The District V Advisory Board meeting was held at 6:30 p.m. at Fire Station #21, located at 2110 N. 135th
St. W, Wichita, KS 67235.

Call to Order: The meeting was called to order by Jill Kerschen
Approval of February 5, 2018 Agenda: Approved 9-0

Updates, Issues and Reports
1. CM Frye:
Wichita Flag license plate update
Testified in front of the Kansas Senate transportation Committee last week
Bill passed out of committee with full support
Will go before full Senate in next few weeks
If passed through Senate with a lot of support, it could be placed on the House
“Consent Agenda” for passage without need for discussion
Council – CIP planning and strategic goal setting
ProjectWichita – Partnership between City, County, Greater Wichita Partnership and
several others. A process to identify the future we want for our home, and then deciding
what steps are necessary to achieve it. In addition to a regional vision, the process will
produce an action plan focused on the next 10 years
Century II Committee - citizen steering committee who will be tasked with analyzing the
different possibilities for a new or renovated Century II Convention and Performing Arts
Center
Duling: Access Advisory Board meeting – Floor wheelchair accessibility at Intrust Bank Arena
is being addressed

4. Fire Department Report: Lt. Michael Avila, reported.
38 fires in January city-wide
Three fires in District V – all accidental
325 total incidents
Safety tip: Fireplace safety
Ensure flue/damper is open
Keep combustibles at least three feet away
Use fireplace screen
Clean/sweep chimney
5. Community Police Report: Community Police Officer Robyn Douty, reported.
Auto thefts up – people leaving their vehicles running attending – seem to be targeting
large trucks
Robberies in the last 24 hours – Taco Bell (21st & Ridge) and Burger King (Central &
Tyler) – possibly related
Garage burglaries – 21st & Tyler and 13th & Tyler
6. Park and Recreation Department Report: David McGuire, Park & Rec, reported.
Winter classes have begun
2017 Park & Rec Annual Report
Easter Egg Hunt at Watson Park coming in April
RFQs for Pracht Wetlands have come in and are under consideration
Wes Meadows Park – New surfacing and drainage improvements to begin soon

your small projects such as knitting, scrapbooking, or beading
Feb. 14 - Pinkalicious and Peterrific Premiere! - Get a sneak peek of the new PBS Kids

8. Public Works Report: Steve Degenhardt, Senior Engineer, reported.
Tyler Road – Street work to begin soon. 2nd Street will be open to WB traffic only
Kellogg/235 – possibly one more closure this summer to remove forms
Maple under I235 down to one lane in each direction
Pavement preservation/maintenance is on hold due to cold weather but trying to finish up
2017 projects as weather allows
2nd Street sidewalk west of Ridge Rd to begin in March
Ridge Road sidewalk – Concept approved by Council Dec. 5. Construction to begin along
the east side of Ridge Rd. later in 2018
Sidewalk extension from Mere Ridge to 29th St. is possible in 2018
Hoover Path – Sandcrest development to Zoo Blvd.
Signal is warranted at Hoover and Zoo Blvd.
Sedgwick county will pay for half of signal install
13th west of 135th St. – Still on track for 2019
Action Taken: Motion made to receive and file all staff reports. PASSED 9-0.

9. CON2017-00043
Kathy Morgan, Senior Planner, MAPD, presented the request by Craig Steven (owner), Harlan
Foraker (agent), for City Conditional Use to allow private personal improvement services on
property zoned GO General Office, generally located north of West 21st Street North and east of
North Tyler Road. (behind 2290 N. Tyler).
Neither the applicant nor the agent were present
For a personal use gym
No protests have been filed
Ample parking and access
MAPC approved unanimously by consent
DAB members concerned that nothing guarantees that it will stay private use
Action Taken: Motion made by Bradley to follow the staff recommendation to APPROVE the
application with the following conditions:
1. The site shall be developed and maintained in general conformance with the approved site
plan, and in conformance with all applicable regulations, including but not limited to:
licensing requirements, building, fire and utility regulations or codes.
2. If the Zoning Administrator finds that there is a violation of any of the conditions of the
Conditional Use, the Zoning Administrator, in addition to enforcing the other remedies set
forth in Article VII hereof, may, with the concurrence of the Planning Director, declare the
Conditional Use null and void.
Seconded by Kurth.

Public Works Engineering will give an update on District V projects.

Kathy Morgan, Senior Planner, MAPD, will present the request by Steven Craig (owner), Harlan
Foraker (agent), for City Conditional Use to allow private personal improvement services on property

Recommended Action: Based on information available prior to the public hearings, planning staff
recommends that the request be APPROVED, subject to the following conditions:
1. The site shall be developed and maintained in general conformance with the approved site plan, and
in conformance with all applicable regulations, including but not limited to: licensing requirements,
building, fire and utility regulations or codes.
2. If the Zoning Administrator finds that there is a violation of any of the conditions of the Conditional
Use, the Zoning Administrator, in addition to enforcing the other remedies set forth in Article VII
hereof, may, with the concurrence of the Planning Director, declare the Conditional Use null and
void.
