interchange this weekend beginning Friday at 7:00 p.m. and reopening by Monday at 6:00 a.m.  Project will be completed by summer 2019  Pavement preservation/maintenance is on hold due to cold weather  Ridge Road sidewalk – Concept approved by Council Dec. 5. Construction to begin along the east side of Ridge Rd. later in 2018  Sidewalk extension from Mere Ridge to 29th St. is possible in 2018 Page |3  Hoover Path – Sandcrest development to Zoo Blvd.  Signal is warranted at Hoover and Zoo Blvd.  Sedgwick county will pay for half of signal install  13th west of 135th St. – Still on track for 2019  Improvements to 29th St and Maize Road intersection are being evaluated  Action Taken: Motion made to receive and file all staff reports. PASSED 7-0. New Business 9. PUD2017-00010 Dave Yearout, Principal Planner, MAPD, presented a request by Central Community Church (owner/applicant), Will Clevenger – Garver, LLC (agent), for a City Zone Change to PUD Planned Unit Development (PUD) to create Central Community Church Planned Unit Development (PUD #57). Will Clevenger, Garver, LLC (agent) was present at the meeting. There were no protests filed and no adjacent property owners were present at the meeting. After staff presentation by Yearout, Greg Tice, Architect, addressed the Board and gave an overview of the proposed development. Andy Bias, Mennonite Housing, also explained the income-based senior housing project to be located within the development. DAB members questioned how property taxes will be assessed and how the project will be funded. There were no other concerns. Action Taken: Motion made by Kurth to follow the staff recommendation to APPROVE the application. Seconded by Palmer. MOTION PASSED 7 – 0. Old Business 10. None Meeting adjourned at 7:24 p.m.

Updates, Issues and Reports Opportunity is provided for the Council Member and the District Advisory Board members to report any activities, events, or concerns in the neighborhoods and/or Council District. PUBLIC AGENDA This portion of the agenda provides an opportunity for citizens to present issues that are not part of the regular agenda for the meeting. There is a five minute time limit for each speaker. 1. Scheduled items: Recommended Action: Receive and file 2. Off-agenda items: Any individual present that did not request to speak on the public agenda prior to the meeting may speak at this time. Recommended Action: Receive and file STAFF PRESENTATIONS 3. Fire Department Report Staff will give a brief report on District V issues, problems and events. 4. Community Police Report Community Police Officers will give a brief report on District V issues, problems and events. 5. Park and Recreation Department Report Matt Martinez, Assistant Recreation Supervisor, will provide update for parks in District V and report on other activities taking place across the city. 6. Wichita Public Library Report Tracie Partridge, Westlink Branch Senior Librarian, report attached 7. Public Works Report Public Works Engineering will give an update on District V projects. Recommended Action: Receive and file all Staff Reports Agenda 2 December 4, 2017 NEW BUSINESS 8. PUD2017-00010 Dave Yearout, Principal Planner, MAPD, will present the request by Central Community Church (owner/applicant), Will Clevenger – Garver, LLC (agent), for City Planned Unit Development for a mixed Residential and Commercial use development associated with Central Community Church, on property currently zoned SF-5 Single Family, associated with SUB2017-00048, generally located on the north side of West Maple Street and east of South Ridge Road. Recommended Action: Based upon the information available at the time the staff report was prepared, staff recommends APPROVAL of the application subject to the following conditions: 1. The PUD drawing be approved with the specific changes noted here for the General Provisions. 2. The applicant shall record a PUD certificate with the Register of Deeds indicating that this tract (referenced as PUD #57 Central Community Church PUD) has special conditions for development on the property. 3. A copy of the recorded certificate along with four copies of the approved PUD shall be submitted to the Metropolitan Area Planning Department within 60 days of governing body approval, or the request shall be considered denied and closed.
