CM Frye:  Introduced new DAB V Youth Member, Trey Rios  Sophomore at Maize South  Huge Shocker fan  Cross county & track  Topeka trip last week to host the Southcentral legislative delegation luncheon sponsored by the City of Wichita – reinforced top five legislative priorities  Workforce training  North junction – 235/135/254/K96  Property tax lid  Water plan – long range  Support economic development incentives – STAR bonds  Washington, DC trip next week by all seven Council Members to meet with federal delegation  Tomorrow’s Council meeting includes fireworks ordinance Page |2  Wichita Flag license plate – passed the House in Senate transportation committee this week Public Agenda Items 2. Dr. Justin Henry, Superintendent of Schools, USD #265, Goddard Public Schools – Crime activity occurring at 135th St. W and Maple. Shooting at Dillon’s on Jan. 18 over drugs followed by the Sonic being robbed on Jan. 20.  Officer David Perkins  Jan. 18 – Shooting - Drug deal gone bad involving known drug dealer who lives in Auburn Hills. Arrest has been made  Jan. 20 – Sonic robbery – suspect has been linked to other west-side robberies  Crime stats from the area shared  Talked to area businesses and there are no concerns from business owners  Lt. Scott Brunow  Many officers live in the area and have a vested interest in safety  Will address any drug problems and work with school district officials  Dialog is ongoing Off-Agenda Item 3. Derek Norrick, University of Kansas School of Medicine-Wichita Prioritize our Environmental Concerns as a Community - The University of Kansas, School of Medicine, is performing a community survey to determine the environmental issues of most concern facing the public. The influences on human and animal life, water, air and land can have lasting effects on human health, communities and the local economy. Any concern including second-hand smoking, e-waste, water scarcity or groundwater contamination may be of greater concern to some members than others. Trash recycling may be your main concern, tell us- take the survey! https://www.surveymonkey.com/r/CommunityEnvironment Staff Reports 4. Fire Department Report: Capt. Scott Downs, reported.  319 total alarms in February for District V  One major fire in February in District V - $40,000 in damage caused by faulty hot water heater  Extremely high fire danger due to high winds and low humidity  Daylight savings time begins on Sunday – change the batteries in your smoke detectors 5. Community Police Report: Community Police Officer Brad Haught, reported.  Robberies up  Residential burglaries up  Auto thefts up but starting to slow down due to warmer weather  Larcenies down  Auto tags being stolen at a high rate  Lucas Hernandez search efforts  NCAA tournament Page |3 6. Park and Recreation Department Report: David McGuire, Park & Rec, reported.  Bunny Blast Egg Hunt at Watson Park coming in April  Many Spring Break activities being offered at Rec Centers  Light Up Reflection Square Park – March 29-31  Walk in the Park – 11:00 am on March 17, April 21, May 19 – location rotates  Get Fit Wichita – Spring Cycle Spectacular at Lawrence Dumont Stadium – April 7  Pracht Wetlands final presentations by three companies on Thursday  Splash Parks opening by Mother’s Day 7. Libraries Report: Tracie Partridge, Westlink Branch Senior Librarian, reported.  #ReadICT Program  Book sale – March 8-10 at Central library  Spring gardening series at Evergreen and Rockwell  Spring Break week – 16 different programs being offered  March 21 – Puppet show at Westlink  March 22 – Paper puppeteers at Westlink  Teen volunteer program – signup begins March 23 – grades 8-12  Candy Wrapper Zipper Bag activity at Westlink  Buying/Selling Online 8. Public Works Report: Gary Janzen, City Engineer, reported.  Tyler Road – 2nd Street opened back up to two-way traffic  Kellogg/235 update  2018 OP3 program map distributed  Hyatt funded residential street repair continues  2nd Street sidewalk west of Ridge Rd has begun  Ridge Road sidewalk – Concept approved by Council Dec. 5. Construction to begin along the east side of Ridge Rd. later in 2018  Sidewalk extension from Mere Ridge to 29th St.  29th/Maize Road – congestion issues being addressed  13th west of 135th St. – Still on track for 2019  111th/Kellogg – Public information meeting this Thursday on construction phasing. Construction begins next week Action Taken: Motion made to receive and file all staff reports. PASSED 9-0. New Business 9. Hoover Road Multi-Use Path from Zoo Boulevard to 29th Street North Gary Janzen, City Engineer, presented a concept design prepared by TranSystems for a multi-use path along the east side of Hoover Road between Zoo Boulevard and 29th Street North.  Traffic signal at Zoo Blvd. and Hoover Road – warrants met  Transystems approved to design  Hoover Road – two-lanes with open ditches  Easements need to be acquired  29th North to K96 will be completed next year due to water line work  Estimated cost $900,000  Construction to begin later this year Page |4 Action Taken: Bradley motioned to approve design present by staff. Gutierrez seconded. Motion PASSED 9-0. 10. Miscellaneous  Kerschen – Grants Review Committee update  Palmer – Naftzger Park Community meeting on March 22  Unruh – St. Patrick’s Day parade in Delano Meeting adjourned at 7:59 p.m. The next DAB V meeting will be held at 6:30 p.m., Monday April 2, Fire Station #21, 2110 N. 135th St., Wichita, KS 67235.

Updates, Issues and Reports Opportunity is provided for the Council Member and the District Advisory Board members to report any activities, events, or concerns in the neighborhoods and/or Council District. PUBLIC AGENDA This portion of the agenda provides an opportunity for citizens to present issues that are not part of the regular agenda for the meeting. There is a five minute time limit for each speaker. 2. Scheduled items: Dr. Justin Henry, Superintendent of Schools, USD #265, Goddard Public Schools – Crime activity occurring at 135th St. W and Maple Recommended Action: Receive and file 3. Off-agenda items: Any individual present that did not request to speak on the public agenda prior to the meeting may speak at this time. Recommended Action: Receive and file STAFF PRESENTATIONS 4. Fire Department Report Staff will give a brief report on District V issues, problems and events. 5. Community Police Report Community Police Officers will give a brief report on District V issues, problems and events. 6. Park and Recreation Department Report David McGuire, Assistant Recreation Supervisor, will provide update for parks in District V and report on other activities taking place across the city. 7. Wichita Public Library Report Tracie Partridge, Westlink Branch Senior Librarian, will report on events and programs at the Westlink Branch Library. Agenda 2 March 5, 2018 8. Public Works Report Gary Janzen, City Engineer, will give an update on District V projects. Recommended Action: Receive and file all Staff Reports NEW BUSINESS 9. Hoover Road Multi-Use Path from Zoo Boulevard to 29th Street North Gary Janzen, City Engineer, will present a concept design prepared by TranSystems for a multi-use path along the east side of Hoover Road between Zoo Boulevard and 29th Street North. Recommendation/Actions: It is recommended that the District Advisory Board recommend approval of the proposed design concept presented by staff Adjourn The next DAB V meeting will be held at 6:30 p.m., Monday April 2, Fire Station #21, 2110 N. 135th St., Wichita, KS 67235.
