The District V Advisory Board meeting was held at 6:30 p.m. at Fire Station #21, located at 2110 N. 135th
St. W, Wichita, KS 67235.

Call to Order: The meeting was called to order by JV Johnston

STAFF PRESENTATIONS
1. Fire Department Report: Capt. Scott Downs, reported.
District V analytics
301 total incidents
18 fire alarms
37 service alarms
246 medical alrms
Two major fires
328 N. Brownthrush, $70,000 loss, accidental
8405 W. Central, $1,550,000 loss, careless smoking
Firepits may be no larger than three feet in diameter and must be 25 feet from any
structures
2. Community Police Report: Officer Lori Hahn, reported.
May 12 – Law Enforcement parade – 11:30 at Central and Main
Larceny to autos continue to be a problem – WPD using social media, newsl releases and
public education to combat

3. Park and Recreation Department Report: Matt Martinez, Assistant Recreation Supervisor,
reported.
Stryker – Renovation and upgrades will be complete by end of summer
Naftzger Park to close May 21 so construction can begin
Pracht Wetlands to break ground next month
Come Fly A Kite event at Chapin Park held on May 5 – more than 500 people attended
Kids to Parks Day at Watson Park on May 19
Magic Show at Reflection Square Park on May 26
4. Wichita Public Library Report: Tracie Partidge, Westlink Branch Senior Librarian,
reported.
Central library is now closed
Advanced Learning Library to open June 16
#ReadICT – 12 books in 12 months – Educated by Tara Westover
Reading incentive program signups begin May 17
Grounded Quidditch at Westlink on May 23 – ages 9-17
Rock-N-Roll at Westlink on May 31 – ages 2-5
5. Public Works Report: Gary Janzen, City Engineer, reported.
Tyler Road and 2nd Street – almost complete, stop light must be moved
Kellogg/235
Southbound to eastbound is now open
Northbound to westbound will open this summer
Eastbound will be reduced to two lanes for approximately four onths
All substantial work should be completed by the end of the year
Outsourced Pavement Preservation Program (OP3) – Thermal crack repair should begin
tomorrow. It will be followed by a new surface coat from Maize Road to North Shore
Drive
Sidewalk along Ridge Road to begin later this year
Hoover Road Bike Path – On hold. Looking at other options
13th – 119th to 135th – start spring 2019
K96 – Hoover Road interchange – working with Westar to bring lighting to interchange
PUBLIC AGENDA
6. Off Agenda items:
Westar Energy: Tim Richards, reported on streetlight upgrades
Street light upgrade to LED
Started in downtown Wichita by arena for NCAA tournament
Will continue in NE Wichita and work clockwise around the City of Wichita
Six months to complete
Energy efficient and longer life
Sturgeon is the contractor
Street light repair/replacement of burnt out bulbs is on hold until all have been
relplaced with LED – unless public safety risk is high
4,000 kelvin – as bright as the moon – industry standard
5,000 kelvin in Old Town

Project Wichita: LaShonda Garnes, Community Development Manager , Public
Policy and Management Center , Wichita State University
Community engagement effort
Craft a vision for Wichita and surrounding area for the next 10 years
Three phases – Listen, Focus, Share
Listen phase through May 31 - WSU will conduct traditional and non-
traditional focus groups across the region gathering broad ideas and
feedback on what is important to the community
Focus phase - the process research and community findings will be
analyzed for trends and patterns. Those findings will be discussed by the
Vision Team – a group charged with shepherding the Project Wichita
plan – in order to build work teams
Share phase - WSU and the Vision Team will share final results and
recommendations with the community including regional vision and
priorities

8. CM Frye:
Changes to fireworks ordinance passed City Council. Option B approved.
No change in type allowed
$1,500 permit fee
More enforcement
June 27 – July 5
Budget/CIP season
$1.7 million shortfall in 2019 – must eliminate waste
Sales tax and franchise fees down
WPD needs 71 more officers at a cost of $7 million per year
CIP - $100 million off for 10-year plan – some projects will be delayed

Opportunity is provided for the Council Member and the District Advisory Board members to report any
activities, events, or concerns in the neighborhoods and/or Council District.
PUBLIC AGENDA
This portion of the agenda provides an opportunity for citizens to present issues that are not part of the
regular agenda for the meeting. There is a five minute time limit for each speaker.

Matt Martinez, Assistant Recreation Supervisor, will provide update for parks in District V and report
on other activities taking place across the city.
7. Wichita Public Library Report
Tracie Partridge, Westlink Branch Senior Librarian, will report on events and programs at the
Westlink Branch Library.
8. Public Works Report
Gary Janzen, City Engineer, will give an update on District V projects.
